On the morning of November 30, the Vietnam Women's Union (VWU) organized a Conference to review the Project on Supporting women’s start-ups in the 2017-2025 period (Project 939); implement the Project on Supporting women’s start-ups in the 2026-2035 period (Project 2415); and commend exemplary cooperatives managed by women in 2025, both in-person and online.

Achieving and exceeding the goals of Project 939
Delivering her opening remarks at the conference, comrade Nguyen Thi Tuyen, Member of the Party Central Committee, Vice Chairwoman of the VFF Committee, Chairwoman of the Vietnam Women's Union, said: Over the past 8 years, with the determination of the Party and State, the direction of the Prime Minister, the responsible coordination of ministries, departments, and localities; the bravery, intelligence, and aspiration to rise of women from all walks of life, Project 939 has achieved many practical results. All targets of Project 939 have been met and exceeded, including targets that exceeded the set plan, such as: Supporting 118,000 women to start businesses; supporting the establishment of over 1,600 cooperatives and over 6,000 cooperative groups managed and operated by women; and providing consultancy and support to 130,000 newly established women-owned businesses...

The tasks of the project were implemented synchronously, and effectively, ensuring sustainability and yielding some major results. The project has raised awareness, ignited aspirations, inspired, and created a widespread entrepreneurial movement among Vietnamese women, attracting a large number of women from all walks of life in different localities to participate, creating a diverse picture of the entrepreneurial spirit of Vietnamese women.
The project has actively supported capital, knowledge, and skills, helping thousands of women confidently participate in entrepreneurship and business startups. The Creative Women's Entrepreneurship Competition organized annually by the Vietnam Women's Union has become an important milestone, helping to develop, nurture, and promote women's entrepreneurial models. Through leading the implementation of Project 939, the capacity, responsibility, and innovation of cadres and members have been enhanced; and the relationship between the union organization and the government, agencies, and units has been strengthened.
According to Nguyen Thi Tuyen, Chairwoman of the Vietnam Women's Union, to acknowledge the efforts and effectiveness of Project 939, on October 31, 2025, in Decision 2415, Prime Minister Pham Minh Chinh approved the Project on Supporting women’s start-ups in the 2026-2035 period (Project 2415). This is an important legal basis for women from all walks of life to participate in successfully achieving socio-economic development goals, especially the 7 strategic resolutions of the Politburo and achieving economic growth targets.
Project 2415 clearly states 5 perspectives, 9 goals by 2030, and 10 goals by 2035 with specific target groups of women, a nationwide scope of implementation, clear solutions, and specific assignments for ministries, sectors, provinces, cities, and the Vietnam Women's Union.

Cadres and members of the Vietnam Women's Union are committed to continuing to be creative, persistent, and determined to actively and effectively achieve the goals of Project 2415, especially supporting women in green startups, digital startups, inclusive startups, aiming for a humane, creative, sustainable economy, expanding opportunities for all Vietnamese women so that every Vietnamese woman, regardless of her whereabouts, has the opportunity to develop economically, legitimately enrich herself, and contribute to the nation's development.
Prioritizing investment in resources to support women's innovative startups
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized the traditions and contributions of Vietnamese women from all walks of life during the period of national construction and development. The Party and State have always paid attention, promulgated, and focused on implementing many mechanisms and policies to create all favorable conditions for women to promote their intellect and creativity, contribute to national development, and help promote gender equality.
In addition, the Prime Minister acknowledged, highly appreciated, and commended the important results achieved by the Vietnam Women's Union, all levels, sectors, localities, and especially women from all walks of life in resolutely and effectively implementing Project 939, achieving gender equality goals, and ensuring comprehensive and sustainable national development.
On behalf of the Presidium of the Central Committee of the Vietnam Women's Union, Chairwoman of the Central Committee of the Vietnam Women's Union Nguyen Thi Tuyen pledged to seriously and effectively implement the contents and tasks assigned by the Prime Minister in the Project on Supporting women’s start-ups in the 2026-2035 period.
Prime Minister Pham Minh Chinh stated: In today's context, science and technology are objective requirements, innovation is a strategic choice, digital transformation is a prerequisite, and international integration is an inevitable path. This will open up new, limitless development spaces for all subjects, especially women in innovative startups, mastering science and technology, promoting digital transformation, and deep, substantive, and effective international integration.
Therefore, the Prime Minister proposed that, based on the movements of Vietnamese women throughout historical periods, Vietnamese women today promote the spirit of promote the spirit of "Three Pioneers" and "Five Masters" in innovative entrepreneurship.
Regarding Project 2415, the Prime Minister requested the heads of central agencies, ministries, and sectors to coordinate closely with the Vietnam Women's Union to implement mechanisms and policies into concrete actions, prioritizing investment and mobilizing practical support resources for women's innovative entrepreneurship; proactively advise and propose solutions to remove institutional and policy barriers to help women access green credit sources and other resources. He also asked the heads of central agencies, ministries, and sectors to promote trade, expand markets, support women in transforming production and business models towards green, digital, efficient, and sustainable approaches; strengthen international cooperation, ensuring that more and more products from women-owned businesses participate in global supply chains and value chains.

Provinces and cities clearly define supporting women's innovative startups as a key task in local socio-economic development, proactively issuing appropriate implementation plans, and creating favorable conditions for women's innovative entrepreneurship... The VFF and political-social organizations and media agencies continue to promote their roles of supervision, criticism, and mobilizing the entire society to support the women's entrepreneurship movement... The Government and the Prime Minister, all levels, sectors, and localities will always accompany and create the most favorable conditions for women to engage in innovative entrepreneurship, further promoting the especially important role and position of women in the new era.
