Promoting wisdom, contributing opinions to draft documents for the 14th National Party Congress

Over the past time, subordinate Party Committees under Dong Nai provincial Party Committee have adopted a wide range of flexible and practical methods to ensure that all social groups have opportunities to access and contribute opinions to the draft documents to be submitted to the 14th National Party Congress.

Focusing on agriculture, rural development, and socio- cultural issues

Contributing opinions to the Draft Political Report of the 13th Party Central Committee at the 14th National Party Congress, Secretary of Xuan Bac commune Party Committee Tran Lam Sinh proposed that in order to achieve socio-economic development goals for the 2026–2030 period, several solutions should be reviewed and supplemented. These include improving the legal framework and enhancing the autonomy of grassroots authorities in management and administration. At the same time, the agricultural sector must be further restructured to develop a high-tech agriculture system with regionally balanced production and competitive products for both domestic and export markets, while also establishing mechanisms to align supply and demand to prevent unplanned and scattered development.

He also emphasized the need to effectively implement social welfare policies, develop a comprehensive strategy on hunger eradication and poverty reduction; pay greater attention to rural environmental quality, and promote labor export, particularly for rural workers.

Regarding the Draft Action Program of the Party Central Committee, which states on page 5: “Establish a new economic growth model, restructure the economy, and accelerate industrialization and modernization,” Tran Lam Sinh noted that the agricultural production is undergoing a strong shift from a agricultural production-oriented mindset to an agricultural economy approach. This shift promotes regional advantages and organizes agricultural production and business based on value chains, with science, technology, and innovation as the driving forces. Agriculture is not only production and economy, it is also a pillar of food security, ecological security, and social security.

Therefore, Tran Lam Sinh proposed adding the content: “Develop and implement a national strategy for green agriculture,” considering it one of the pillars of Vietnam’s green economic development. He also suggested expanding investment and replicating ecological, green, circular, organic, and high-tech agriculture models, with stronger support for the “agricultural enterprise sector.”

As the owner of a private enterprise specializing in mechanical and medical equipment, Dao Van Viet, Secretary of the Party cell and General Director of VIPIC Viet Phat Mechanical and Medical Equipment Co., Ltd. in Ho Nai ward, has closely followed national and local development issues.

Viet said: “Recently, I came across a news article about more than 1.6 million Vietnamese young people falling into the ‘three-no’ group: no job, no schooling, no training. In my view, we need a comprehensive social study to understand the root causes before proposing solutions. From my perspective, several major causes include: earning enough to cover day-to-day living expense has become too easy; the lack of career orientation; lack of ambition; financial difficulties preventing schooling; weak academic foundation leading to discouragement and dropout; lack of parental guidance; distorted thinking due to excessive internet exposure; and poor adult role models.”

He proposed that at the 14th National Party Congress, in the section on national development orientations, it’s necessary to focus on nurturing personal character and self-respect so that every individual strives to do good deeds that create visible value for society. He emphasized the need to prioritize cultural building and development, since culture is the spiritual foundation of society, both a goal and a source of intrinsic strength for national development. He also highlighted the importance of building a learning society, as President Ho Chi Minh taught: “Study to work and to become a better person” and “Study to serve mass organizations, classes, people, the Fatherland, and humanity.”

Paying attention to building Party and political system

With strong application of information technology and digital transformation in collecting opinions on the Draft Documents of the 14th National Party Congress, Xuan Hoa commune recorded 685 contributions submitted through the VNeID application as of November 5, 2025.

According to Tran Van Ha, Standing Deputy Secretary of the Xuan Hoa commune Party Committee, regarding the assessment of the implementation of the 13th Party Congress Resolution and the country’s achievements, potential, position, and prestige over 40 years of renewal, two comments on page 13 under the section on building a socialist rule-of-law state, suggested evaluating the results of implementing the two-tier local government model to highlight the Party and State’s correct viewpoints and the outcomes of the model since its implementation on July 1, 2025.

On page 16, under limitations and shortcomings, contributors proposed adding that after five years, salary reform has been slow, frequently discussed yet not thoroughly resolved.

Regarding viewpoints and the goals of national building and development in the new period, some opinions recommended giving more attention to the health sector. The draft documents have not sufficiently emphasized health development tasks; the ratio of doctors to hospital beds remains inadequate. They suggested setting clearer targets on doctor-to-population ratios based on actual needs.

For the Party Committee of the Provincial People’s Committee, following the direction of the Standing Board, all members of the Party Executive Committee and subordinate Party Committees and Party organizations organized meetings for officials and civil servants to contribute opinions to the Draft Documents of the 14th National Party Congress.

According to Nguyen Van Dung, Deputy Secretary of the Party Committee of the Provincial People’s Committee, most opinions considered the Draft Documents to be scientifically prepared, carefully researched, and reflective of the collective wisdom of the Party Central Committee. The documents provide strategic direction for the nation as it enters a new era of development and aspiration.

Contributors also pointed out that the Draft Political Report mentions the severe impacts of the Covid-19 pandemic twice in the same paragraph, and suggested merging the overlapping content to improve conciseness.

The thoughtful contributions of officials, Party members, and citizens of Dong Nai not only reflect democratic spirit, responsibility, and trust in the Party but also demonstrate the close-knit relationship between the Party and the People. These contributions serve as valuable input for improving the documents of the 14th National Party Congress.

In Section XIV, titled “Continue strengthening Party building and rectification; enhance the effectiveness of the Party’s leadership and governance,” some contributors proposed merging items 1, 2, and 3 into a single heading: “Strengthening the Party building in terms of politics, ideology, and ethics.” This consolidation, they argued, would streamline the text by reducing repetitive headings.

In addition, they proposed merging items 4 and 5 into: “Consolidate and build grassroots Party organizations; improve the effectiveness and efficiency of the political system; enhance the quality of Party members.” They reasoned that reforming and improving the political system must begin with strengthening grassroots Party organizations and enhancing the quality of Party members, and vice versa.

In Section I, under key tasks in Section XV titled “Priority tasks and strategic breakthroughs,” contributors suggested adding the content: “Firmly prevent and combat parochial thinking, and the exploitation of cadre rotation policies in pursuit of personal positions and power.

Other opinions recommended developing concrete programs and solutions to identify, train, and utilize talents. Nationwide implementation of the national value system, family values, and the standards of Vietnamese people was also recommended.
