The Ministry of National Defense’s Steering Committee on Policies and Social Housing pays a working visit to Dong Nai

On October 23, a working delegation from the Steering Committee on Policies and Social Housing of the Ministry of National Defense, led by Major General Ha Nhu Loi, Deputy Chief of the General Department of Logistics – Engineering and Deputy Head of the Steering Committee on Policies and Social Housing of the Ministry of National Defense, held a working session with the Military Command of Dong Nai province.

Also joining the delegation were Colonel Nguyen Tan Linh, Deputy Commander of Military Region 7; Colonel Trinh Ngoc Duc, Deputy Chief of Logistics – Engineering of Military Region 7; and representatives from the Ministry of National Defense agencies and Military Region 7.

The Provincial Military Command was represented by Colonel Vo Thanh Danh, Member of the Provincial Party Standing Committee and Commander of the Provincial Military Command; Colonel Bui Dang Ninh, Provincial Party Committee member and Political Commissar of the Provincial Military Command; Colonel Bui Van Sy, Deputy Political Commissar of the Provincial Military Command; and Senior Colonel Bui Khanh Hoa, Deputy Commander of the Provincial Military Command.

According to the Steering Committee on Policies and Social Housing of the Provincial Military Command, there are currently 10 proposed sites for building social housing for the armed forces in Dong Nai. Of these, 9 locations have basically been recommended to the provincial People’s Committee for approval. However, the implementation process still faces certain obstacles and difficulties that require ongoing coordination.

After hearing the discussions at the working session, Major General Ha Nhu Loi acknowledged Dong Nai's efforts in this important task. He also added that the allocation of land for constructing social housing for the armed forces is carried out from three sources: first, sites proposed by the Ministry of National Defense for the locality to review and approve in accordance with planning; second, locations proposed by the locality for the Ministry of National Defense to study and respond; and third, 20% from commercial housing sources.

The remaining issue lies in the coordination between the local military agencies and provincial departments and sectors in advising the province on securing clean land for social housing projects in general, including housing for the armed forces.

Major General Ha Nhu Loi emphasized that social housing is a matter of significant concern, especially following the implementation of the two-tier local government model. For existing shortcomings and limitations, the Provincial Military Command must coordinate with relevant agencies and units to resolve issues in the best possible way. Solutions should be implemented correctly to reestablish strict regulations in line with provincial planning. Moreover, land allocated for national defense purpose in general, and for building social housing for the armed forces in particular, has always received attention and support from local authorities, so coordination and review must be carried out as soon as possible, in accordance with the Government's direction.

Resolution 201/2025/QH15 dated May 29, 2025, of the National Assembly provides the legal framework and expands the mechanisms for implementation. Therefore, the coordination and advisory process must adhere to these regulations along with other latest provisions to secure clean land, strive for timely completion, and prepare reports for the earliest possible project deployment.

The task of building social housing for the armed forces, assigned to the Ministry of National Defense by the Government, also implies that the entire military must focus on execution, creating the best possible conditions for officers and soldiers eligible to purchase or rent social housing, ensuring they have stable living conditions and peace of mind to perform their duties.
