On the morning of December 29, in Ha Noi, the Steering Committee for Digital Transformation in Party agencies held an online conference to review digital transformation work in 2025 and to outline key tasks and solutions for 2026.

Attending and presiding over the conference at the Party Central Committee’s Office were comrades: Tran Cam Tu, Politburo Member, Permanent member of the Party Central Committee’s Secretariat, Head of the Steering Committee for Digital Transformation in Party agencies; Nguyen Duy Ngoc, Politburo Member, Secretary of the Ha Noi Party Committee, and Deputy Head of the Steering Committee; Pham Gia Tuc, Member of the Party Central Committee, Chief of the Party Central Committee’s Office, and Standing Deputy Head of the Steering Committee; and Nguyen Chi Dung, Member of the Party Central Committee, Deputy Prime Minister, and Deputy Head of the Steering Committee.
Also attending the conference were Trinh Van Quyet, Secretary of the Party Central Committee and Head of the Party Central Committee’s Commission for Information, Education and Mass Mobilization; and Tran Sy Thanh, Member of the Party Central Committee and Chairman of the Party Central Committee’s Inspection Commission.

At the online conference site in Dong Nai, participants included comrades: Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee’s Organization Commission; Ha Anh Dung, Member of the Provincial Party Standing Committee, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai Province; and Nguyen Minh Hoi, Member of the Provincial Party Standing Committee, Head of the Dong Nai Provincial Party Committee's Internal Affairs Committee.
According to the report of the Steering Committee for Digital Transformation in Party agencies, as of December 25, 2025, the digital transformation work in Party agencies had achieved many important results. The Steering Committee had assigned 309 tasks, 189 of which have been completed to date, accounting for 61 percent. A key highlight is the completion of digital infrastructure, with the secure dedicated computer network now connected to 100 percent of provincial- and commune-level units, ensuring smooth and secure information flows.
At the same time, central Party agencies have issued 36 documents establishing a unified legal framework and have completed the digitization of 109 out of 156 core operational processes. Many digital platforms such as the Electronic Party Member’s Handbooks, the Operational Management System (with nearly 177,000 user accounts), and the Database of Party Organizations and Party Members, have been put into practical operation, delivering clear effectiveness.
However, the conference also frankly pointed out shortcomings and limitations in leadership, direction, and implementation. These issues were discussed by the chairpersons, representatives of localities, and central Party commissions, who analyzed the causes of existing “bottlenecks” and proposed solutions to address difficulties related to infrastructure and institutional arrangements.

In his concluding remarks, Tran Cam Tu, Member of the Politburo and Standing Member of the Party Central Committee’s Secretariat, affirmed that: 2026 must be a year of breakthrough action with substantive and measurable results. He called on all units to focus on building a digital ecosystem centered on Party organizations and Party members; to prioritize the digitization of records; to ensure absolute cybersecurity; and to optimize operational processes.
The Standing member of the Party Central Committee’s Secretariat further emphasized the need for a fundamental shift from a management-oriented mindset to a facilitative one, and for a strong transition toward a governance model based on objectives and outputs. The responsibility of heads of agencies must be strengthened, administrative discipline tightened, and fragmented and wasteful investment prevented, thereby contributing to the modernization of the Party’s leadership methods in the new era.
