Strengthening people’s trust and solidarity to help Dong Nai “take off”

In this new phase of development with a vast territorial space and clearly identified potentials and advantages, the consensus and spiritual strength of nearly 4.5 million residents serve as the foundation for Dong Nai to pursue its goals of green, civilized, and modern development.

To realize these goals, one of the key solutions set forth by the Provincial Party Organization for the new term is to innovate mass mobilization work and strengthen the close relationship between Party committees at all levels and the people.

Closer to the people, more connected with the people

Looking back at the 2020–2025 term, Dong Nai’s mass mobilization work achieved many notable results, focusing on grassroots-level engagement and the practical interests of the people through emulation movements, specific programs, and plans suited to local realities. These efforts helped foster social consensus, especially in implementing planning projects, developing investment initiatives for socio-economic growth, and conducting compensation and resettlement. Notably, this includes the Long Thanh International Airport project, the largest project ever in the province in terms of land acquisition, compensation, support, and resettlement.

Public reception, dialogue, and the resolution of legitimate concerns raised by residents have received direct attention and participation from leaders of Party committees and authorities at all levels. Being close to and respecting the people has become a guiding principle, translated into practical and vibrant models across localities in Dong Nai.

Among the five lessons learned from the past term, the Provincial Party Organization emphasized the importance of respecting and staying close to the people. Every Party resolution or policy must stem from the legitimate aspirations and interests of the people, upholding the principle that “the people are the foundation” and “the people are at the center.” The province continues to implement the motto: “People know, people discuss, people do, people inspect, people supervise, and people benefit.” Regular dialogues and timely, effective responses to public concerns remain key priorities.

Following the grassroots Party congresses and the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term, many initiatives have been launched to put the Party Congress resolutions into practice. In the open, friendly, and welcoming space of the waiting area within the courtyard of the communal martyr’s temple, standing members of the Dau Giay Commune Party Committee, and leaders of the communal People’s Council, People’s Committee, and Fatherland Front Committee, together with agencies and mass organizations of the commune, meet directly with residents to listen to, share, and discuss issues of concern. This activity, part of the “Morning Coffee – Listening to and Discussing with the People” model, reflects the local Party Committee’s determination to bring the commune Party resolutions into life and to build a government close to the people and serving the people. Without having to visit government offices, residents can now talk directly with local leaders over a cup of morning coffee.

Nguyen Thi Viet, Chairwoman of the Vietnam Fatherland Front Committee of Dau Giay Commune, said the model helps Party committees, authorities, and mass organizations listen to the thoughts, aspirations, and feedback of citizens, businesses, veteran officials, and Party members. It strengthens public relations work and reinforces people’s trust in the Party and local government. This approach also helps officials better understand and empathize with residents while promoting democracy and promptly addressing grassroots issues, motivating the public to actively contribute to local socio-economic development.

Promoting the people’s strength

After the provincial merger, Dong Nai now has a vast development space with nearly 4.5 million residents. This provides an opportunity to unleash the internal strength, aspirations, and determination of all social strata toward sustainable development in the new period. At the same time, Dong Nai’s cultural, historical, ethnic, and religious diversity requires deeper, more innovative, and more practical approaches to mass mobilization. Local governments across 95 communes and wards are actively transitioning from passive administration to proactive service, from management to development facilitation. The 1st Provincial Party Congress Resolution (2025–2030 term) is being thoroughly disseminated to all strata of the population.

In the post-merger context, the redeployment and reassignment of officials to new positions bring both advantages and challenges. Yet, this is also a chance for cadres to stay closer to the people, understand their lives better, and strengthen their sense of responsibility in serving them. When local policies are grounded in the people’s lives and aspirations, they foster unity and consensus, enabling Dong Nai to grow commensurately with its potential.”

Tan Hung Commune, home to a large ethnic minority population, has identified mass mobilization as a key focus for the new term. At the 1st Provincial Party Congress discussion session, Mac Dinh Huan, Secretary of Tan Hung Commune Party Committee, emphasized that during the early stage of operating the two-tier local government system, building unity and consensus among the people is crucial. The most important factor, he noted, is the quality of local officials. Specific measures are needed to ensure that those engaged in public affairs remain close to and attentive to the people, timely capturing their expectations and concerns to effectively advise Party committees. He also stressed the importance of stronger and more substantive coordination among agencies to address public issues and petitions.

Similarly, Vien Hong Tien, Secretary of the Bien Hoa City Party Committee, stated that in the context of Dong Nai’s growing advantages and ambitious development goals, it is essential to reaffirm the vital role of mass mobilization within the political system. This will guide practical and effective implementation, while emulation movements should be launched to harness the collective strength of the people in building a green, prosperous, civilized, and modern Dong Nai.

To ensure that the Resolution of the 1st Provincial Party Congress (2025–2030 term) is swiftly brought to life, Dong Nai has placed strong emphasis on communication and public engagement.

Providing a summary of the Congress outcomes, Nguyen Thi Hong Trang, Provincial Party Committee member, Acting Head of the Provincial Commission for Propaganda and Mass Mobilization stressed that: All subordinate Party Committees must thoroughly study, disseminate, and communicate the Congress Resolution among all officials, Party members, and citizens. This will ensure unity in awareness and action across the entire Party and society. Communication efforts must go hand in hand with patriotic emulation campaigns and civic movements, motivating all social strata to work together toward achieving the goals and targets set out in the Congress Resolution.
