The 1st Dong Nai Party Congress: Taking into account and clarifying opinions raised at group discussions

On the afternoon of September 30, on behalf of the Presidium of the Congress, Comrade Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai Provincial People's Council, reported on the reception and clarifications of contributed opinions.

Accordingly, at the preliminary session on September 29, delegates to the congress were divided into 5 discussion groups to contribute their opinions on the documents submitted to the 1st Dong Nai Provincial Party Congress and the draft documents for the 14th National Party Congress.

In each discussion group, the delegates’ opinions revolved around 168 issues concerning Party building and political system development; economy, infrastructure, logistics, digital transformation, green economy; culture, education, health, social security; national defense, security, foreign affairs; mass mobilization, building the Fatherland Front and socio-political organizations.

Delegates agreed on the draft documents of the 1st Provincial Party Congress, which had received contributions many times and were highly appreciated by the Politburo and central ministries, departments, and agencies, thereby clearly demonstrating the strong political determination of the entire Party, people, and army; affirming the spirit of solidarity, unity of will and action; promoting proactiveness, creativity, seizing opportunities, overcoming difficulties and challenges, determined to build Dong Nai province into a green, prosperous, civilized, and modern province, joining the whole country in entering a new era of development.

In addition, some opinions suggested supplementing the indicator: "on rural household solid waste collected and treated" and reviewing the target that "100% of household solid waste is collected and treated according to standards and regulations" to ensure feasibility; removing the phrase "export processing zone" from the indicator on natural resources and environment, as there are no export processing zones in the province; and reconsidering the target on developing about 65,000 social housing units during the term, as it does not adequately meet people’s needs.

The above-mentioned opinions were acknowledged by the Presidium of the Congress that assigned the Provincial Party Executive Committee for the 2025-2030 term to direct the issuance of a specialized Resolution to strengthen the leadership and direction of Party committees at all levels regarding environmental field.

At the same time, the congress reached a consensus to adjust the target from "completing about 65,000 social housing units" to "completing 65,000 social housing units or more."

Regarding the proposals from localities, the Presidium acknowledged them and assigned the Provincial Party Executive Committee for the 2025-2030 term to direct the Party Committee of the Provincial People's Committee to instruct relevant departments and agencies to coordinate with localities to advise on consideration and resolution. The localities’ proposals are related to Dong Nai Riverside Road Project, the Bridge project connecting Tran Bien with Tan Uyen; extending the metro line to the center of Tran Bien ward; the Solar Power Project in the semi-submerged areas of hydropower reservoirs; establishing a concentrated Information technology park and a provincial innovation hub; planning and synchronously implementing the urban area around Long Thanh International Airport; resolving land issues at Hoa Lu International Border Gate Economic Zone; upgrading and expanding traffic routes in communes and wards; reviewing and supplementing land use planning, especially in the core and buffer zones of Dong Nai Culture and Nature Reserve and developing Tri An Lake tourism. Other proposals asked for supplementing the planning of Xuan Hoa Industrial Park; adjusting the planning for bauxite mining; supporting communes in developing clean water, especially in remote areas; guiding the establishment of mass organizations at the commune and ward levels; supporting housing for disadvantaged households. The localities also asked for early guidance on merging hamlets and streamlining the apparatus; on promulgating a set of criteria for building modern new rural communes; on the mechanism for physical facilities for public healthcare; and on having a mechanism for communes to proactively propose the development of industrial clusters and local industries.

In addition, the Presidium of the Congress took into account several comments regarding the adjustments and additions to unify some words and sentences in the draft Political Report and Action Program, such as: "Long Thanh Airport", "drug-free communes/wards", "crime-free communes/wards", "communes/wards free of drug-related social evils", and absorbed to add the phrase "economic security" in the national defense and security task.

Besides, the Presidium of the Congress provided clarifications on comments regarding solutions to promote the pioneering and exemplary role of cadres and party members, especially the heads of the units; on innovating leadership methods and improving the quality of Party cell activities; on strengthening supervision and social criticism by the Fatherland Front and socio-political organizations. The clarifications also addressed issues related to improving the quality of cadres and digital transformation skills for village and hamlet cadres; improving the quality of inspection cadres; policies to attract cadres, experts, and scientists; mechanisms to protect and encourage cadres who dare to speak, dare to think, dare to act, and dare to take responsibility. The clarifications also covered issues concerning economy, infrastructure, logistics, digital transformation, green economy, as well as culture, education, health, and social security.

Along with that, there were opinions requesting clarification on solutions to improve the quality of activities of socio-political organizations. The Presidium stated: This content has been identified in the 8th group of solutions - Strongly promoting the role of the people as the subject and the strength of the great national unity bloc, which includes "Promoting the political core role of the Fatherland Front Committee and socio-political organizations; innovating operating methods, focusing strongly on the grassroots, localities, and residential areas; diversifying forms of mobilization and gathering; consolidating and promoting the combined strength of the great national unity bloc" in the draft Political Report and is identified by specific plans and projects in the Action Program. Therefore, the Presidium of the Congress requests to retain it as in the draft political report.

The delegates highly agreed with the draft documents submitted to the 14th National Party Congress and the consolidated report of comments from the Provincial Party Executive Committee on the content of the draft documents of the 14th Party Congress. The comments stated that: The content of the draft documents was meticulously and thoroughly prepared, with responsibility, clear, tight, and reasonable structure, concise, condensed, and succinct writing style, demonstrating the spirit of facing the truth, objectively and comprehensively assessing the actual situation of the country, and clearly showing the vision and strategic orientation. The content integration of 3 documents including the Political Report, the Socio-Economic Report and the Report on Party Building Review into the Political Report submitted to the 14th National Party Congress is correct and appropriate.

As part of the opinions and recommendations raised at the Congress, the Central Government was asked to consider allowing Dong Nai province to establish a Free Trade Zone and add it to the documents of the 14th National Party Congress so that Dong Nai is one of the localities with a free trade zone; which was associated with a specific policy mechanism for Dong Nai province to make breakthroughs in development; to invest in transport infrastructure for interregional connectivity through Dong Nai province, especially the East-West transport axes and national railway lines connecting the Central Highlands to Long Thanh International Airport and Cai Mep - Thi Vai port and Phuoc An port; the metro lines connecting Ho Chi Minh City with the Political - Administrative Center of Dong Nai province and the Long Thanh Airport urban area in the vicinity of Long Thanh International Airport. Regarding these recommendation, the Presidium of the Congress acknowledged them and assigned the Provincial Party Executive Committee for the 2025-2030 term to complete the consolidated report of opinions for submission to the Central Committee as regulated.
