Striving for outstanding performance in 2025 to lay the foundation for breakthroughs in 2026

At the 1st Congress of the Executive Committee of the Dong Nai Provincial Party Committee for the 2025–2030 term on October 17, Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Dong Nai province, said that: during the first nine months of 2025, Dong Nai had achieved significant progress in socio-economic development, national defense and security.

According to Chairman of the People’s Committee, Vo Tan Duc, 2025 holds great significance for Dong Nai. It marks the final year of implementing the Resolution of the 13th National Party Congress, along with resolutions of the National Assembly, the Government, the Provincial Party Committee and the Provincial People’s Council. It also serves as a stepping stone for the province to join the nation in confidently entering a new era — an era of vigorous growth toward national prosperity and strength.

Looking back over the past nine months, united efforts across the province produced highly positive results. Notably, Dong Nai’s Gross Regional Domestic Product (GRDP) grew by 8.86 percent year-on-year, ranking 10th among 34 provinces, cities nationwide, and surpassing the national average of 7.85 percent. This achievement demonstrates Dong Nai’s determination to realize its economic growth target of 10 percent in 2025.

Key sectors and fields across the province continued to post strong growth. Domestic investment attraction reached approximately VND 124 trillion, while foreign direct investment exceeded USD 2.4 billion. Over the nine-month period, Dong Nai recorded more than 6,000 newly registered enterprises, with their total registered capital amounting to VND 49.381 trillion.

Total state budget revenue has so far exceeded VND 66.3 trillion, equivalent to 94 percent of the estimate assigned by the Prime Minister and 89 percent of the target set by the Provincial People’s Council. With this result, Dong Nai expects to surpass its assigned budget revenue estimate and is striving to meet its 2025 full-year target of VND 100 trillion.

As of October 14, 2025, public investment disbursement amounted to VND 13.212 trillion, meeting 41.38 percent of the plan assigned by the Prime Minister and 35.75 percent of the target set by the province. The disbursed capital has contributed to the completion of key transport infrastructure projects, creating momentum for breakthrough economic growth.

The fields of culture, society and social welfare continued to be implemented in a coordinated manner. National defense, security and social order were maintained, while external relations were carried out proactively, actively and effectively.

After three months of implementation, the two-tier local government model has basically stabilized, ensuring smooth and efficient operations. Administrative reform and digital transformation have been accelerated, contributing to improved service quality for citizens and businesses.

The last three months of 2025 represent the period requiring the highest working intensity. Dong Nai needs to accelerate vigorously and act decisively and synchronously across all sectors in order to exceed the targets set for 2025, creating the most favorable foundation for 2026.

Accordingly, the Provincial People’s Committee is focusing on three major objectives. The first is to stabilize and consolidate the growth foundation: maintain the economic growth momentum, with a firm commitment to achieving a GRDP growth rate of 10 percent in 2025 (including a growth rate of over 16 percent in the fourth quarter) and continue sustaining investment attraction.

It is striving to meet and exceed all key targets set for 2025.

At the same time, efforts are being directed towards removing bottlenecks by implementing effective solutions to outstanding issues related to public investment disbursement, budget revenue collection, site clearance and long-standing projects.

Focus is placed on the “bottlenecks”: Solutions are needed to effectively address obstacles in public investment disbursement, budget collection, land clearance, and long-standing projects.

To achieve the above objectives, the Chairman of the Provincial People’s Committee suggested the entire political system to concentrate on four groups of priority tasks:

First, the province must step up budget revenue collection and ensure 100% disbursement of the 2025 public investment capital plan. These are two pivotal economic tasks requiring the most determined leadership.

It’s necessary to strengthen revenue mobilization and diversify social funding sources. The province must strive to collect over VND 100 trillion in budget revenue in 2025, while controlling recurrent spending, practicing fiscal restraint and directing funds toward development investment, social housing and social welfare.

Public investment disbursement must be accelerated, treating it as a key driver of growth. The province is committed to fully disbursing 100% of the 2025 public investment capital plan, prioritizing strategic infrastructure projects and nationally and inter-regionally significant works such as Long Thanh International Airport; the Gia Nghia–Chon Thanh, Dau Giay–Tan Phu and Bien Hoa–Vung Tau expressways; Ho Chi Minh City’s Ring Roads 3 and 4; and the Ma Da Bridge.

The province will apply a “green lane” mechanism in project appraisal to streamline administrative procedures; develop detailed Gantt charts to track the progress of each project; resolutely deal with delayed projects and reallocate capital to those with good disbursement performance; and link disbursement results with the year-end assessment and ranking of officials and heads of agencies.

Second, there’s a need to boost production and investment attraction. Accordingly, the province will promote industrial–construction, services, and high-tech agriculture – its three key growth pillars. The industrial–construction sector aims for growth of over 22.6%, focusing on processing and manufacturing, energy, new materials, and supporting industries; the services sector targets growth of over 9%, with an emphasis on logistics, tourism, and e-commerce; and agriculture is expected to grow by nearly 4%, following an organic, high-tech direction, aligned with processing industries and agricultural value chains.

Implementing strategic planning, developing key infrastructure, and fostering inter-regional connectivity within the Southeast region remain crucial. Dong Nai is working closely with Ho Chi Minh City to establish a modern inter-regional connectivity network, maximizing the province’s role as a “gateway” in transportation, logistics, and export-oriented processing industries. At the same time, Dong Nai is expediting the development of new urban plans for Bien Hoa, Nhon Trach, and Trang Bom, while adjusting of the Provincial Planning for the 2021–2030 period, with a vision to 2050.

Ongoing efforts should be made to significantly improve the investment and business environment. Priorities include ensuring reductions in administrative processing time, particularly for procedures related to land, construction, and investment licensing. Proactive preparation is needed to ensure the availability of clean land reserves and synchronized infrastructure at new industrial zones such as Long Duc 3, Phuoc Binh 2, Bau Can – Tan Hiep, and Xuan Que – Song Nhan to boost the attraction of high-quality domestic and foreign direct investment (FDI).

Third, the province must fulfill all targets on culture, social development, and social welfare, with emphasis on human resource development, innovation, and digital transformation.

Efforts will be intensified to ensure macroeconomic stability, social security, and improved living standards for the people, particularly workers, residents in remote areas, and ethnic minority communities. Emphasis is placed on effectively implementing poverty reduction, vocational training, and job creation programs; and make thorough preparations for the 2026 Lunar New Year (Year of the Fire Horse), ensuring no one is left behind.

The provincial authorities will continue to commence and construct social housing projects, striving to complete 4,208 units in 2025.

Fourth, the province will safeguard national defense, security, and uphold administrative discipline. The public security forces must continue to carry out intensive campaigns to crack down on crime, especially offenses related to social order and drug trafficking, while in line with the directive to tighten control and bring down crime rates.

A synchronized implementation of key measures will be maintained to ensure the two-tier local government model operates in a stable and effective manner. The province will strengthen the sense of responsibility, discipline, and integrity among civil servants and public employees, particularly at the grassroots level. It will also accelerate the implementation of Scheme 06 on digital transformation and population data to better facilitate services for citizens and businesses

Regarding various opinions and proposals raised during the conference, comrade Vo Tan Duc provided detailed responses, outlining the province’s policies, directions, and implementation plans for each issue presented by the localities.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee Vo Tan Duc emphasized that the fourth quarter of 2025 is the peak period for intensified efforts. All departments, agencies, and localities must act with the highest sense of responsibility to successfully fulfill the remaining tasks, conclude 2025 with comprehensive success, and create the momentum for a breakthrough in 2026.
