The 1st Party Congress of the Dong Nai Provincial Party Committee for the 2025–2030 tenure took place on September 29 and 30. This was a particularly significant political event, following the merger of Binh Phuoc and the former Dong Nai, creating the new Dong Nai, now among the largest localities in the country with an area of more than 12,700 km² and a population of nearly 4.5 million. This was not only a change in administrative boundaries but also the opening of a new development space, with abundant resources forming the foundation to realize aspirations for advancement.

The Congress discussed the Political Report and decided on major policies guiding the province’s comprehensive development in the coming tenure. The statement “With vast land, a growing population, firm resolve, and united hearts” reflects the spirit, resolve, and unwavering confidence of the entire Party Organization, government, armed forces, and people of Dong Nai as they embark on a new journey.
Development philosophy: Consistent - focused - synchronized - breakthrough
The draft Political Report submitted to the 1st Provincial Party Congress for the 2025–2030 tenure affirmed five viewpoints on overarching development:
First, consistency remains along with renewing thinking, creatively applying Marxism–Leninism and Ho Chi Minh’s Thought, coupled with Party building and rectification and a clean, strong political system.
Second, it’s necessary to steer development with focus and priority on the basis of leveraging the advantages of the Southern key economic region and restructuring development space based on growth-driving zones.
Third, resources are mobilized and efficiently used to develop modern infrastructure with interregional connectivity, while building an airport-oriented urban areas and riverside ecological cities.
Fourth, people must be placed at the center, along with improving material and spiritual life, preserving and promoting traditional culture.
Fifth, defence and security must be strengthened, in tandem with safeguarding border sovereignty, and ensuring a stable, safe environment for sustainable development.
From these viewpoints, Dong Nai has set its vision for 2030: achieving an average annual GRDP growth of 10% or more; total GRDP exceeding 1.2 quadrillion VND; per capita GRDP reaching over 250 million VND. The economic structure is expected to shift strongly toward industry–construction (60–64%) and services (25–28%), with the digital economy accounting for more than 30% of GRDP. These ambitious targets reflect the province’s aspiration for rapid, sustainable growth and deeper integration.
The aspiration for a green, prosperous, civilized, and modern Dong Nai is expressed not only through political determination but also through specific, achievable figures. This is the collective pledge of the Party Organization, government, and people of Dong Nai: united in spirit, pioneering in action, and committed to realizing the aspiration in a new era of prosperity and development.
Building a strong Party, advancing socio-economic development, improving people’s well-being
The draft Political Report presented at the Congress outlined eight key tasks. Foremost among them is Party building and strengthening the political system: annually, over 90% of grassroots Party cells and Party members are expected to fulfill their tasks well; the rate of new Party membership admissions will reach at least 3%. By 2030, 100% of Party and State agencies will operate in an electronic environment, and each commune or ward will build at least one effective “clever mass mobilization” model.
Regarding economic development, the province aims for 36,000 newly established enterprises during 2026–2030 period. Total social investment capital will account for 30–35% of GRDP, while State budget revenue is targeted to grow 10–12% annually, underscoring economic strength and resilience.
In terms of culture and social development, by 2030, Dong Nai targets at an average life expectancy of 77.67 years, a Human Development Index (HDI) of around 0.78, and 2.6 million employed workers, of whom 40% are trained with degrees or certificates. The unemployment rate will remain below 2%, while labor productivity will grow 7.5% per year on average.
The health system will reach 13–15 doctors and 32 hospital beds per 10,000 people, with universal health insurance coverage. Meanwhile, 60% of workers will participate in social insurance and 50% in unemployment insurance. In educational field, 80% of public preschools and general schools will meet national standards. Per capita income is targeted at 120 million VND per year, with the urbanization rate reaching 55%. Between 2025 and 2030, about 65,000 social housing units will be completed, helping improve social welfare.
Notably, the province strives for 70% of communes to meet new-style rural standards by 2030, of which 10% will meet advanced standards, affirming the commitment to balanced development and improved living standard.
With respect to environmental protection, Dong Nai pledges that by 2030, forest coverage will reach 24.2%; 100% of hazardous waste, medical waste, and urban solid waste will be treated to standards; and all industrial parks and export processing zones will have centralized wastewater treatment systems. These commitments represent the province’s determination to build a green, sustainable Dong Nai.
In relation to defence and security, the province is resolute in fulfilling 100% of annual military recruitment targets, building a strong defensive zone, and safeguarding border sovereignty. The goal is for 50% of communes and wards to be drug-free, ensuring public order and security for development.
It can be affirmed that the system of targets outlined in the draft Political Report is both comprehensive and feasible, aligned with the province’s reality, and demonstrates the Party Committee’s strong political will and the people’s aspirations.
Three strategic breakthroughs: Root - leverage - key
Entering the 2025–2030 tenure, in the context of a post-merger Dong Nai with large scale and great potential, while also facing many challenges, the draft Political Report identified the need for breakthrough solutions to create strong momentum and open new spaces and drivers for development.
The report outlines three strategic breakthroughs:
First, it is about developing high-quality human resources. The focus is on improving the quality of cadres, especially key leaders at all levels, while training human resources for high-tech industries, logistics, education, health, science, technology, and digital transformation. This is considered the “root” of all undertakings which is decisive for success.
Second, developing synchronized infrastructure is encouraged. The province will mobilize and efficiently use all resources to develop economic–technical, digital, and social infrastructure; with priority given to strategic transport networks, logistics, border-gate economic zones, and ecological, smart urban infrastructure. This is the “leverage” that will open key development areas and strengthen intra-provincial, interregional and international connectivity.
Third, emphasis should be placed on promoting science, technology, innovation, and digital transformation. Administrative reform is combined with building a professional administration servingpeople and businesses. This is the “key” to unlocking rapid and sustainable growth, enabling Dong Nai to advance in the digital era.
These three breakthroughs not only aim to remove bottlenecks and optimize existing advantages and potentials but also serve as the “golden key” for Dong Nai to realize its aspiration of becoming a green, prosperous, civilized, and modern province, and an important growth pole of the Southern key economic region and the country as a whole.
Today, Dong Nai possesses vast land to open new roads, a growing population to generate momentum, firm determination to take action, and united hearts to go far. With clear development viewpoints, eight key tasks, and three strategic breakthroughs, the 1st Party Congress of the Provincial Party Committee will set the roadmap and define specific targets for the new tenure.
