The Dong Nai Provincial Party Committee devoted its weekend (Saturday afternoon, November 8) to holding a special conference on key tasks and solutions for the remaining months of the year to achieve the province’s 2025 economic growth target. The event, held immediately after another conference between the Standing Board of the Provincial Party Committee and the Standing Boards of Party Committees from 95 communes and wards, reflected the urgency of the current situation. It called for the entire province to take united and decisive action, strengthening administrative discipline and coordination at all levels to implement breakthrough and practical measures. The Standing Board of the Provincial Party Committee emphasized that the countdown has begun for Dong Nai to realize its double-digit growth goal, with just over 50 days left. The challenge and pressure are intensified as the final quarter requires a growth rate of at least 12.8% to ensure an overall annual increase of 10% in line with the resolution.
Emphasizing that progress over the final two months of the year will be decisive for annual outcomes, the Secretary of the Dong Nai Party Committee stressed that double-digit growth must be driven by concrete action, not merely declarations of determination. He called for no backtracking, no complaints, and no pursuit of personal interest at the expense of collective development. The direction must remain firmly aligned with Party General Secretary To Lam’s core guiding principle of “three priorities, four transparencies, and one measurement standard”, in conjunction with the implementation of the “six clarities” principle.
This directive comes amid several “bottlenecks” that directly threaten the feasibility of achieving the double-digit growth target, most notably the slow pace of public investment disbursement, land auctions, land allocation, and leasing in new industrial zones, as well as site clearance problems affecting 150 projects. The province is now focused on solving two critical tasks: disbursing 8.321 billion VND over the next two months to meet 100% of the capital plan assigned by the Prime Minister, and collecting 18.704 billion VND in budget revenue to strive toward the 100 trillion VND target set by the Provincial Party Executive Committee.
Provincial leaders outlined five key task groups in leadership and governance to be prioritized from now until the end of 2025, emphasizing the need for vigorous implementation, accompanied by weekly progress updates and regular inspections and supervision to resolve emerging obstacles promptly. Departments and sectors, particularly those operating at the frontline in communes and wards, are being granted greater autonomy and are urged to convert their existing potential into growth drivers, while seriously completing the remaining 63 specific tasks outlined in the provincial plan.
Dozens of key communes and wards have officially signed commitments with the province to take the lead in achieving the 10% economic growth target. Confidence is being reinforced by clear improvements in several critical sectors, including budget revenue, disbursement of foreign direct investment, and industrial production, with the Index of Industrial Production (IIP) recording a substantial increase of 14.38%. Year-end orders are also expected to rise sharply. Meanwhile, the value of agriculture, forestry, and fishery output has already surpassed initial projections. These developments are collectively laying a solid foundation for sustained growth.
Dong Nai recently ranked first nationwide in the index of serving people and businesses in performing administrative procedures and providing public services in September 2025, recognizing its exceptional performance in delivering administrative procedures and public services to citizens and businesses. This result further enhances the province’s appeal as an investment destination and adds momentum to its economic growth.
The strong resolutions adopted at this conference introduced comprehensive and practical measures under the principle of “six clarities” (clarity of person, task, responsibility, authority, timeline, and outcome), along with the “three transparencies” (transparent progress, transparent responsibility, transparent outcomes). These are expected to serve as a powerful “catalyst” driving Dong Nai to sprint through the final 50 days of the year with the sense of urgency and determination of a year-end “rapid campaign,” the province aims to conquer the goal of double-digit growth.
