The crucial role of Party-building efforts

Since its inception, the Communist Party of Vietnam has recognized that Party building and organization work is of critical importance, serving as a core component and a decisive factor in ensuring the success of the Party’s and the nation’s entire revolutionary cause.

On October 14, 1930, the first plenum of the Party Central Committee convened in Hong Kong, China, adopting several key Party documents, including the establishment of the Organization and Transport Ministry – the predecessor of today’s Central Organization Commission. Since then, October 14 has been celebrated annually as the traditional day of the Party building and organization sector.

Dong Nai Provincial Party Committee member and Deputy Head of the Provincial Party Committee’s Organization Committee, Bui Thi Yen, stated that over the past 95 years, alongside national development, the province’s Party building and organization sector has steadily strengthened, helping to cultivate a capable and resilient cadre corps, maintain clean and robust Party organizations, and successfully accomplish the province’s political objectives.

Glorious tradition

* Comrade, alongside the nation as a whole, how has the Party building and organization sector in Dong Nai province closely aligned with and supported the development of the provincial Party Organization?

- The Party building and organization work has long been recognized as a crucial field, playing the role of the “key of the key” in the revolutionary cause. During his lifetime, President Ho Chi Minh repeatedly emphasized that “cadres are the root of all work.” The Party building and organization sector, entrusted with training, fostering, assigning, and managing the workforce of cadres, serves as the very “root of the root,” ensuring the Party’s leadership becomes ever stronger and more effective.

For Dong Nai and the Southern region, right from the early days of the Party’s establishment, the revolutionary movement developed strongly, quickly demonstrating the pivotal role of Party-building work.

On October 28, 1929, the Indochinese Communist Party cell was established at the Phu Rieng rubber plantation with six members. From this initial group, the cell educated and recruited additional members, and these “red seeds” went on to other rubber plantations, factories, and enterprises to promote the revolution and organize local grassroots networks elsewhere. By early 1935, the Binh Phuoc – Tan Trieu Communist Party cell was formed. This event marked a significant development in the revolutionary movement of the province and also represented a milestone in the Party building and organization sector in Dong Nai.

In early 1937, the Provisional Bien Hoa Provincial Party Committee was established, with Comrade Truong Van Bang as its Secretary. From then on, Party-building work entered a new phase, focusing on recruiting members and establishing cells across communes, factories, and enterprises. These efforts played a crucial role in leading the resounding success of the August Revolution in 1945.

Over the course of these key milestones in the revolutionary movement, the Party building and organization sector, both nationwide and in Dong Nai Province, has steadily grown in strength, firmly establishing its role, significance, and influence in guiding the development of the Party and the political system.

Under the direct leadership of Party committees, successive generations of cadres and Party members in Dong Nai’s Party building and organization sector has consistently demonstrated responsibility, dedication, and solidarity, while maintaining close ties with grassroots units. They have provided timely guidance in translating the Party’s policies, directives, and resolutions into practical actions tailored to local conditions, making a vital contribution to socio-economic development and the consolidation of the political system.

* In recent times, the Central Committee has issued numerous new guidelines and policies regarding the organization of the political system and the restructuring of administrative units. The workload is substantial, the implementation pace must be swift, and many tasks are unprecedented. Could you please share how the Dong Nai Provincial Party Committee’s Organization Commission has carried out these responsibilities?

- In accordance with its assigned functions and responsibilities, the Organization Commission of the Provincial Party Committee has taken the lead and coordinated with relevant agencies to advise the Provincial Party Committee and its Standing Committee in formulating and issuing documents to guide and direct implementation in line with the Central Committee’s directives and suited to local conditions.

Each task was assigned in accordance with the “six clarities” principle: clear personnel, clear work content, clear timeline, clear responsibilities, clear deliverables, and clear authority. At the same time, the Organization Commission of the Provincial Party Committee proposed a comprehensive plan for restructuring the organizational apparatus of the entire political system and advised on guidelines, directions, and principles for arranging and assigning personnel within agencies and units during both organizational and administrative restructuring.

Thanks to a methodical and scientific approach, the tireless efforts of the Organization Commission of the Provincial Party Committee, working beyond regular hours, including weekends and holidays, combined with close coordination with relevant agencies, Dong Nai Province has successfully completed the restructuring of the political system’s organizational apparatus and the reorganization of provincial and commune-level administrative units, fully in accordance with the planned timeline.

To date, after three months of implementing the two-tier local administration model, the province’s departments and agencies have been operating steadily. At the commune level, authorities initially faced difficulties due to changes in organizational structures, functions, responsibilities, and coordination methods. They received close guidance from the Provincial Party Committee, its Standing Committee, and the Provincial People’s Committee. Support from provincial departments further assisted local officials. As a result, commune-level authorities have gradually adapted to the new two-tier local administration model and are now operating more efficiently.

Continuing to perform well in advising on Party building and organization work 

* What are the main priorities for the Organization Commission of the Provincial Party Committee in ensuring the successful implementation of the 1st Provincial Party Congress Resolution for 2025–2030 period?

- One of the overarching goals, key tasks, and breakthrough missions set by the 1st Provincial Party Congress for the 2025–2030 term is to build a clean, strong, and comprehensive Party and political system. This includes developing cadres and Party members, particularly leaders and managers who are courageous, proactive, responsible, innovative, willing to face challenges, and committed to serving the common good. It also aims to enhance the quality of cadres at all levels, especially key officials, ensuring they possess firm political integrity, the necessary qualifications and capabilities, strong initiative, a dedication to contribution, and the credibility to meet the demands of their roles.

The Organization Commission of the Provincial Party Committee has identified that its focus in the coming period will be on advising the Provincial Party Committee and its Standing Committee to reform cadre evaluation, making it more substantive, objective, and comprehensive. The primary benchmarks will be work results, outputs, and credibility within the Party and among the public. Evaluation criteria will be tailored to specific positions and roles, combining regular assessments with ongoing and ad hoc evaluations.

Building on the 95-year tradition of Party building and organization sector, all cadres and officials of Dong Nai’s Party building and organization sector are committed to unity and innovation, strengthening their central role in Party development. Their efforts aim to promote the province’s rapid and sustainable growth, helping Dong Nai, together with the entire country, step confidently into a new era of national progress.

Focus is placed on training and fostering cadres, especially young cadres, female cadres, and those from ethnic minority communities, to develop leadership and management skills, as well as a scientific and effective approach to work. It’s necessary to devise programs for training and developing cadres at all levels, particularly key officials, ensuring continuity, succession, and growth. Cadres should possess firm political integrity, innovative and creative thinking, strong ethics, the courage to think, speak, act, and take responsibility, the willingness to confront challenges, a pioneering spirit, high initiative, and a commitment to contributing to the common good.

* In your view, how should cadres and officials of Dong Nai’s Party building and organization sector uphold and build on the proud 95-year legacy of the Party building and organization sector?

- Moving forward, Party building and organization sector at all levels in Dong Nai Province will take the initiative in advising and supporting the successful implementation of both the 1st Provincial Party Congress Resolution for 2025–2030 and the 14th National Party Congress Resolution.

Focus is placed on reforming and improving cadre management, enhancing the quality and coordination of all personnel processes while safeguarding internal political integrity.

There’s a need to strengthen and develop the Party-building sector’s cadre workforce, ensuring officials demonstrate courage, professional expertise, impartiality, objectivity, a scientific approach, and integrity.

The use of information technology and digital tools in organizational work should be accelerated to enhance transparency, accountability, and oversight, while preventing corruption and abuse of power.

Inspection and oversight should be stepped up to foster a cleaner, stronger Party organization, political system, and cadre workforce.
