Attending the session on behalf of central-level leadership were comrade Nguyen Thanh Tam, Member of the Party Central Committee, Deputy Head of the Party Central Committee’s Organisation Commission, and representatives of central-level Party bodies.
Representing the leadership of Tay Ninh province was comrade Nguyen Van Quyet, Secretary of the Provincial Party Committee.
Representing Dong Nai province were comrade Vu Hong Van, Secretary of the Provincial Party Committee and Head of the provincial delegation of National Assembly deputies; comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee; comrade Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of the province; comrade Thai Bao, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee’s Organisation Commission; and comrade Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee.

At the session, comrade Ton Ngoc Hanh presented the proposal on relieving comrade Vo Tan Duc of the post of Chairman of the Provincial People’s Committee, 2021–2026 tenure, to take on a new assignment under the Decision of the Party Central Committee’s Secretariat. At the same time, the proposal introducing comrade Nguyen Van Ut, Deputy Secretary of the Dong Nai Provincial Party Committee for the 2025–2030 tenure, to hold the position of Chairman of the Provincial People’s Committee for the 2021–2026 tenure, was also approved.
As a result, 100% of attending delegates voted in favour of comrade Nguyen Van Ut as Chairman of the Dong Nai Provincial People’s Committee for the 2021–2026 tenure.

Delivering his directive remarks, comrade Vu Hong Van, Secretary of the Provincial Party Committee, stated: Pursuant to Conclusion No. 201 dated October 31, 2025 of the Politburo on the policy of appointing provincial-level People’s Committee chairpersons who are not native to the locality, on November 14, 2025, the Party Central Committee’s Secretariat issued Decision No. 2530, under which comrade Nguyen Van Ut, Deputy Secretary of the Tay Ninh Provincial Party Committee and Chairman of the Tay Ninh Provincial People’s Committee, was relieved of his positions from membership of the Provincial Party Executive Committee and the Provincial Party Standing Committee, and from his position as Deputy Secretary of the Tay Ninh Provincial Party Committee for the 2025–2030 term. He was transferred and appointed to the Dong Nai Provincial Party Executive Committee and the Provincial Party Standing Committee and serves as Deputy Secretary of the Dong Nai Provincial Party Committee for the 2025–2030 tenure, with nomination for election as Chairman of the Dong Nai Provincial People’s Committee, 2021–2026 tenure.

Based on personnel evaluation and the actual situation of the locality, the Provincial Party Standing Committee conducted the reporting procedure and got the approval of the Secretariat for comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, to continue working in Dong Nai as Deputy Secretary of the Provincial Party Committee for the 2025–2030 tenure, while being relieved of the post of Chairman of the Provincial People’s Committee, for the 2021–2026 tenure.
These decisions of the Politburo and Secretariat regarding personnel work for the Dong Nai Provincial Party Committee bear significant importance in the context of the province’s political system’s resolute implementation of solutions to complete 2025 targets and lay a solid foundation for fulfilling the objectives of the 2025–2030 tenure.
Following the merger, Dong Nai province has a large natural area of nearly 13,000 square kilometres, a population approaching 5 million with diverse ethnicities and religions, and a rich cultural identity. The province’s economic scale ranks fourth nationwide. Despite numerous difficulties and challenges affecting its socio-economic development goals, Dong Nai has maintained robust economic growth thanks to solidarity, unity of purpose, and determination across the political system, along with the consensus of local residents and the business community.

In the third quarter of 2025, the province’s economy grew by 10.18%, and its nine-month growth reached 8.86% (exceeding the Government’s target of 8.5%). Several key areas achieved positive results: budget revenue reached nearly VND 78 trillion (111% of the Government-assigned target); domestic investment exceeded VND 145 trillion; foreign direct investment (FDI) attraction surpassed USD 2.9 billion, with FDI disbursement exceeding USD 2 billion. Industry, trade, and services continued to expand. Many major infrastructure projects were initiated or inaugurated.
Particularly, during the working visit of the Party General Secretary To Lam to the Long Thanh International Airport construction site on November 13, 2025, the Party chief made several historic and strategic decisions enabling Dong Nai to accelerate breakthroughs in services, trade, logistics, real estate, finance, and tourism in the coming period.
Planning work, urban development, social housing, social welfare, and public wellbeing received close attention; national defence, security, and social order were maintained. The province saw significant improvement in public administrative services for citizens and businesses (ranking 3rd among 34 provinces and cities) and placed 8th in administrative reform. Digital transformation and e-government building recorded substantive progress.
These outstanding achievements reflect the unity of the political system from provincial to grassroots levels, including the imprint and significant contributions of comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and former Chairman of the Provincial People’s Committee in his leadership role.

Secretary Vu Hong Van emphasised that comrade Vo Tan Duc, having risen from the grassroots, has held multiple positions and gained extensive experience, particularly in socio-economic affairs. Throughout his career, he has demonstrated firm political resolve, exemplary ethics, dedication, responsibility, and an effective and decisive working style.
With his new position as Deputy Secretary of the Provincial Party Committee, the Provincial Party Committee expects that comrade Vo Tan Duc, with his capability, understanding of local conditions, and wealth of practical experience, will continue to work with standing members of the Provincial Party Committee, the Provincial Party Standing Committee, and the Provincial Party Organization’s Executive Board to lead and direct the whole Party Organization to fulfil the objectives set out in the Resolution of the 1st Provincial Party Congress for the 2025–2030 tenure.
Regarding comrade Nguyen Van Ut, the Executive Board of the Provincial Party Committee requests that, alongside implementing the Central Government guidance, he should continue to apply his knowledge and experience, and uphold the Party General Secretary To Lam’s reminder: “Solidarity – the truth of all eras.” He is expected to promote a sense of shared responsibility and strengthen cohesion and unanimity throughout the political system, from top to bottom, smooth coordination across the board,.
He is tasked with leading and directing the Provincial People’s Committee in socio-economic development, ensuring continuity in governance, and accelerating the fulfilment of targets across all sectors. Priority areas include effective FDI attraction and private-sector development, contributing significantly to national progress.

In his acceptance speech, comrade Nguyen Van Ut expressed his gratitude to the Secretariat, the Standing Board, the Executive Committee of the Provincial Party Committee, and the provincial People’s Council deputies for entrusting him with this new responsibility. He promised to fully accept the instructions of the Central agency leaders and of Secretary of the Provincial Party Committee Vu Hong Van. He affirmed that Dong Nai is a vibrant and dynamic province, with considerable strengths and advantages as an industrial hub and one of the top four economies nationwide. He pledged to work with the provincial leadership to uphold unity and determination in implementing the Resolution and action programmes of the 1st Dong Nai Provincial Party Congress, for the 2025–2030 tenure, thus ensuring that the province reaches its full development potential.
