On the morning of September 30, on behalf of the Politburo, Politburo member, Party Central Committee Secretary, and Head of the Party Central Committee’s Commission for Internal Affairs, Phan Dinh Trac, attended and delivered directives at the 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 tenure. He emphasized that this is a major political event of exceptional historical significance following the merger of Dong Nai and Binh Phuoc provinces. It marks a new stage of development, laying the foundation and setting the direction for the province’s long-term, sustainable growth in the 2025–2030 period and for many years beyond. At the same time, it stands as an important milestone affirming the determination, intellect, capacity, and aspirations of all Party members, officials, and residents of Dong Nai Province in the new context, joining the nation in entering a new era, an era of strong, prosperous, civilized, and thriving national development.

On behalf of the Party leadership, Comrade Phan Dinh Trac commended the efforts and determination of the Party Committee, government, and people of Dong Nai Province, and congratulated them on the significant achievements attained during the past term. He noted that despite facing numerous difficulties and challenges, with strong determination, the Party Committees, governments, and people of both Dong Nai and Binh Phuoc provinces upheld their revolutionary and patriotic traditions, maintained solidarity, dynamism, and creativity, and made great efforts to achieve important and relatively comprehensive results across all sectors, successfully meeting or exceeding 60 out of 70 targets set by the congress resolution.
Comrade Phan Dinh Trac stressed that the accomplishments of the Dong Nai Party Committee are the outcome of persistent, continuous efforts across many terms by the Party Committees, authorities, and people of both Dong Nai and Binh Phuoc. These successes stem from the heroic revolutionary traditions of the homeland, the experiences passed down through generations of officials, and the creative and effective application of the Party’s renovation policies to local realities, along with the support and attention of the Party Central Committee, leading to the achievements and potential Dong Nai enjoys today.
Alongside these important results, he also pointed out that Dong Nai still has shortcomings and limitations, as noted in the Political Report presented at the congress.
He emphasized that Dong Nai’s outstanding advantages in the upcoming term include its broader development space (with an area of nearly 13,000 square kilometers and a population of about 4.5 million, ranking ninth nationwide in area and fifth in population); the presence of national and regional key projects that have been, are being, and will be implemented in the province (such as Long Thanh International Airport, Phuoc An Port, and ten expressways); and stronger decentralization and delegation of authority from the central government to the locality, under the motto of “localities decide, localities act, localities take responsibility”. The greatest difficulty and challenge, he noted, lies in the capacity, qualities, and prestige of the contingent of cadres and leaders at all levels, in particular, and of high-quality human resources in general. Only by effectively leveraging opportunities and advantages while addressing difficulties and challenges can the resolution of the Congress be turned into reality.

Comrade Phan Dinh Trac also emphasized that Dong Nai now has a golden opportunity to make a breakthrough, becoming a dynamic growth pole and a hub for industry, services, logistics, modern tourism, and high-tech agriculture in the southern region and the entire country. However, this also presents a challenge, requiring the provincial Party Committee to have strategic vision, strong political determination, decisive action, and synchronized, effective implementation.

Emphasizing the importance of strengthening Party building and rectification, along with developing a clean, strong, and comprehensive political system, Comrade Phan Dinh Trac affirmed that this is a pivotal task. He expressed appreciation that the Political Report, from the review of the previous term and lessons learned, to the identification of viewpoints, goals, key tasks, strategic breakthroughs, and major solutions for the new term, has consistently placed Party building and rectification, including the development of the cadre contingent, as a top priority. He stressed that this is a valuable lesson drawn from Dong Nai’s experience over the past term.
Therefore, it is essential to continue implementing Conclusion No. 21 of the Party Central Committee on Party building and rectification seriously and resolutely, closely linked with studying and following Ho Chi Minh’s ideology, morality, and lifestyle.
Particular attention must be paid to developing a contingent of cadres at all levels, especially leaders and managers, starting with those at the top, who must truly lead by example. They must boldly reform working styles and methods; be dedicated, visionary, and driven by a strong desire to contribute; and be willing to confront difficulties and challenges. They must dare to think, dare to act, dare to take responsibility, and dare to innovate creatively for the common good.
He emphasized the importance of aligning words with actions, turning difficulties into motivation, and transforming challenges into aspirations for progress, equipped with a new mindset, new vision, new knowledge, renewed determination, and decisive action.

