“To continue fine-tuning the organizational apparatus of political system in the coming period, Party committees and organizations, leaders of agencies and units at all levels must focus on leading, directing, disseminating, and thoroughly communicating to officials and Party members the significance and importance of this task; strengthening information and communication about the Party’s policies, orientations, and national development strategies; mechanisms, policies, and socio-economic achievements, as well as the operational effectiveness of the two-tier local government model.”
This was emphasized by Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee (PPC), and Chairwoman of Dong Nai People’s Council Ton Ngoc Hanh during the conference reviewing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Party Central Committee on continuing to innovate and restructure the political system apparatus for streamlined, effective, and efficient operation, held on the morning of October 14.

Presiding over the conference were Alternate Member of the Party Central Committee, Standing Deputy Secretary of the PPC, and Chairwoman of Dong Nai People’s Council Ton Ngoc Hanh; Deputy Secretary of the PPC and Chairman of the Provincial People’s Committee Vo Tan Duc; Deputy Secretary of the PPC and Chairwoman of the Vietnam Fatherland Front (VFF) Committee of Dong Nai province Huynh Thi Hang; and Deputy Secretary of the PPC and Head of the PPC’s Organization Commission Thai Bao.
Attending the conference were representatives of leaderships from the Party Central Committee (PCC)’s Commissions; members of the Provincial Party Standing Committee and the Provincial Party Executive Committee; and key leaders of provincial and commune-level agencies and units.

According to the PPC’s report, after eight years of implementing Resolution No. 18, awareness and responsibility among Party committees, authorities, and the entire political system in Dong Nai have been significantly improved. Tasks and solutions set out in the resolution have been carried out seriously, yielding positive results. The management of the organizational apparatus and staffing has ensured the Party Committee’s comprehensive leadership and the tight management of authorities at all levels.

The organizational structure of the political system has been streamlined, reducing intermediary levels and leadership positions. The functions, duties, power and operational relationships among agencies have been gradually improved, minimizing overlaps and redundancies. The task implementation has become more synchronized and unified, optimizing available resources.
The allocation of staffing has been aligned with actual requirements, and personnel quality has gradually improved. Public service units have been reorganized more efficiently, and the initial results of the autonomy mechanism have been positive. Administrative reform has shown progress, and the application of information technology in direction and management has been increasingly strengthened.

These organizational reforms have contributed to enhancing the effectiveness and efficiency of the political system, meeting the province’s development requirements.
Since July 1, 2025, when Dong Nai began operating under the two-tier local government model, the Party organization has 99 directly affiliated Party committees, 7 agencies under the PPC, and 315 agencies and units under subordinate Party committees.

At the government level, Dong Nai currently has 61 provincial-level agencies and units (a reduction of 4); 14 departments and sectors (reduced by 13 departments and 119 sub-departments); one administrative body equivalent to a department; 34 public service units under the Provincial People’s Committee; and 181 public service units under provincial departments.
At the commune level, there are 190 People’s Council agencies, 279 specialized agencies, 94 public administration service centers, and 1,116 public service units under commune People’s Committees.
After the administrative reorganization, the number of mass organizations assigned by the Party and State has decreased to 427 (down by 559 organizations, including 36 at the provincial level, 169 at the district level, and 354 at the commune level).
Regarding the consolidation of administrative units and residential areas, Dong Nai now has 95 commune-level administrative units (a reduction of 175) with 1,772 hamlets, villages, and neighborhoods.

During the presentations and discussions at the conference, several agencies and units noted that, alongside the achievements in implementing Resolution No. 18, there remain limitations and challenges that need to be addressed. These include: some subordinate units under departments and sectors, after mergers, have become large in scale with numerous functions and work areas, leading to difficulties in assigning and arranging personnel in charge; the downsizing of staff has not been effectively linked with restructuring the contingent of officials, public employees, and civil servants; the number of public employees tends to increase; and the operation of the two-tier local government system still faces certain obstacles and challenges.
In her concluding remarks at the conference, Comrade Ton Ngoc Hanh emphasized that, to continue fine-tuning the organizational structure of the political system in the coming time, Party committees at all levels, Party organizations, and leaders of agencies and units should focus on providing strong leadership and direction in thoroughly disseminating and communicating to officials and Party members the significance and importance of perfecting the political system’s organizational apparatus. She also called for promoting information and communication about the Party’s guidelines, orientations, national development strategies, mechanisms, and policies, as well as the country’s socio-economic achievements and the effectiveness of the two-tier local government model. Additionally, efforts should be strengthened to combat, prevent, and counter false and hostile information in cyberspace; while effective models and good practices should be replicated to create widespread influence and social consensus.

Promoting the strengths and achievements attained, efforts should be focused on addressing existing limitations, especially on promptly resolving difficulties and obstacles arising during the practical implementation of the political system’s apparatus and the two-tier local government model. It is necessary to strengthen inspection, guidance, and professional training; invest in infrastructure and working equipment; and reorganize and reassign commune-level officials and civil servants to ensure the apparatus operates smoothly, effectively, and efficiently under the principle “the new must be better than the old, words must go hand in hand with actions, and unity must be made to serve the people.” This should be done without disrupting public service operations or neglecting assigned tasks.

The heads of the units should pay close attention to training civil servants and public employees to ensure they can quickly grasp and effectively handle assigned tasks. They should also encourage those with a spirit of learning, diligence, and a strong sense of responsibility toward their work. Those who fail to meet these requirements should be subject to screening and replacement when necessary.
Each agency and unit should promote a strong sense of solidarity, comradeship, and collegial affection, fostering mutual support and assistance in the workplace. Leaders at every level and locality must set an example in practicing these values; the higher the position, the greater the responsibility to lead by example and devote more effort to their work.

The PPC commended several provincial departments and sectors for assigning professional staff to communes and wards to provide on-site support. Some provincial agencies have also organized hands-on professional training sessions to help grassroots officials effectively perform their duties under the two-tier local government model.
Comrade Ton Ngoc Hanh stressed that the province and communes face growing workloads, particularly with the goal of achieving double-digit economic growth. Therefore, each agency and locality must have solutions and a capable team of officials to meet these demands. She called for unity and mutual assistance among localities, those with better conditions and stronger cadres should support those facing more difficulties, all for the goal of serving the people and the province’s development.

While effectively serving the people’s livelihood, agencies, units, localities, and officials, civil servants, and public employees must also engage in communication and education to help citizens understand that all Vietnamese citizens must live and work in accordance with the Constitution and the law.
The PPC urged both provincial and commune levels to continue sharing responsibilities and promptly address operational issues within the two-tier local government model to ensure faster and smoother administration across the province.
At the conference, Chairman of the Provincial People’s Committee awarded certificates of merit to 31 collectives and 99 individuals for outstanding achievements in implementing Resolution No. 18-NQ/TW.
