On the afternoon of November 3, the Culture and Social Affairs Committee of the Dong Nai Provincial People’s Council held a meeting to examine a draft resolution outlining certain regimes and expenditure levels for the operation of People’s Councils at all levels across the province.

According to the draft, the categories and levels of expenditures for the operation of the People’s Councils include activity allowances for People’s Councils members, support for those holding multiple roles, spending on the People’s Councils’ sessions, oversight activities and surveys, as well as expenses for conferences, workshops, meetings with constituents, citizen reception, social work, and some other types of spendings.
Following its review, the Culture and Social Affairs Committee of the Dong Nai Provincial People’s Council largely endorsed the draft’s proposed expenditures and their levels. These expenditures were built upon Resolution No. 203/2010, as amended and supplemented by Resolution No. 103/2023 and Resolution No. 17/2022 of the Dong Nai Provincial People’s Council, while being adjusted to align with the current two-tier local government model and with reference to the spending levels of some neighboring provinces and cities.

At the meeting, the delegates called for a review of current regulations to ensure the rights of People’s Council deputies holding concurrent positions, avoid overlapping titles, and consider adding related social welfare policies.
Concluding the meeting, the Culture and Social Affairs Committee of the Dong Nai Provincial People’s Council said it would work with the Council’s Legal Committee and relevant units to review and revise the wording, refine the draft, incorporate all feedback to ensure that the resolution is issued in compliance with regulations.
