Comrade Ton Ngoc Hanh emphasized that following the teachings of beloved President Ho Chi Minh “Emulation is patriotism, patriots must emulate”, over the past five years, patriotic emulation movements across the province have developed strongly, fostering a vibrant spirit of emulation throughout society.
Despite facing many difficulties and major challenges, Party committees, authorities, the Vietnam Fatherland Front (VFF), and socio-political organizations at all levels in the province have promptly implemented numerous active and effective measures to promote patriotic emulation, mobilizing the great strength of national solidarity to overcome challenges, fulfill socio-economic and defense-security targets, and improve the material and spiritual lives of the people while strengthening the great unity bloc of the entire nation.
Providing additional information on the province’s outstanding achievements, Standing Deputy Secretary of the PPC Ton Ngoc Hanh noted that Dong Nai’s gross regional domestic product (GRDP) in the third quarter of 2025 recorded double-digit growth (10.18%), ranking third nationwide. The province’s cumulative nine-month GRDP rose by 8.86%, placing tenth in the country. State budget revenue for the first nine months reached nearly VND 64 trillion, achieving 91% of the target assigned by the Prime Minister and 86% of the estimate approved by the Provincial People’s Council. Foreign direct investment inflows totaled US$ 2.407 million. The province’s “All people join hands to build new-style rural areas” movement achieved positive results, with 67 out of 72 communes (93.05%) meeting new-style rural standards, and many recognized as model new rural communes. The education and training, science and technology, culture, social affairs, and healthcare sectors have seen significant progress.
Dong Nai ranks second nationwide in the satisfaction index of citizens and businesses and even topped the country in September. Social welfare has been further enhanced, with the living standards of residents continuously improving. National defense, security, and foreign affairs remain strengthened and stable. Socialist democracy and the power of national solidarity continue to be upheld. The work of building the Party and the political system has been actively promoted, achieving many significant results.
The Standing Deputy Secretary of the PPC affirmed that patriotic emulation movements have made substantial contributions to such common achievements through various innovative and effective models, such as the “Excellent and creative labor” emulation movement among workers and employees, the “Good Teaching, Good Learning” movement in education, the “Determined to Win” and “For Homeland Security” movements in the armed forces, and campaigns such as “Day for the Poor – Leaving no one behind.”
These efforts have helped spread positive information throughout society, foster good values and strengthen people’s faith in a happy, modern, and civilized life. At the same time, many exemplary individuals and collectives have emerged in the fields of labor and production. Numerous research topics, innovations, and practical solutions have benefited both the State and the community, with many successful models replicated across the province and even nationwide.
On behalf of the PPSC, comrade Ton Ngoc Hanh extended her congratulations and commendations to collectives and individuals for their contributions to patriotic emulation movements and commendation work during the past five years.
Alongside these achievements, comrade Ton Ngoc Hanh also pointed out existing limitations: although the emulation movement has developed extensively, it has yet to achieve comprehensiveness. In some sectors, awareness and understanding of emulation work remain limited. The identification, promotion, nurturing, and replication of exemplary models have not been carried out regularly. These are shortcomings that must be addressed seriously so that the patriotic emulation movement in the coming time can truly become a strong driving force, contributing to the province’s rapid and sustainable development.
To further strengthen the province’s patriotic emulation movement, the Standing Deputy Secretary of the PPC highlighted several key tasks.
She called for continued and thorough implementation of President Ho Chi Minh’s ideology on patriotic emulation; effective enforcement of the Politburo’s Directive No. 41-CT/TW dated December 26, 2024, on enhancing the Party’s leadership in emulation and commendation work in the new context; and adherence to relevant local regulations. Party committees, organizations, and leaders of agencies and units must intensify their direction to ensure emulation movements are practical and effective, with emulation results serving as a key criterion for assessing the performance of leaders and managers at all levels. Each cadre and Party member must set an example, serving as the nucleus of emulation activities within their unit or locality.
