Striving for the people's satisfaction

Over the past several months, according to the assessment of the National Public Service Portal, Dong Nai province has consistently maintained its top position in implementing the Set of Indicators for directing, operating and evaluating the quality of services provided to citizens and enterprises in performing administrative procedures and public services in real time on the electronic environment (referred to as Index Set 766).

In the recent assessment period, as of October 17, 2025, Dong Nai ranked 2nd out of 34 provinces and cities nationwide, up one place compared to the previous period in implementing this Index Set. This is one of the testaments to the province's continuous efforts in building a people-centered government and enhancing people's satisfaction.

Improving the quality of service

Recently, the People's Committee of Phu Trung Commune, Dong Nai Province held a ceremony to grant a marriage registration certificate with foreign elements to Phonepaphai Silivanh (Lao nationality) and Tran Cam Hong (permanent resident of Dong Thap village, Phu Trung Commune). The ceremony was organized carefully, in accordance with the procedures and regulations of the law on marriage with foreign elements. At the ceremony, Tran Cam Hong was deeply moved by the enthusiastic and responsible support of the judicial staff as well as by the thoughtfulness of the leaders of Phu Trung Commune.

According to Vice Chairwoman of Phu Trung Commune People's Committee Pham Thi Phong, the organization of granting marriage certificates to people demonstrates a service-oriented government, bringing public services closer to the people. At the same time, it affirms the concern and commitment of the local government in ensuring the legitimate rights and interests of citizens; contributing to further fostering the solidarity and friendship between the people of Vietnam and Laos.

Along with the above work, the efforts of Phu Trung commune are also clearly shown in the results of the digitization of records, as well as the rate of online submission. Accordingly, in the third quarter of 2025, 100% of the commune’s records were digitized and electronically delivered, with nearly 99% of applications submitted online."

In the third quarter of 2025, despite receiving a large volume of administrative procedure applications, with 2,235 files, Phu Rieng commune always maintained a people's satisfaction level of over 95%. To achieve this result, the officials and civil servants at the Commune Public Administration Service Center always uphold the sense of responsibility in performing their duties. The commune government pays attention to reviewing, investing, purchasing and repairing necessary equipment, ensuring favorable working conditions for staff and providing the best services to people when they come to complete administrative procedures.

Provincial Party Committee member, Party Secretary, Chairwoman of Phu Rieng Commune People's Council Nguyen Thi Xuan Hoa shared: The Commune Public Administration Service Center is the face of the grassroots government, where the spirit of serving the people is most clearly demonstrated. Enhancing the quality of the center's operations will contribute significantly to building a modern and effective administration, for the satisfaction of the people. Therefore, the commune always pays attention to promoting public service culture, standardized, friendly and professional working style, while simultaneously strengthening administrative discipline and compliance.

For the satisfaction of the people

In the whole province, Dong Nai has recently deployed many coordinated solutions such as: transparency in administrative procedures, promoting online public services, enhancing digitalization of records and the interconnection of data systems... Thanks to that, the province has consistently ranked among the top in the country in implementing the Index Set for directing, operating and evaluating the quality of service for people and businesses in performing administrative procedures and public services in real time on the electronic environment (Index Set 766).

According to the assessment of the National Public Service Portal, as of October 17, 2025, Dong Nai ranked 2nd out of 34 provinces and cities nationwide, up one place compared to the previous period in implementing the Index Set 766. Specifically, the province achieved 90.62 out of 100 points, up 0.28 points compared to the previous assessment period (90.34 points recorded on October 10, 2025).

In addition to the positive results, through review and implementation of the digitalization of records from July 1, 2025, to October 14, 2025, Dong Nai still has 4,300 administrative procedure records whose results had not yet been digitized as required. In addition, some administrative procedures have not ensured digital identity verification and full application of standardized forms during the reception and processing stages, according to the circular of the Government Office.

The Provincial People's Committee requests relevant units to monitor and promptly handle people's feedback and recommendations on the National Public Service Portal and  the 1022 Citizen Feedback Hotline, ensuring that records are processed correctly and before the deadline; at the same time, they are asked to strengthen propaganda and guidance for people to use online public services.

Comrade Le Truong Son, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee requested: To continue maintaining and improving the ranking, departments, branches and localities should focus on implementing key tasks, with attention paid to ensuring the progress of the indicators according to Decision No. 766/QD-TTg on approving the set of indicators for directing, operating and assessing the quality of service for people and businesses in performing administrative procedures and public services in real time on the electronic environment and Directive No. 04/CT-UBND on continuing to implement indicators and tasks of reforming administrative procedures, improving the efficiency of handling administrative procedures for people and businesses in Dong Nai province. Along with that, he emphasized the need to urgently address existing shortcomings, and review and analyze the causes of score reductions to have immediate corrective solutions.

The Provincial People's Committee leader also assigned the Department of Science and Technology to continue to coordinate and provide professional support to units to remove difficulties in digitizing records, connecting data, and operating the information system to handle administrative procedures. These efforts contribute to improving service quality and enhancing the province's performance scores in the coming time.
