On the afternoon of December 24, the Dong Nai Provincial People’s Committee (PPC) held a working session with the Viettel Military Industry and Telecoms Group (Viettel) on digital transformation.
The meeting was co-chaired by Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai PPC, and Major General Do Minh Phuong, Deputy General Director of Viettel Group. Attending the session were members of the Provincial Party Standing Committee, including Le Truong Son, Vice Chairman of the Dong Nai PPC; Colonel Vo Thanh Danh, Commander of the Provincial Military Command; along with leaders of provincial departments and agencies, and representatives of units and subsidiaries under Viettel Group.

Notable achievements
At the meeting, leaders of the Department of Science and Technology reported on the results of implementing the cooperation agreement between the Dong Nai PPC and Viettel Group during the 2022–2025 period. Accordingly, based on the strategic cooperation agreement on digital transformation between the Dong Nai PPC (and previously the PPCs of Dong Nai and Binh Phuoc provinces) and Viettel Group, Dong Nai has gradually formed a comprehensive digital transformation ecosystem across the three main pillars: digital government, digital economy, and digital society.

In 2024, Dong Nai ranked 15th nationwide in the Digital Transformation Index (DTI), and in 2025, the province ranked 12th nationwide in the Provincial Innovation Index (PII). Regarding the implementation of the 2022–2025 digital transformation cooperation agreement, 18 tasks have been completed, with many areas achieving notable results. These include the completion of institutional frameworks and digital transformation strategies, as well as the development of modern, synchronized digital infrastructure. Notably, Viettel has deployed more than 1,300 5G base stations across the province, accounting for over 70 percent of all 5G stations in Dong Nai.

In building digital government, LAN network infrastructure has been upgraded for 95 communes and wards under the two-tier local government model. In developing the digital economy, both sides have coordinated to promote cashless payments in education, healthcare, commerce, and public services.
In developing the digital society, nearly 96% of residents’ health records have been digitized; online training has been provided for almost 11,000 teachers; and smart classrooms, learning management systems (LMS), and digital learning materials have been deployed. Many achievements have also been recorded in information security, cybersecurity, and digital transformation human resource training.

At the session, representatives of provincial departments and agencies, along with units and subsidiaries of Viettel Group, discussed solutions to improve Dong Nai’s digital transformation index, promote the development of digital government, digital economy, and digital society, and implement tasks related to Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation.
Focusing on key solutions to promote digital transformation
On this occasion, the Dong Nai PPC and Viettel Group signed a digital transformation cooperation agreement for the 2026–2030 period. The agreement focuses on eight main areas: building digital government and operating the two-tier local government model; digital data as a core resource; development of the digital economy; development of the digital society; development of specialized sectors; deployment of information security and core technologies; development of digital data; and promotion of tasks under Resolution No. 57-NQ/TW and significant challenges of the province.

Major General Do Minh Phuong stated that Viettel will strengthen coordination with the Dong Nai PPC to implement solutions for developing digital infrastructure, further improving data connectivity speed and digital services, and building and developing platforms for digital data analysis and applications. At the same time, Viettel will accelerate solutions to promote the three pillars of digital government, digital economy, and digital society, while ensuring cybersecurity, information safety, and developing smart logistics.

Speaking at the meeting, Le Truong Son emphasized that immediately after the signing of the cooperation agreement, provincial agencies must proactively and thoughtfully translate the agreed tasks into concrete actions. The Department of Science and Technology was designated as the lead agency to coordinate overall implementation and develop a roadmap with clear timelines and measurable outcomes.

Nguyen Van Ut shared that the Dong Nai PPC hopes Viettel Group will further support and coordinate with relevant provincial departments in assessing and reviewing the current state of digital transformation in the newly reorganized Dong Nai Province, thereby proposing key solutions to leverage strengths and potential and accelerate the digital transformation process. At the same time, priority should be given to the early deployment and development of a shared provincial data repository, as well as the creation of a concrete roadmap for developing a digital government, digital economy, and digital society in a manner that is appropriate and compliant with regulations, thereby contributing to the province’s socio-economic development.
