On the morning of October 27, Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai Provincial People’s Council, chaired a working session with the Nghia Trung commune Party Executive Committee to review the organization and operations of the commune following the restructuring of administrative units.

Also attending the working session were Nguyen Thi Hoang, Provincial Party Committee member and Vice Chairwoman of the Dong Nai Provincial People’s Committee; leaders of Party committees, the Office of the Provincial Party Committee, and representatives from several provincial departments and sectors.

Nghia Trung commune was established through the merger of the following communes: Duc Lieu, Nghia Binh, and the former Nghia Trung. It covers a natural area of 222.04 square kilometers and has a population of over 32,800, with ethnic minorities accounting for 28.26%; 52 households classified as poor or near-poor.

Currently, the Commune Party Committee comprises 40 Party cells and organizations at grassroots level, with a total of 732 Party members. The commune Party Executive Committee has 22 members (with seven positions vacant), and the commune’s total staff comprises 81 officials and civil servants.

Following the administrative merger, the political system has gradually stabilized and is now operating smoothly and effectively. The well-qualified and capable contingent of officials and civil servants, have quickly adapted to their new positions and responsibilities, effectively carrying out management and public service duties. Many have demonstrated dedication and accountability in their new roles, proactively coordinating and sharing tasks to ensure the administration functions seamlessly and efficiently.

However, according to leader of Nghia Trung commune, following the administrative reorganization, working conditions for officials and civil servants remain challenging. There is a shortage of offices and storage rooms for archiving documents. Existing equipment and work tools are outdated and deteriorating, while the technical infrastructure is insufficient to meet the demands of tasks under the digital transformation process.

Many local roads have suffered severe erosion and damage, making travel difficult for residents. Several long-standing projects remain unused and unexploited.

Several national key projects are located within the commune, but no land has been reserved for resettlement, directly affecting site clearance, compensation, and support for resettlement. Moreover, the commune does not yet have a general master plan, making it impossible to develop detailed plans for resettlement areas and the new commune administrative center. Since the commune falls within a mineral exploitation planning zone, there is no basis to convert land use rights from perennial crops to residential purposes, preventing residents from building homes.

The Standing members of the Commune Party Committee proposed that, in order to implement the breakthrough program under the Commune Party Congress Resolution for the 2025–2030 term, the Provincial People’s Committee should soon provide the policy direction and financial support for the commune to carry out the adjustment of the land use plan up to 2030; the commune’s general master plan; and detailed 1/500-scale plans for residential areas and resettlement zones for investment and construction projects.

At the same time, they proposed that the province plan for industrial clusters – small-scale industrial zone as well as a logistics center; and grant the authorization to review the planning of over 1,000 hectares of land surrounding Thac Mo Lake for high-tech agricultural development, combined with eco-tourism and experiential activities.

More than 99% of the commune’s natural area falls within mineral exploitation planning, making it impossible to carry out investment and construction projects.

Some schools and the commune health station, built a long time ago, are now damaged and deteriorating. Therefore, the commune proposed that the Provincial People’s Committee direct the relevant departments and agencies to assess, review, and allocate funding for the repair and construction of schools and the health station.

In addition, healthcare services are currently organized vertically in terms of specialization, personnel, and facilities. Accordingly, guidance from the Provincial People’s Committee and the Department of Health is needed so that the commune can proactively direct, manage, and support the commune health station to ensure primary healthcare for residents.

The commune leadership also raised several proposals, including the provincial approval and the allocation of funding for the construction of dams and water reservoirs, the investment in a local water treatment plant, and the resolution of long-standing pending projects within the commune.

Delivering directives at the working session, Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council, acknowledged the efforts of Nghia Trung commune’s leaders and officials in overcoming initial difficulties and the workload pressures following the administrative merger, enabling the new apparatus to be quickly operational and fundamentally meet the set requirements.

Comrade Ton Ngoc Hanh stated that: following the administrative reorganization at both the provincial and commune levels, the initial difficulties and obstacles in operating the new apparatus are a common situation, and the province fully sympathizes with the affected agencies, units, and localities.

Despite these difficulties after the reorganization, agencies and units from the provincial to commune and ward levels have achieved many positive results in fulfilling their tasks, contributing significantly to the province’s overall political objectives. Notably, Dong Nai’s economic growth has been substantial, and in the first nine months of 2025, the province ranked third nationwide in the Public Service Index for Citizens and Businesses.

Ton Ngoc Hanh, Standing Deputy Secretary of the Provincial Party Committee, emphasized that all agencies and units are currently facing significant work pressures, requiring concrete results and rapid, urgent execution. Therefore, everyone must make every effort. Each official and civil servant should cultivate a spirit of self-learning and self-research to acquire the knowledge, skills, and methods needed to work effectively.

The Standing Deputy Secretary of the Provincial Party Committee suggested that: Nghia Trung commune to promptly complete the membership of its Commune Party Executive Committee for the 2025–2030 term and review the pool of cadres and civil servants to allocate tasks appropriately, meeting the commune’s requirements. The commune must urgently issue its action programs to implement the resolutions of the Commune Party Congress, with each breakthrough program for the 2025–2030 term having a specific project plan. Each task should be assigned to specific officers responsible for supervision and execution. Specialized meetings should be held on a regular basis to find solutions to the commune’s difficulties and obstacles. Patriotic emulation movements should be launched to build and develop the commune.

At the same time, resources should be focused on raising awareness and mobilizing residents to hand over land and clear the site for the Gia Nghia – Chon Thanh Expressway project passing through Nghia Trung commune.

The Commune Party Executive Committee must foster unity and collective determination to overcome challenges, generate positive energy for effective work, all aimed at the development of the locality and the betterment of residents’ lives. Preparations should be made to support residents for the 2026 Lunar New Year, especially those facing difficult circumstances
