The 1st Patriotic Emulation Congress of Dong Nai Province: Arousing and promoting strength of the great national unity bloc

Delivering the opening speech of the congress, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Commendation Council Vo Tan Duc emphasized: The organization of the Dong Nai province patriotic Emulation Congress is an important milestone, affirming a new development step in the province's emulation movement and commendation work; demonstrating the continuation and promotion of good traditions and achievements and results achieved in recent years.

The congress will arouse and promote the strength of the great national unity bloc, creating motivation to successfully implement the goals and tasks according to the resolutions of Party congresses at all levels, building Dong Nai into a civilized, modern, internationally integrated province, developing rapidly and sustainably, joining the whole country in entering a new era.

Also according to Chairman of the Provincial People's Committee Vo Tan Duc, the first Dong Nai Province Patriotic Emulation Congress, for the 2025-2030 period, is an important event to evaluate the results of patriotic emulation movements and commendation work for the 2020-2025 period, and at the same time, set out directions, tasks, and solutions for the 2025-2030 period. The congress is also an opportunity to honor typical collectives and individuals with outstanding achievements, examples of "good people, good deeds" in all fields - these are the beautiful flowers in the garden of patriotic emulation of Dong Nai province.

Vo Tan Duc said: Looking back over the past 5 years, despite facing many difficulties and challenges from natural disasters and epidemics, by promoting the tradition of patriotic emulation initiated by President Ho Chi Minh, Dong Nai province launched the emulation movements, which have seen many positive changes, truly becoming part of daily life and evolving into a widespread mass movement. Thereby, the province has achieved outstanding achievements in all fields.

Reviewing these outstanding achievements, Chairman of the Provincial People's Committee happily stated: In the Movement titled: All-province joins hands for new-style rural development, Dong Nai province has achieved impressive results: 67 out of 72 communes met new-style rural standards (93.05%), 25 out of 72 communes met advanced new-style rural standards (34.72%), and 8 out of 72 communes met model new-style rural standards (11.11%).

Many effective models have spread widely, such as: "For the common good, even golden land is donated"; "Small tasks, big tasks, if the people care, it's all done"; or movements like: "Lighting up the countryside roads", "Lighting up border patrol roads" to bring light to border areas, helping to ensure border security and order, as well as making travel for people more convenient and safer; the movement titled "The youth of Dong Nai Province build new-style rural areas" has attracted thousands of union members and young people, demonstrating a pioneering and voluntary spirit of "wherever there is a need, youth are present; wherever there is difficulty, youth are there”. This has contributed to building a green, clean, and beautiful environment, raising public awareness about environmental protection and the application of digital technology, contributing to the goal of building modern new-style rural areas.

Meanwhile, in the field of social welfare and pandemic prevention, the "For the poor - Leaving no one behind" movement has maintained many models of solidarity and mutual assistance, contributing to revolving capital, helping 1,732 poor households with loans totaling 5.074 trillion VND.

In the special movement  that appeals to people nationwide to stay united and join in efforts tocombat against the COVID-19 pandemic, Dong Nai mobilized large resources with a total value of contributions in cash and in-kind, amounting to over 1,243 trillion VND, rekindling the humanitarian tradition of "the good leaf covers the torn leaf".

The movement titled "Whole Country joins hands to eliminate temporary and dilapidated houses in 2025” supported the construction and repair of 2,005 houses, achieving 114.5% of the set plan.

Regarding infrastructure development and office culture, in the movement titled "Promoting Synchronous and Modern Infrastructure Development", people have shown high consensus, donating land for site clearance, contributing to accelerating the progress of key transport projects such as: Bien Hoa - Vung Tau Expressway, Ho Chi Minh City’s Ring Road 3, Ho Chi Minh City’s Ring Road 4.

The movement titled "Cadres, civil servants, and public employees compete to implement office culture" has created positive changes, with cadres voluntarily implementing the “4 pleases” regarding: greeting, apologizing, thanking, and asking for permissions, as well as the “4 always” including: always smiling, always being gentle, always listening, and always helping, demonstrating a professional and friendly public service administration.

Chairman of the Provincial People's Committee Vo Tan Duc emphasized: Along with achievements in emulation movements, the commendation work for the 2020-2025 period has been carried out objectively, democratically, and with commendations given to the right people for the right achievements.

Over the past 5 years, state-level and provincial-level commendation work has achieved impressive numbers, demonstrating worthy recognition for the contributions of collectives and individuals. These include various types of Orders granted to 113 collectives and individuals; various types of Medals awarded to 12 individuals; the title of Vietnamese Heroic Mother for 6 mothers; the Government Emulation Flag for 62 collectives; Certificates of Merit from the Prime Minister for 1,029 collectives and individuals; the title of National Emulation soldier for 2 individuals; Certificates of Merit for 33,779 collectives and individuals; Provincial-level Emulation Soldier status for 2,121 individuals; Provincial-level Emulation Flags for 818 collectives; and Excellent Labor Collectives for 4,035 collectives.

At this congress, through the conference, departments, localities, and units selected 296 outstanding outstanding exemplary delegates to attend the congress.

