Strengthening state management in land, minerals, agriculture and environment fields

On the afternoon of November 26, Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the People’s Council of the Dong Nai province; and Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai provincial People's Committee, co-chaired a working session with the Department of Agriculture and Environment to review its performance five months after consolidation.

Attending the session were Nguyen Thi Hoang, member of the Provincial Party Committee and Vice Chairwoman of the Dong Nai provincial People's Committee, along with leaders of provincial departments and agencies.

Reporting at the meeting, Nguyen Tuan Anh, member of the Standing Board of the Provincial Party Committee and Director of the Department of Agriculture and Environment, said that after the consolidation, the department reorganized its structure, arranged personnel, and focused on implementing the resolutions and directives of the Provincial Party Committee and the Provincial People's Committee. Management and administration remained consistent, with the department completing 13 out of 15 key tasks.

To date, all socio-economic development targets for 2025 in agriculture, natural resources and environment are on schedule. Agricultural restructuring continues on the right track; forest management and protection have been strengthened, with the forest coverage rate reaching 25%, the highest in the Southeastern region. The new-style rural development program and poverty reduction efforts have seen significant outcomes, with the province completing its target of eliminating temporary and dilapidated housing six months ahead of the Government’s schedule.

Environmental management, land administration, and data digitization continue to be tightened. The department also advised on timely allocation of construction materials for key projects. Administrative reform has achieved strong results, with over 99% of applications processed on time. In the Q4-2025 evaluation, the department ranked 2nd among 13 departments in the satisfaction index for citizens and enterprises, scoring 94.67 points.

Speaking at the session, Nguyen Thi Hoang, Vice Chairwoman of the Provincial People's Committee, noted that immediately after the consolidation, the department proactively assigned officials to support grassroots areas in implementing newly delegated tasks. She requested that the department continue supporting wards and communes, especially in land-related administrative procedures; complete outstanding technical and economic standards; and review mineral planning for adjustment.

Addressing the meeting, Nguyen Van Ut, Chairman of the Provincial People's Committee, said the province is striving to complete several major tasks in the final months of the year: achieving VND 100 trillion in budget revenue, disbursing 100% of public investment capital, and maintaining economic growth above 10%. All these tasks are closely related to the agriculture and environment sectors.

The Chairman instructed the department to coordinate efforts to reach budget revenue targets through land auctions and to resolve obstacles in key projects so investors can fulfill financial obligations. For public investment disbursement, the department must support localities in accelerating site clearance and developing resettlement areas to ensure project progress. In the coming period, the department must develop specific plans to implement indicators related to agriculture, natural resources, and environment outlined in the Resolution of the 1st Party Congress of the Provincial Party Committee, 2025–2030 tenure.

Standing Deputy Secretary Ton Ngoc Hanh acknowledged the department’s efforts in handling a heavy workload while still achieving positive results. In the context of rising expectations and requirements from the central government and the province, the department must continue promoting solidarity, building a strong administrative apparatus, and effectively implementing resolutions and directives of the Provincial Party Committee and the Provincial People's Committee.

Key priorities include strengthening state management in land, minerals, environment, and agriculture; proactively identifying and resolving issues arising in localities and projects; urging local authorities to review public land resources for reporting and proposing effective use plans; and reviewing mineral planning to ensure timely adjustments.

For social welfare sectors such as waste treatment, urban and industrial wastewater management, and ensuring clean water supply, the department must closely follow the resolutions and action programs of the Provincial Party Committee and advise on implementation plans to meet assigned targets.
