On the afternoon of December 17, at the provincial Convention Center, the Dong Nai provincial People’s Committee holds a conference to assign socio-economic development plan targets and the state budget estimate for 2026.

Attending the event were Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the ProvincialPeople’s Council; Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Vo Tan Duc, Deputy Secretary of the Provincial Party Committee; Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of its Organization Commission, along with members of the Standing Board of the Provincial Party Committee, ViceChairpersons of the Provincial People’s Committee, and leaders of 168 units, including wards, communes, departments, sectors, agencies and schools receiving the assigned targets.

28 out of 30 targets in 2025 achieved or exceeded
Speaking at the conference, Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, said that in 2025, the province’s socio-economic situation records many positive results across sectors. Gross regional domestic product reaches nearly 678 trillion VND, with economic growth of 9.63 percent, exceeding the Government-assigned target of 8.5 percent. With this result, Dong Nai ranks first nationwide in fulfilling the growth target assigned by the Government, ranks seventh nationwide in GRDP growth rate, and continues to lead the southeastern region.

Total state budget revenue in 2025 is estimated at 100 trillion VND, equal to 134 percent of the assigned estimate. The industrial production index (IIP) rises by more than 15 percent compared to 2024; commercial and service activities continue to expand, with total retail sales of goods and service revenue reaching about 465 trillion VND, up 18.5 percent. Domestic investment attraction exceeds 163 trillion VND, while FDI attraction is over 3 billion USD. Total social development investment capital exceeds 176.5 trillion VND.

Cultural, sports and tourism activities continue to receive attention, improving people’s spiritual life. Tourism shows a clear recovery with many effective stimulus and promotion activities. Health care and social security policies are implemented in a timely manner, ensuring health care, jobs and livelihoods for the people. Science and technology, innovation and digital transformation are promoted, gradually forming an innovation ecosystem to support enterprises in applying technology and developing the digital economy. National defense and security are maintained; political security and social order and safety remain basically stable, creating favorable conditions for socio-economic development.

Compared with the main socio-economic and national defense and security targets for 2025, 28 out of 30 targets are achieved or exceeded, meeting the resolutions set by the provincial Party Committee and the provincial People’s Council, including six targets exceeded and 22 targets met.
Determined to implement 36 targets in 2026
The year 2026 marks many important political events and is the first year of the five-year plan for the 2026–2030 period, with a double-digit growth target. To implement resolutions passed by the 10thDong Nai Provincial People’s Council at its eighth session, the Provincial People’s Committee issues Decision No. 3079/QD-UBND dated Dec. 12, 2025 on assigning socio-economic development plan targets and the state budget estimate for 2026 in Dong Nai, and Decision No. 3080/QD-UBND dated Dec. 12, 2025 on implementing resolutions on the socio-economic development plan, public investment plan and state budget estimate for 2026.

In 2026, Dong Nai sets 36 targets on socio-economic development and national defense and security, including eight economic targets, 19 cultural and social targets, six environmental targets, and three targets on national defense, security and social order and safety.
Notable targets include striving for total state budget revenue of 100.4 trillion VND and local budget expenditure of nearly 58.8 trillion VND, and disbursement of more than 27.1 trillion VND in public investment capital.
The Provincial People’s Committee requests departments, agencies, localities and related units to closely follow the actual situation and coordinate their efforts in implementing socio-economic development solutions of the Government and relevant ministries and sectors to ensure the 2026 plan meets its set objectives. At the same time, they must ensure progress, quality and effectiveness of key tasks and breakthrough missions under the Resolution of the first Provincial Party Congress for the 2025–2030 term, as well as the province’s key projects.

Eight key goals and tasks are identified: prioritizing economic growth; accelerating the construction and development of synchronous and modern infrastructure; continuing economic restructuring linked with digital transformation and green transition; developing culture, ensuring social security, and improving people’s material and spiritual life and health.
Other tasks include improving human resource quality; developing science and technology, innovation and digital transformation; strengthening land and resource management and environmental protection; improving the organization of the state administrative apparatus and the effectiveness of the two-tier local government model; and ensuring national defense, security and international integration.
A key focus for public investment capital disbursement in 2026 is to reach at least 95 percent of the plan. The province also emphasizes strengthening discipline and order, enhancing the responsibility of heads of agencies and public service ethics, and stepping up coordination, monitoring, inspection and supervision in implementing the 2026 public investment plan.

“The tasks for 2026 are very heavy. Therefore, there must be synchronous participation and strong determination from the entire political system and the people of the province,” Nguyen Van Ut stressed, adding that the Provincial People’s Committee will make the highest efforts to fulfill its assigned responsibilities and calls on Party committees, the Provincial People’s Council, the Vietnam Fatherland Front, mass organizations and the people to strengthen coordination and create strong changes across sectors.
He requested that immediately after the conference, heads of departments, sectors, localities and state-owned enterprises under the province promptly translate assigned targets and tasks into specific programs and plans with concrete measures to effectively implement the approved plan.
