Changing action-oriented mindset to create breakthroughs

The resolution of the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term sets out numerous specific goals for the province's breakthrough development in the coming years. To put these goals into action, the Provincial Party Committee is determined to lead and direct their implementation from the outset, following the principle that speaking must be accompanied by action, and action must produce tangible results.

Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, stated: “Developing transportation infrastructure is one of the key breakthrough tasks. Beyond transportation projects linking areas within the province, inter-regional connectivity transportation infrastructure, especially linkage between Dong Nai and Ho Chi Minh City, receives significant attention from the Provincial Party Committee. Therefore, the Provincial People’s Committee has urgently launched initiatives with the spirit of moving as quickly and efficiently as possible.”

CONCRETIZING THE RESOLUTION

During the 2025–2030 term, residents and businesses are very optimistic as many new transportation projects are not only listed for investment but have already seen rapid initial implementation. Notable examples include the Cat Bridge, Phu My 2 Bridge, Dong Nai 2 Bridge, and Long Hung Bridge. The project connecting Dong Nai to Ho Chi Minh City’s Metro Line 1, the Ben Thanh – Suoi Tien line, is also witnessing coordinated efforts for implementation, becoming one of the passenger transportation routes from Long Thanh International Airport to Ho Chi Minh City. In addition, Dong Nai and Ho Chi Minh City, together with the Ministry of Construction, are implemeting plans to build a railway line connecting Thu Thiem to Long Thanh Airport.

If in the previous term, the construction of Ma Da Bridge, connecting Dong Nai and former Binh Phuoc provinces, faced many difficulties, the commitment was concretely realized before the merger of the two provinces. After carrying out the groundbreaking ceremony, the province is in the process of approving the compensation plan and support for the Ma Da Bridge Construction Project, aiming to finish it within December 2025. Residents are highly hopeful that, with the province’s determination, the permanent concrete bridge over the Ma Da River will become a reality during this term.

Le Trong Hoang, a resident of Phu Ly commune, said: “The province has started building the Ma Da Bridge, and people are very pleased. Without this bridge, Phu Ly commune would face great difficulty in its development efforts as it is located deep within the Dong Nai Culture and Nature Reserve. With this bridge, we can more easily connect to many new communes and wards of Dong Nai province, which previously belonged to Binh Phuoc. We hope the province will expedite the direction and implementation of the Ma Da Bridge Construction Project even further.”

LOCALITIES ACT TOGETHER

To successfully implement the resolution of the 1st Congress of the Provincial Party Committee, responsibility does not rest solely with provincial agencies and units; communes also play a very important role. Tu Nam Thanh, Secretary of the Party Committee and Chairman of the People’s Council of Nhon Trach commune, happily stated: Nhon Trach commune is facing new opportunities at the very beginning of this term. The Nhon Trach Bridge Project has been completed, and the Ring Road 3 – Ho Chi Minh City Project is scheduled for technical opening on December 19. In addition, Road 25B, connecting the commune center to National Highway 51, is also preparing for opening.

Regarding the relatively rapid progress of these projects, comrade Tu Nam Thanh said: Nhon Trach district in the past, and Nhon Trach commune today, have shown great determination in site clearance, creating favorable conditions for the projects to be implemented quickly. Once these projects are put into operation, Nhon Trach and neighboring communes will certainly experience strong development during this term. Therefore, the commune is urgently continuing to support and facilitate the construction units to complete the projects according to plan, with the technical opening scheduled before December 19.

Meanwhile, Nguyen Van Vien, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Phu Hoa commune, stated: The 2025–2030 term is also the first term for the Party Committee of Phu Hoa commune operating under the two-tier local government model. The commune has been granted more decentralization and authority compared to the previous commune-level model. Therefore, the Party Committee and local government are making great efforts to overcome difficulties and seize opportunities to creatively apply and effectively implement the resolution of the 1st Congress of the Party Committee of Phu Hoa commune, contributing to the successful implementation of the resolution of the 1st Congress of the Provincial Party Committee for the 2025–2030 term.

On November 13, Party General Secretary To Lam inspected the Long Thanh Airport Project. At the working session, comrade Vu Hong Van, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai Province, proposed to the Central Government a number of mechanisms and policies to enable breakthrough development for the province. These proposals were approved by General Secretary To Lam and provide an important basis for the province to achieve double-digit economic growth, accelerate progress, and efficiently operate the Long Thanh Airport Project, positioning Dong Nai as one of the economic hubs of the Southeast region, the Southern key economic region of Vietnam, and the broader Southeast Asia region.

In Loc Tan Commune, one of the eight border communes of Dong Nai Province, to concretize the resolutions of the Commune and Provincial Party Congresses, the commune is quickly concretizing their contents. One of the most important content that Loc Tan commune is focusing on during this term is achieving a breakthrough in education and training infrastructure. According to Nguyen Manh Dung, Chairman of the Loc Tan People’s Committee, Dong Nai has identified that border communes must focus on developing modern school systems. In addition, the Politburo issued Conclusion Notice No. 81-TB/TW on July 30, 2025, regarding the policy of investing in school construction for border communes. Therefore, the commune will determine to complete this important task as soon as possible.

With Tran Bien ward serving as the province’s economic, political, and cultural center, Nguyen Duy Tan, Deputy Secretary of the Party Committee and Chairman of the Tran Bien ward People’s Committee, said that: the ward is striving to ensure that within the first year of implementing the resolutions of both the Ward and Provincial Party Congresses, two key projects – the Dong Nai Riverside Road and Thong Nhat Bridge, along with part of the ward’s central axis road, will be put into operation. In addition, the ward will urgently oversee site clearance to continue implementing the central axis road project from the Vuon Mit area to Vo Thi Sau Road and Thong Nhat Bridge.
