After two working days in an urgent and serious spirit, the 1st Congress of the Dong Nai Provincial Veterans’ Association for the 2025–2030 tenure concluded successfully at noon on December 5.

The congress welcomed Major General Nguyen Minh Hoang, Vice President of the Central Committee of the Vietnam Veterans’ Association; Major General Ho Ba Vinh, Deputy Head of the Affairs Department of the Vietnam Veterans’ Association Central Committee; Colonel Nguyen Hong Canh, Deputy Head of the Political Department of Military Region 7; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai Province; leaders of provincial departments, agencies, and mass organizations, along with 222 official delegates representing more than 58,500 officers and members of the Dong Nai Provincial Veterans’ Association.

During the past tenure, especially in the three years from 2022 to 2025, under the leadership of the Party, officers and members of the provincial Veterans’ Association have effectively implemented the congress’s resolutions. They have remained steadfast and politically resilient, maintained firm trust in the Party’s leadership, and clearly identified their high political responsibility in contributing to building and safeguarding a clean and strong Party and political system, serving as a reliable mainstay for people of all social strata.

For the new tenure, the congress has set forth orientations focusing on thoroughly grasping the Politburo’s Conclusion No. 196/KL-TW dated October 3, 2025, on continuing the implementation of Resolution No. 09/NQ-TW dated November 8, 2022, and Conclusion No. 66/KL-TW dated March 4, 2010, of the Party Secretariat on strengthening the Party’s leadership over veteran affairs in the new context.

Accordingly, the congress emphasized upholding the essence of “Uncle Ho’s Soldiers” and the tradition of “Loyalty, unity, exemplary conduct, and innovation,” building a clean and strong association in line with its mission and political–social role. It is determined to excellently fulfill political tasks and contribute to the successful implementation of the Resolution of the 1st Provincial Party Congress, the 8th National Veterans’ Association Congress, and the 14th National Party Congress.
The congress identified two breakthrough tasks for the new tenure: building an effective and efficient association organization; promoting digital transformation; and enhancing the capacity of association cadres to meet task requirements. It also stressed strengthening the core role of grassroots chapters in building united, civilized, prosperous, and happy residential communities.

Delivering his directive remarks, Major General Nguyen Minh Hoang, Vice President of the Central Committee of the Vietnam Veterans’ Association, praised and acknowledged the achievements of the Dong Nai Provincial Veterans’ Association and requested the association to focus on five key tasks. These include thoroughly disseminating Party resolutions, State policies and laws, and the directives of the Vietnam Fatherland Front and the Vietnam Veterans’ Association Central Committee to all officers and members; mobilizing veterans to effectively participate in the building and protection of the Party, State, the socialist regime, and the people; resolutely combating wrongful viewpoints and manifestations of ideological, political, ethical, and lifestyle degradation, as well as internal “self-evolution” and “self-transformation”; and strengthening inspection, supervision, and social criticism in accordance with the Party’s and the State’s regulations.

The Major General also emphasized the need for innovation to enhance the quality and effectiveness of movements launched by the Vietnam Veterans’ Association Central Committee and Dong Nai Province; promoting the application of information technology, digital technology, and artificial intelligence in the association’s activities; and encouraging veterans to uphold self-reliance and aspiration for progress, support one another in economic development, sustainable poverty reduction, and lawful wealth creation, thereby increasing the number of well-off and prosperous veteran households and striving to eliminate poverty among veterans. He also encouraged the expansion of outstanding veteran business and production clubs at the commune and ward levels, and the promotion of the potential of veteran-owned and ex-servicemen-owned enterprises in contributing to provincial socio-economic development.

In her directive speech, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai Province, Huynh Thi Hang acknowledged the significant results achieved by the provincial Veterans’ Association and expressed gratitude to the Vietnam Veterans’ Association Central Committee for its guidance and support, which enabled Dong Nai’s veterans to attain practical and meaningful results. These include essentially fulfilling the goals and targets of the 2022–2025 term; establishing and effectively operating over 200 exemplary veteran models; building a Veterans’ Solidarity Fund totalling more than 198 billion VND, which has helped many veterans escape poverty and served as a reliable mainstay for local Party committees, authorities, and communities.
She emphasized that after the administrative merger, Dong Nai now has a larger area, a larger population, and numerous national key projects underway, creating favorable conditions for strong development. Therefore, the veterans should continue to uphold unity and the essence of “Uncle Ho’s Soldiers,” the tradition of “Loyalty, unity, exemplary conduct, innovation,” and strive to fulfill the goals and resolutions set by the congress, contributing to socio-economic development and ensuring national defense and security in the province.
The congress heard the Vietnam Veterans’ Association Central Committee announce its decision appointing the 35-member Executive Committee of the Dong Nai Provincial Veterans’ Association, and its 11-member Standing Committee.
Colonel Nguyen Van Phoi has been appointed Chairman of the Dong Nai Provincial Veterans’ Association for the 2025–2030 tenure; the two Vice Chairmen are Colonel Huynh Thanh Liem and Phan Van Thu. The Inspection Committee consists of 9 members, led by Colonel Huynh Thanh Liem, who serves concurrently as Vice Chairman and Head of the Committee.
The congress also heard the announcement appointing a delegation of 10 representatives to attend the National Congress of the Vietnam Veterans’ Association for the 2025–2030 tenure.
Before the official working sessions, delegates paid tribute and offered incense to President Ho Chi Minh and fallen heroes at the Tradition House of the Provincial Military Command.
