The 10th Dong Nai Provincial People’s Council convened its 8th year-end session on the morning of December 9 at the Hall of the Provincial Military Command. The session takes place over two days, December 9 and 10. All meetings are broadcast live on DN1 and DN3 channels and livestreamed on the digital platforms of Dong Nai Newspaper and Radio, Television, for voters and residents to follow the event.

Attending the session were: Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council; Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of the province; and Thai Bao, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee’s Organization Commission. Also present was Nguyen Tien Phuoc, Deputy Chief Auditor of the State Audit Office Region 12.
According to the planned agenda, on the morning of the first working day (December 9), the Provincial People’s Council heard the opening remarks by the Chairwoman of the Provincial People's Council and a report from the Standing Committee of the Vietnam Fatherland Front Committee of the province on its participation in building local government in 2025.

Next, the Provincial People’s Council reviewed reports and submissions from its Standing Committee and from the Provincial People’s Committee, including: a summary report on the province’s socioeconomic development and national defense–security in 2025, along with key targets, tasks, and solutions for 2026; a summary report on the implementation of the 2021–2025 five-year socioeconomic development plan and the proposed 2026–2030 plan for Dong Nai province; a summary report on the estimated 2025 budget performance and the 2026 budget revenue and expenditure estimates; and a summary report from the thematic supervisory team on the results of resolving citizens’ complaints and denunciations in the province during the 2021–2024 period.

Also during the morning session, the Provincial People’s Council reviewed submissions and draft resolutions across various sectors presented by the Provincial People’s Committee, including: the 2026 public investment plan; feedback on the 2026–2030 medium-term public investment plan; adjustments and supplements to the 2025 local budget revenue and expenditure estimates for Dong Nai province (phase 2); the investment policy for the Cat Lai Bridge construction project under the public–private partnership (PPP) model; the list of land plots to be tendered for land-use investment projects in 2025 in Dong Nai Province (phase 3); and the list of works and projects requiring land acquisition in the province.
In addition, the session considered submissions and draft resolutions concerning: the level of health insurance support for disadvantaged groups in Dong Nai province for the 2026–2030 period; support policies for cadres, civil servants, and public employees who are reassigned, rotated, or seconded within the province; and policies for part-time workers and other positions operating at the commune, ward, hamlet, village, and neighborhood levels across Dong Nai province.
Additionally, the Provincial People’s Council provided its deputies with various notices, reports, and other submissions for independent review and discussion (all carrying the same legal validity as documents presented directly at the session). These include: a notice from the province’s National Assembly Delegation on the outcomes of the 10th Session of the 15th National Assembly; a detailed report from the Provincial People’s Council’s thematic supervisory team on the resolution of citizens’ complaints and denunciations in the province during the 2021-2024 period; and a report from the Standing Committee of the Provincial People’s Council on its 2025 performance and its 2026 work program, among others.
In the afternoon session on December 9, the Provincial People’s Council reviewed appraisal reports from its specialized committees, including: a consolidated appraisal report on the province’s socioeconomic development and national defense–security in 2025; key targets, tasks, and solutions for 2026; and the 2021–2025 five-year socioeconomic development plan along with the proposed 2026–2030 plan. In addition, the session considered reports from the Council’s Economic–Budget Committee, the Culture–Society Committee, the Ethnic Affairs Committee, and the Legal Committee on the appraisal of draft resolutions submitted by the Provincial People’s Committee to the 8th session of the Provincial People’s Council.