Dong Nai is required to strictly uphold the revolutionary ethical standards of diligence, thrift, integrity, righteousness, impartiality, and selflessness. Responsibility, exemplary conduct, and self-discipline in cultivation and training must be emphasized among cadres and Party members. The higher the position, the greater the need for exemplary behavior. Particular attention should be given to building a united, cohesive, and exemplary Executive Committee of the Provincial Party Committee that is pioneering and responsible in all aspects. Unity must begin with the Standing Board and the Executive Committee of the Provincial Party Committee, serving as the core for Party unity and for solidarity among the people. At the same time, it is necessary to strengthen control over power and persistently intensify the fight against corruption, wastefulness, and other negative practices with determination, stronger, more drastic and effective actions, contributing to consolidating the people's trust and attachment to the Party, the State, and the socialist system.
Another key task of this term is to focus leadership and direction on ensuring that the two-tier local government model operates smoothly, effectively, and efficiently, thereby enhancing the quality of public service delivery. This endeavor is a critical and distinctive task of the current term, laying the groundwork for future terms. The current imperative is to drive a fundamental shift in mindset and working style across the political system, from administrative management to a model that serves and fosters development; from issuing directives to listening, understanding, and working alongside the people and businesses, guided by the principle: “localities decide, localities act, localities take responsibility.”
Phan Dinh Trac, Head of the Party Central Committee’s Commission for Internal Affairs, emphasized that the Provincial Party Committee must closely monitor, accurately identify, and promptly address, or propose that competent authorities address, any bottlenecks and shortcomings in the operation of the commune-level political system, particularly in areas such as staffing, professional personnel, infrastructure, digital transformation, and office facilities. He also called for gradual research and development of comprehensive commune clusters tailored to the specific characteristics and conditions of each locality. He emphasized the need to strengthen inspection, guidance, and training to ensure that the commune-level political system functions smoothly, effectively, and efficiently, serving the people and businesses without disruption or delay, leaving no tasks unattended, and continually improving, day by day.
Comrade Phan Dinh Trac also emphasized that the Party Committee, authorities, and people of Dong Nai must act with greater determination, dynamism, and creativity, mobilizing and effectively utilizing all resources both within and beyond the province to drive development. He underscored the need to turn difficulties and challenges into momentum, transforming potentials, advantages, and aspirations into breakthroughs for growth, with the resolve to rise, take the lead, and move ahead. To achieve this, he stressed, the province must first commit to reaching an annual growth rate of 10%. It must also urgently finalize, review, and adjust its provincial master plan for the 2021–2030 period, with a vision to 2050, to create new development space and opportunities. In particular, the focus should be on building four key zones and investing in the formation of major tourism clusters and destinations, as identified in the draft resolution.
Dong Nai is also expected to accelerate science and technology development, promote innovation and digital transformation, and carry out administrative procedure reform. Improving the business and investment environment is essential, with citizens and enterprises placed at the center and their satisfaction used as the measure of success. The province should strongly encourage investment in high-tech and environmentally friendly industries, as well as food processing and agricultural machinery manufacturing. It should expand concentrated organic and eco-friendly agricultural production applying advanced technology, and maintain its role as the nation’s livestock hub.
Dong Nai must focus on developing innovation zones, high-tech zones, and centralized IT parks to enhance technological capacity. It should mobilize all available resources to develop a synchronous socio-economic infrastructure. The full potential of Long Thanh International Airport must be maximized to position Dong Nai as a multi-regional connectivity hub, a logistics center, and the southern transit gateway of the country. Priority should also be given to improving the quality of human resource training, vocational education, and job creation, with the aim of transforming Dong Nai into a regional center for education and training. At the same time, the province must effectively implement national target programs to improve all aspects of people’s lives, striving to eliminate poverty across the province by 2030.

Along with these efforts, Dong Nai must strengthen mass mobilization work and promptly and definitively resolve complaints and denunciations. The province should strengthen national defense, safeguard political security, and adopt more effective measures in crime prevention, thereby ensuring social order and safety. It must proactively detect and handle complex situations in a timely manner, avoiding passivity or surprise, preventing the emergence of “hot spots” or the formation of opposition political organizations in the locality, while building a border of peace, friendship, and development.
Phan Dinh Trac, Head of the Party Central Committee’s Commission for Internal Affairs, requested that immediately after the congress, the province urgently finalize and issue an action program to implement the congress resolution, and establish working regulations for the Party Committee to ensure effective execution. The action program must be concrete, closely aligned with local realities, and clearly define tasks, contents, responsible organizations and individuals, deadlines, and expected outcomes. It should focus on practical, feasible programs, projects, and initiatives with clearly defined priorities to ensure effective implementation.
