Setting the stage for development through cadre work

The 1st Dong Nai Provincial Party Congress for the 2025–2030 term has set a general goal for 2030: building Dong Nai into a green, prosperous, civilized, and modern province, striving to meet the basic criteria of a centrally-governed city.

To realize this goal, the Congress identified eight key tasks and three strategic breakthroughs. Among these, the role of the cadre force is emphasized as fundamental, success or failure in any endeavor depends on whether the cadres are competent or not.

Staying dynamic, creative, and taking strong action for growth

According to Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee’s Organization Commission Thai Bao, Dong Nai, as a key industrial province endowed with significant potential and advantages, is facing the challenge of making breakthroughs to match its development level.

In recent years, one issue that has always received special attention from the Provincial Party Standing Committee is the arrangement and appointment of cadres to meet work requirements, ensuring appropriate numbers and structures, particularly reinforcing cadres in key, dynamic economic areas as well as those facing difficulties and challenges.

Over the past years, Dong Nai has achieved significant socio-economic progress, ranking among the top localities nationwide in budget revenue. These results are largely attributed to the efforts of local key leaders at all levels. Particularly with a national project like Long Thanh International Airport located in the province, a lack of capable and decisive officials would risk stagnation, resource waste, and delays in the overall development of the Southern key economic region.

Today, as the world and the region are undergoing rapid and complex changes, Dong Nai is increasingly affirming its role as a key gateway connecting the Southeast and Central Highlands regions thanks to its strategic location, especially strong transport connectivity, and potential for industrial and logistics development. The province has also become a centerpiece of competition in supply chains, industrial production, resource exploitation, and environmental protection. Therefore, the province’s key officials are required not only to possess a solid understanding of traditional economic management but also to be capable of accessing new areas of knowledge such as global supply chains, green policies, renewable energy, and digital governance.

Following the recent administrative merger, Dong Nai now shares a 258.939-kilometer border with the Kingdom of Cambodia, creating new opportunities for trade and international exchange while posing challenges in border management and the fight against smuggling and transnational crime.

To realize the aspiration of building a modern, fast-growing, and sustainable Dong Nai, the Provincial Party Committee and subordinate committees must focus on developing a pioneering, action-oriented team of key officials. They should continue to improve the qualification standards for officials and the system of specific evaluation criteria for each position and category of personnel, in conjunction with implementing the responsibility-setting and exemplary role of key officials. Making public the assigned areas of work, performance targets, and task outcomes of key officials is required, so that Party members and the public can monitor, supervise, and provide feedback.

The province will actively identify, attract, select, train, and nurture cadres domestically and abroad, particularly young scientists with potential. Priority should be given to implementing foreign language training programs for officials and enhancing their management and leadership capacity. Postgraduate training should be focused on fields and disciplines that serve the province’s development needs.

Strengthening the rotation of officials across sectors and administrative levels within the province is necessary to enhance personnel training. A balanced and harmonious arrangement must be ensured between personnel rotation and the development of local human resources. More officials should be assigned to key areas and sectors facing difficulties or complexity, creating opportunities for the officials to contribute, gain practical experience, and achieve comprehensive development.

United and driven by aspiration for breakthrough development

Party Secretary and Chairwoman of the People’s Council of Tam Phuoc ward Nguyen Thi Phuong shared: “The strategic decisions adopted at the 1st Dong Nai Provincial Party Congress for the 2025–2030 term will create a strategic turning point, reflecting the province’s wisdom, vision, and resilience in the new era. I firmly believe that through unity, creativity, practical action, promoting community’s internal strength and fostering the spirit of daring to think, act, and take responsibility among officials, along with the consensus of the people, Dong Nai will successfully realize its goals.”

In his directive speech at the 1st Provincial Party Congress for the 2025–2030 tenure, comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, and Head of the Party Central Committee’s Commission for Internal Affairs, emphasized that Dong Nai is enjoying a “golden opportunity” for breakthrough development. In this new stage of growth, Dong Nai must pay particular attention to building a strong contingent of officials at all levels, especially leaders and managers, first and foremost those in top positions, who must serve as true role models, boldly renew their working style and methods, and demonstrate both competence and dedication. They must possess a genuine aspiration to contribute, be willing to face difficulties and challenges, dare to think, dare to act, dare to take responsibility, and dare to innovate for the common good. They should match words with deeds and deeds with words; turn difficulties into motivation and challenges into aspirations for advancement, equipped with a new mindset, a new vision, new knowledge, renewed determination, and decisive action.

He emphasized that the higher the position of a Party member or official, the greater the need for exercising exemplary conduct and unity. Solidarity must begin with the Standing members, the Standing Board of the Provincial Party Committee, and the Provincial Party Executive Committee as the core to foster unity among the Party organization, among ethnic groups, between religious and non-religious communities, and among the entire population.

Dong Nai has set ambitious targets for the 2025–2030 period, including an annual growth rate of 10%, meeting basic criteria for a centrally run city, an average budget revenue increase of 10–12% per year, and a per capita GRDP exceeding 250 million VND. These are significant challenges for the province in the coming years.

To achieve these goals, Dong Nai has identified eight key tasks and three strategic breakthroughs, including improving the quality of the two-tier cadre system, especially key officials with strong political resolve, integrity, competence, high motivation, and dedication, who possess the prestige necessary for their roles. Another breakthrough involves developing high-quality human resources and a modern education system to meet development needs, focusing on economic management, science and technology, and digital transformation. The province will implement annual action plans to carry out these breakthroughs, contributing to the vision of a green, prosperous, civilized, and modern Dong Nai.

“The province emphasizes the control of power and resolutely and persistently fight against corruption, wastefulness, and other negative acts with stronger determination and greater effectiveness, thereby reinforcing public trust in the Party, the State, and the socialist regime. The province is firmly committed to preventing the recurrence of past violations and the loss of officials, as experienced in recent times.

At the same time, it is necessary to boldly screen and replace weak, unqualified, or irresponsible officials who lack diligence and professionalism. Meanwhile, cadres who are committed to making contribution, dare to face difficulties and challenges, dare to think, act, take responsibility, and innovate for the common good must be respected, encouraged, and protected.
