Implementing the conclusion of the Standing Committee of the Provincial Party Committee at the third-quarter 2025 briefing conference of the Provincial Mass Mobilization Bloc, the Propaganda and Mass Mobilization Commission of the Dong Nai Provincial Party Committee issued Official Letter No. 127-CV/BTGDVTU dated October 30, 2025, requiring the Party Committee of the Provincial People’s Committee, the Standing Board of the Vietnam Fatherland Front Committee of Dong Nai Province, and Party Committees of communes and wards to continue implementing the “Morning with the People” model across the province.
In recent years, in response to the emulation movement for “Skillful Mass Mobilization,” Dong Nai Province has seen the emergence of many good models and effective approaches that have received strong recognition from the public and have created a widespread ripple effect across society. Among them, the “Morning with the People” model has been approved by the Standing Committee of the Provincial Party Committee as the flagship “Skillful Mass Mobilization” initiative for local authorities at all levels in Dong Nai.
The implementation of this model aims to enhance the sense of responsibility among heads of agencies, units, and all-level authorities, as well as among officials, civil servants and public employees in meeting and engaging in dialogue with citizens, handling complaints, petitions, and denunciations. It also helps Party committees and local governments renew their working styles toward being closer to the people, showing respect for, listening to, taking into account people’s legitimate opinions and aspirations, and timely addressing their legitimate concerns right from the grassroots.

To continue implementing and expanding the “Morning with the People” model across the province, the Propaganda and Mass Mobilization Commission of the Dong Nai Provincial Party Committee has requested that the Party Committee of the Provincial People’s Committee direct state agencies and local authorities at all levels in the province to organize the model based on existing regulations on citizen reception, and handling of complaints and denunciations. Accordingly, leaders of agencies and local authorities are to personally meet with citizens daily from 7:00 to 8:00 a.m., or within a time frame suitable to their operational conditions. The implementation of the “Morning with the People” model will also serve as a criterion in the annual assessment of mass mobilization performance across all state agencies and local governments in Dong Nai Province.
The citizen reception must ensure transparency, democracy, timeliness, and simplified and convenient procedures, while maintaining confidentiality and safety for citizens in accordance with the law. It must also ensure objectivity, fairness, and non-discrimination, showing respect and creating favorable conditions for citizens to exercise their legitimate rights to file complaints, denunciations, petitions, and feedback.
The process of citizen reception is carried out in accordance with current regulations on public reception and the settlement of complaints and denunciations. Attention should be paid to developing specific plans and programs, assigning responsibilities to leaders and relevant departments to directly meet with citizens at their agencies and units. Reception venues must be arranged in a formal and courteous manner, while the plans, schedules, and contact numbers of the Citizen Reception Board must be publicly announced through mass media channels to ensure that people are well informed and can conveniently contact the relevant authorities.
The Party committees under the provincial Party Committee are requested to pay close attention to leading and directing the effective implementation of the model “Morning with the People,” in connection with building a friendly administration under Plan No. 63/KH-UBND dated August 21, 2025 of the provincial People’s Committee. They are also urged to instruct officials, Party members, civil servants, and public employees to maintain regular contact and direct dialogue with citizens, embodying a working style that shows respect for the people, stays close to the people, understands the people, learns from the people, and takes responsibility for the people, listening to the people’s voices, explaining so that they understand, and acting in ways that earn their trust.
Authorities should provide guidance to improve the quality and effectiveness of citizen reception and ensure that the handling of complaints and denunciations is conducted rigorously, in full compliance with regulations, while safeguarding the legitimate rights and interests of the people.
The Vietnam Fatherland Front Committee and provincial political and social organizations are tasked with promoting and disseminating information about the implementation of the “Morning with the People” model by all-level authorities to officials, union members, and the general public. They are also expected to highlight and share good practices and effective models from collectives and individuals regarding the model implementation, helping to spread the spirit of public service and strengthen citizens’ trust in all-level authorities. These organizations should coordinate with authorities at respective levels in implementing the model, monitor and supervise the application, and actively provide feedback to local governments during the implementation process.
