Belonging to the group of the nation’s economic locomotives, Dong Nai province aims to achieve a minimum growth rate of 10% and, by 2030, to essentially meet the criteria of a centrally-run city, with an average income of VND120 million per person per year, and no more poor households, contributing to the momentum for the whole country to enter a new era of progress.
Its top priority at present is to identify the best planning, the best investors, and the fastest implementation pace, aiming for a green, prosperous, civilized, and modern Dong Nai. Daily work flows relentlessly, and this land urgently needs a contingent of cadres capable of steering the homeland’s ship toward a bright future.
However, accelerating the comprehensive elevation of cadres is also the biggest challenge that Dong Nai must resolve. The capacity, quality, reputation, and adequacy of cadres in general, and leaders and managers at all levels in particular, have not yet matched the “runway” for the province to “take off” as a national-level economic growth pole. That is why the Resolution of the Provincial Party Congress identifies enhancing the quality of cadres as the first breakthrough task, to screen and select “ripe and red” public servants with true competence, considered the key to the success of Dong Nai’s entire development strategy in adapting to the new era and reaching a higher level of integration.
The head of the Dong Nai Provincial Party Committee requires cadres to avoid shirking responsibility and to possess sufficient knowledge to solve difficult problems. Under the two-level local government model, leaders must take the lead, work thoroughly, and maintain strict discipline. Members of the Provincial Party Standing Committee have set an example by executing the Party Committee’s directives through scientific methods, working directly alongside departments and sectors to promote crucial and complex areas such as public investment disbursement and site clearance.
The province’s upcoming synchronized, unified, and sustainable development will pose a major and rigorous test of vision, decision-making, and measurement of work effectiveness, the challenge of cadre management. Streamlining the administrative apparatus is not merely a mechanical reduction but a deep restructuring to improve team quality. Close supervision, inspection, and the tightening of leadership and management evaluation on a quarterly basis, strictly applying the “3 priorities – 3 publicities – 1 standard” principle emphasized by Party General Secretary To Lam, will timely discipline and remove those with a “holdout” mentality who shirk responsibility, causing delays and failing to meet the role of a true “leader.”
However, any organizational solution cannot fully achieve its effect if individual cadres do not internalize a deep awareness to self-reflect, self-correct, regularly evaluate themselves to promptly address limitations and proactively prepare to step confidently into the nation’s new era. Each person must be a soldier on the innovation front, turning every working day into a day of creation, heeding the call of our Party leadership, truly setting an example through action, and dedicating themselves to serving the people and businesses wholeheartedly.
Through a series of proactive, effective measures full of ambition to advance, the Provincial Party Organization can build a contingent of cadres crystallizing ethics, ideals, courage, and trust, turning these into action, mutually supportive and guiding Dong Nai to “surpass, lead, and take the forefront,” maintaining its status as a key growth pole of the Southeast region and the country.
