With the goal of building a streamlined two-tier local government apparatus that operates effectively and efficiently to better serve the people, the Party Committees of communes and wards across the province have innovated their leadership approaches to make them practical, suited to local realities, close to the people, attentive to the people. This has laid a solid foundation for the new government apparatus.

Getting straight to work
Before the implementation of the two-tier local government model, Trang Dai ward of the former Bien Hoa City was referred to as a “super ward.” After merging with Thien Tan commune from the former Vinh Cuu district, Trang Dai ward now spans 37.29 km² and has a population exceeding 145,000, most of whom are concentrated in the 11 neighborhoods of the former Trang Dai ward. The high population density has adversely affected the quality of life, while urban order and construction management remain persistent challenges for the ward.
Phan Quang Tuan, Secretary of the Party Committee and Chairman of the People’s Council of Trang Dai ward, stated that: immediately after the establishment of the new Trang Dai ward, its Party Committee identified leadership in urban order, land management, and construction management as a key priority. Accordingly, the Party Committee issued Directive No. 01-CT/DU on July 25, 2025, to strengthen leadership and guidance in managing urban order, land, and construction within the ward. At the same time, one of the breakthrough tasks identified in the Resolution of the Party Congress of Trang Dai ward for the 2025–2030 term is the resolute implementation of measures to rectify and enhance the management of urban order, land, and construction throughout the ward.
Following the direction of the ward Party Committee, the ward People’s Committee has issued plans to inspect and handle administrative violations in land use, construction, and environmental sanitation, as well as regulations on concerted implementation of state management of urban order within the ward.
The coordination among the ward’s functional forces is carried out according to the principles of no shirking, no passing the buck, with transparency in handling violations. A hotline and email system are available 24/7 to ensure timely responses.
Thanks to these measures, since July 1, 2025, Trang Dai ward has achieved initial results in operating the two-tier local government apparatus in the field of construction order. The ward authorities have required residents to self-demolish dozens of illegally extended or newly built structures on agricultural land.
For Minh Hung ward, which currently has over 34,000 residents, from July 1, 2025, to the present, the ward Party Committee has issued 316 documents to provide leadership and guidance related to the operation of local government, as well as the implementation of socio-economic, defense, and security tasks in the ward.
In addition to issuing hundreds of documents, the ward Party Committee holds weekly meetings of its Standing Committee and the Standing Party Committee to review and promptly decide on matters within their authority and any emerging issues. With this approach, Minh Hung ward has achieved a number of initial positive results.
Notably, the cumulative value of industrial production in Minh Hung ward as of October 2025 rose by 14.53% compared to the same period in 2024. Revenue in the service sector increased by 13.4%. Total state budget revenue generated in the ward under assigned responsibilities reached 195.4% of the provincial budget target. Total local budget revenue exceeded VND 136 billion, achieving 114.8% of the provincial budget target.
Regarding administrative reform, from July 1 to October 23, 2025, the ward received 5,489 dossiers, 5,127 of which were processed and completed, with the remaining cases still pending.
Upon visiting the Minh Hung ward Public Administrative Service Center to handle administrative procedures, Bui Minh Thuong noted that: the officials and civil servants at the center showed great enthusiasm and dedication. Although she arrived late in the afternoon due to a busy schedule, the officials and civil servants courteously received and carefully processed her dossier, leaving her highly satisfied
Close to people’s lives
In Thanh Son commune, over 70% of households earn their living through agricultural production, with more than 7,000 hectares of farmland.
Immediately after the establishment of the new Thanh Son commune, the commune Party Committee began directing agricultural production in the area. To date, the winter-spring crop has been sown on more than 556 hectares, while the summer-autumn crop covers over 1,000 hectares.
Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Thanh Son commune, Vo Van Trung, said that: to improve the efficiency of agricultural production, at the end of September 2025, the commune’s Standing People’s Committee held a meeting with local business households and exemplary farmers to listen to their difficulties and obstacles in agricultural production and processing, as well as to collect their opinions, proposals, and recommendations. Based on the feedback, Standing members of the commune People’s Committee plans to encourage farmers to form cooperatives or clubs within the same sector or crop type in the coming period, to support one another with technical knowledge, seedlings, and production experience.
Experiences across localities highlight the need to strengthen the close connection between Party committee leadership and government operations, linked to the implementation of socio-economic development tasks and the assurance of national defense and security. Only through such coordination can the organizational apparatus operate in a synchronized, effective, and efficient manner, meeting the requirements and responsibilities of the new context.
The government of Thanh Son commune will continue to plan crop cultivation and livestock areas according to local conditions. At the same time, it will coordinate with enterprises to identify and utilize high-yield, high-quality plant varieties and livestock breeds, while expanding the market for agricultural products. The commune also encourages residents to apply scientific and technological advances, promote digital transformation in production and marketing, and gradually shift from traditional sales to e-commerce platforms, especially for organic and specialty products, thereby promoting and enhancing the brand value of Thanh Son agricultural products.
Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Thanh Son commune, Vo Van Trung, added that overall, the productivity and output of crops in the commune are higher than in the same period last year.
To quickly stabilize the operations of the new local government apparatus and better serve the needs of residents and businesses, Dau Giay commune has implemented the “Morning Coffee – Listening and Exchanging with the People” initiative. The model takes place every Thursday at 6:30 a.m. in the waiting area within the commune’s martyrs’ memorial grounds
Launched on October 9, 2025, the initiative allows the Party Secretary, Chairman of the People’s Committee, and heads of local agencies, sectors to meet with residents to discuss, report, and propose solutions to issues of public concern.
According to Deputy Secretary of the Party Committee of Dau Giay commune, Pham Dinh Ban, the model has so far received attention, support, and active participation from various community groups. It has contributed significantly to improving leadership and administration, promptly addressing grassroots concerns and recommendations, enhancing service effectiveness for residents and businesses, and building the image of a citizen-focused, service-oriented local government.
To further maximize the effectiveness of the initiative, the Standing members of the commune Party Committee has requested the Party Building Department, the Vietnam Fatherland Front, political and social organizations, Party cells and organizations at grassroots level, and the commune’s General Service Center to coordinate in widely promoting the significance of the initiative to all officials, Party members, youth union members, association members, and residents through various channels, helping the public understand the purpose and meaning of its implementation.
