Promoting “Skillful mass mobilization” emulation movement in Dong Nai for 2025–2030 period

In order to enhance the quality and effectiveness of the “Skillful mass mobilization” emulation movement, ensuring its practical significance and broad impact in line with the new context, on October 14, 2025, on behalf of Dong Nai Provincial Party Standing Committee (PPSC), comrade Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee (PPC) and Chairwoman of the Dong Nai People’s Council, signed Directive No. 1-CT/TW on further promoting the “Skillful mass mobilization” emulation movement across Dong Nai province for the 2025–2030 period.

The PPSC requested that Party committees, authorities, the Vietnam Fatherland Front (VFF), political–social organizations, and mass associations assigned by the Party and State across the province continue to lead and direct the implementation of the “Skillful mass mobilization” emulation movement and enhance communication and dissemination of the Party’s guidelines on mass mobilization work. The movement should be identified as one of the key tasks in mass mobilization under the new circumstances.

Each locality and unit should develop specific documents to concretize the implementation of the “Skillful mass mobilization” emulation movement in line with their practical conditions. It is necessary to promote the exemplary role and responsibility of officials and Party members, especially heads of agencies and localities, in leading, directing and actively participating in the “Skillful mass mobilization” emulation movement at the grassroots level.

Agencies and localities are instructed to review existing or potential “Skillful mass mobilization” models that have proven effective and are suitable for local political tasks and conditions, serving as the basis for registration and implementation starting from 2026.

Each commune and ward is expected to build at least one practical and replicable “Skillful mass mobilization” model each year. The establishment of such models is encouraged in workers’ housing areas, religious communities, ethnic minority regions, remote areas, and border regions.

Exchange and learning activities should be organized to share experiences and good practices. At the same time, the application of information technology should be strengthened in monitoring, evaluating and reporting on the movement’s results.

The Party Committee and leaders of the Provincial People’s Committee are to direct local governments at all levels to promote the “Skillful mass mobilization” emulation movement in association with administrative mass mobilization, grassroots democracy, and strengthened dialogue and timely settlement of complaints, denunciations, and pressing issues among the people.

The province will continue to maintain and expand the “Friendly government” model uniformly across all administrative levels. Priority will be given to building and replicating “Skillful mass mobilization” models in administrative procedure reform, as well as in mobilizing public consensus in land clearance, land recovery and resettlement support for socio-economic development projects. Collectives and individuals with outstanding achievements in mass mobilization and the “Skillful mass mobilization” emulation movement will be promptly commended and rewarded.

The Party Committee of the Dong Nai VFF will lead the Provincial VFF to guide, develop and implement the “Skillful mass mobilization” emulation movement within the Front system, political–social organizations, and mass associations assigned by the Party and State. The movement should be tailored to each organization’s characteristics and linked to ongoing emulation campaigns and movements launched by localities and sectors, focusing on models that support members and residents in the locality.

Provincial armed forces units are to proactively build and implement “Skillful mass mobilization” models suited to their sector’s characteristics, in conjunction with promoting the “All-People Movement for National Security Protection” movement and fulfilling national defense and security tasks.

The PPSC assigned the PPC’s Propaganda and Mass Mobilization Commission to guide the registration and recognition process of “Skillful mass mobilization” models for uniform implementation across the province. The Commission will also direct and orient communication activities through mass media; monitor, inspect, and summarize annual results of the “Skillful mass mobilization” emulation movement; and advise the PPSC to review and conclude the implementation of this directive by the end of 2030.
