Thematic meeting on propaganda and mass mobilization work in the period of digital transformation and international integration

On the morning of October 16, the Party Committee of the Propaganda and Mass Mobilization Commission of the Dong Nai Provincial Party Committee held its thematic meeting for the third quarter of 2025 under the theme: “Promoting democracy, discipline, and innovation; enhancing the effectiveness of propaganda and mass mobilization work in the period of digital transformation and international integration”.

Nguyen Thi Hong Trang, Provincial Party Committee member and Standing Committee member in charge of the Party Committee of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, chaired the session.

The event was attended by all Party members from the seven Party cells under the Party Committee of the Propaganda and Mass Mobilization Commission of the Provincial Party Committee.

Assigned to deliver the keynote presentation at the session, Comrade Phan Duy Khiem, Party Committee member and Secretary of the Information – General Department Party Cell under the Propaganda and Mass Mobilization Commission of the Provincial Party Committee, provided an in-depth analysis of the impacts of digital transformation on propaganda and mass mobilization work, highlighting the role of innovation in enhancing the effectiveness of oral propaganda and the application of technology and artificial intelligence in the activities of speakers and propagandists today.

Comrade Phan Duy Khiem stated that we are living in a highly turbulent era where digital transformation and international integration are no longer mere trends but have become dominant currents, profoundly affecting all aspects of economic, political, cultural, and social life. This context presents significant development opportunities but also unprecedented challenges, requiring propaganda and mass mobilization, two key areas on the frontlines of the Party’s and State’s ideological work and mass mobilization, to undergo strong transformation.

Propaganda and mass mobilization work is currently operating in a context characterized by two prominent features. The first is the impact of digital transformation, particularly the explosion of the internet and social media, which has fundamentally changed how information is created, disseminated, and received. As a result, the Party’s and State’s policies and guidelines can reach the public quickly, directly, and vividly through multiple platforms, including websites, social media, and mobile applications.

However, this also brings challenges, such as information “chaos” and the complex task of controlling and orienting content on cross-border platforms. The public, especially young people, prefer short, visual, and highly interactive content, requiring propaganda materials to adapt accordingly.

Regarding the impacts of deep international integration, the opportunities include learning from the experiences of advanced countries and accessing modern propaganda and mobilization models. It also allows Vietnam to promote its values, showcase its culture, people, and development achievements to the world, thereby enhancing national position and prestige. The challenges include “cultural invasion” and the risk of importing harmful cultural products and foreign lifestyles that are incompatible with the nation’s fine customs.

Given these impacts, maintaining traditional propaganda and mass mobilization methods is no longer suitable.

To improve effectiveness, three core principles must be deeply understood and creatively applied: Democracy – Discipline – Innovative Creativity.

It is necessary to organize training courses and specialized training on digital skills, multimedia communication skills, media crisis handling skills, and knowledge of international integration for propaganda and mass mobilization officers at all levels.

Corresponding investments are needed in social opinion data analysis centers, software systems for managing and monitoring information on cyberspace, and the development of digital platforms “Made in Vietnam” to proactively manage propaganda and information.

A comprehensive renewal of content and methods for propaganda and mobilization is needed, with messages tailored to specific target groups.

Positive stories, examples of good people and good deeds, and national development achievements should be proactively built and disseminated to create a mainstream flow of positive information online, overshadowing negative or harmful content.

Online dialogue sessions between leaders and the public should be held on a regular basis to address questions, resolve difficulties, and build closeness and trust.

It is essential to continue reviewing and updating legal regulations on cyberspace management, handling fake news, and protecting personal data.

The role of the entire political system and the public must be promoted, making propaganda and mass mobilization not only the mission of specialized agencies but also the responsibility of the whole political system and every citizen. Information technology should be increasingly applied in oral propaganda activities.