These figures are clear evidence of the strength of the emulation movements, contributing significantly to the socio-economic development of the province.

At the congress, the delegates reviewed the achievements in emulation and commendation work through reports, discussions, and exchanges with representatives of typical advanced collectives and individuals. 52 typical collectives and 226 individuals with outstanding achievements received commendation certificates from the Provincial People's Committee; among them, 50 typical collectives and individuals were honored at the congress.

Delivering the closing speech of the congress, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, first Vice Chairman of the Provincial Emulation and Commendation Council Le Truong Son emphasized: The achievements and results obtained over the past 5 years have clearly affirmed the leadership, direction, and innovation in emulation and commendation work by Party committees, authorities, the Fatherland Front, and political-social organizations from the provincial to grassroots levels. Patriotic emulation movements have closely followed the political tasks of localities, agencies, and units; attracted the active participation and response of a large number of people from all walks of life, promoting the tradition of the revolutionary homeland, the tradition of patriotic emulation, and creative labor to successfully implement the province's socio-economic development tasks and goals. Commendation work has promptly served the province's political tasks; the quality of commendation work has significantly improved; attention has been paid to commending civil servants, public employees, and those directly involved in labor, study, and work.

Vice Chairman of the Provincial People's Committee Le Truong Son stated: By 2030, Dong Nai aims to become a modern development hub with high competitiveness, joining the entire country in a new era of development. To realize this vision, the 1st Congress of the Dong Nai Provincial Party Committee, 2025-2030 term, has set 29 groups of targets, 8 key tasks, and 3 breakthrough programs.

For the Patriotic Emulation Movement and emulation-commendation work to truly become a driving force contributing to the successful implementation of socio-economic development tasks and ensuring national defense and security in the 2025-2030 period, all levels, sectors, and localities must focus on implementing the 7 contents launched by the Provincial Emulation and Commendation Council at today's congress.

The Vice Chairman of the Provincial People's Committee emphasized: If we take Resolution No. 57-NQ/TW on breakthrough development in science, technology, innovation, and national digital transformation as the driving force for development, then innovation must also be chosen as the motto for action of the patriotic emulation movement and commendation work. Organizations, units, communes, and wards must foster a spirit of emulation in labor, study, participation in campaigns, action movements, and make this a culture in every organization, every unit, every community. Everyone actively participates and responds, emulating each other to complete tasks well, to complete them excellently; achieving accomplishments so that their organization, unit, and locality meet and exceed the set targets. Only then can the power of the emulation movement truly be unleashed and become a great driving force for development.

Comrade Le Truong Son affirmed: The success of the first Dong Nai Provincial Patriotic Emulation Congress is the beginning of a new journey, marking a very important development step, strongly encouraging Party committees, authorities, and people of all ethnic groups in the province to overcome challenges, and continue to strongly, comprehensively, and synchronously innovate in organizing patriotic emulation movements launched by the Central and provincial levels.

To successfully implement the remaining tasks of 2025 and the 2025-2030 period, in the joyful, confident, united, and successful atmosphere of the congress, the congress calls on the entire Party, army, and people to continue promoting the tradition of the revolutionary homeland and the achievements gained in recent years, to further promote patriotic emulation movements, "Unity, creativity, emulation to build Dong Nai into a green, civilized, modern, and developed province, joining the entire country in a new era."

* On the morning of October 15, within the framework of the 1st Dong Nai Provincial Patriotic Emulation Congress, for the 2025-2030 period, the congress launched a call for support for people in the Northern and North Central provinces to overcome the consequences caused by typhoon No. 10 (Bualoi) and No. 11 (Matmo).

At the congress, Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai province, Nguyen Tan Phu, stated: In late September and early October, people in the Northern and North Central regions suffered severe consequences due to the consecutive typhoons No. 10 (Bualoi) and No. 11 (Matmo). The provinces of Nghe An, Ha Tinh, Thanh Hoa, Ninh Binh, Lao Cai, Tuyen Quang, Quang Ninh, Lang Son, Bac Ninh, Thai Nguyen, and many other localities suffered immense losses in human lives and property.

According to statistics, dozens of people died and went missing, and hundreds were injured. Hundreds of thousands of houses collapsed, were damaged, or had their roofs blown off; tens of thousands of hectares of rice and crops were submerged and completely lost; countless livestock and poultry were swept away. Many essential infrastructure facilities such as schools, medical stations, roads, and dike systems were severely damaged. Millions of people were left homeless, facing extremely difficult and deprived lives. More than ever, people in the Northern and North Central regions urgently need the attention, sharing, and emergency support from the kind hearts of their fellow countrymen across the nation.

Promoting the tradition of solidarity and humanity of the nation and responding to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front, with the spirit of "The whole country for the people in the typhoon-affected areas," on October 3, 2025, the Vietnam Fatherland Front Committee of Dong Nai province issued an appeal to mobilize agencies, organizations, units, businesses, philanthropists, and all people in the province to join hands in supporting with material and spiritual aid, helping people in the affected provinces.