The Standing Deputy Secretary of the PPC further underlined the need for a correct and comprehensive understanding of emulation work across sectors to ensure effective implementation. Emulation movements must be linked to political tasks, with clear, measurable objectives for each organization, individual, and community member. The content of the emulation must be clear and specifically defined in the execution of tasks by each organization, individual, official, party member, and citizen, with tangible results such as: emulation for outstanding completion of assigned duties, emulation in disbursing public investment capital, and emulation in labor and production. Emulation should be diverse in form, attract broad participation, and spread widely among individuals, families, and organizations, truly becoming a movement of the entire people.
Party committees, authorities, and political-social organizations at all levels must prioritize inspection, evaluation, preliminary and final reviews, promptly recognizing and rewarding collectives and individuals with outstanding achievements or initiatives applied in production, study, and work that bring benefits to individuals, collectives, and the community. The reward work must be conducted in a timely, accurate, and appropriate way, using the results of political task performance as the measure for recognition. Special attention should be given to identifying new talents, increasing exceptional awards, and promptly acknowledging and motivating workers, farmers, students, those directly engaged in labor, production, study, and scientific research. Through emulation movements, exemplary models should be promptly identified, nurtured, and widely publicized to spread their influence throughout society.
Comrade Ton Ngoc Hanh also stressed that it is essential to mobilize the strength of the entire political system to jointly and effectively implement emulation and reward activities, while consistently focusing on building a core force of leaders, managers, and emulation specialists. Rewarding at all levels should be carried out in a streamlined, strong, and effective manner. Personnel involved in emulation and reward work must possess strong ethical qualities and political integrity, have a thorough understanding of the Party’s guidelines and the State’s policies and laws on emulation and rewards, and possess extensive knowledge and experience. They should maintain close ties with the public and the emulation movement to actively advise party committees and authorities on emulation and reward activities.
Standing Deputy Secretary of the PPC Ton Ngoc Hanh emphasized: “Building on the achievements and lessons learned from the past five years, I am confident that with strong determination, great efforts, and the unified solidarity of the entire Party, the armed forces, and the people of our province, emulation and reward work, along with the patriotic emulation movement in the coming time, will surely achieve many new successes. This will create a crucial driving force, enabling Dong Nai province to confidently and readily join the nation in entering a new era of green, prosperous, civilized, and modern development.”

According to comrade Le Truong Son, under the sound leadership of the Party, the decisive administration of the government, and the unity of the people, Dong Nai has achieved outstanding results in all fields, from socio-economic development to national defense, culture, education, and healthcare. These achievements reflect the collective efforts, sense of responsibility, and deep patriotism of every citizen of Dong Nai.
Entering the 2025–2030 period, both the nation and Dong Nai province stand before new opportunities and intertwined challenges. For Dong Nai province, the effective implementation of the two-tier local government model, along with the completion and efficient operation of Long Thanh International Airport, brings significant benefits to the nation across multiple aspects, including the economy, society, national defense, and regional development.
On behalf of the PPC, People’s Council, People’s Committee, VFF, and the Provincial Emulation and Commendation Council, comrade Le Truong Son launched the 2025–2030 emulation movement under the theme “Solidarity, innovation, and emulation to build Dong Nai into a green, civilized, and modern province, joining the nation in entering a new era.” with key tasks including:
First, the province will continue to propagate, thoroughly grasp, implement, and organize the execution of the Party’s policies and the State’s laws on emulation and commendation in the new context, closely linked with following Ho Chi Minh’s thought and style on patriotic emulation, deeply internalizing Directive No. 41 dated December 26, 2024, of the Politburo. Especially in the current period, when the socio-economic situation faces many difficulties and challenges, each Party committee and head of agencies and units needs to strengthen leadership, guidance, and the organization of practical emulation movements. This aims to swiftly and effectively address key and priority tasks, remove obstacles, and achieve the set objectives. Each cadre and Party member should fully promote their pioneering and exemplary role, serving as the core in emulation movements.
Second, Dong Nai will strive to emulate and achieve outstanding completion of all targets, indicators, and tasks set forth in the Resolution of the 1st Provincial Party Congress and the 5-year socio- cultural-economic development plan (2025–2030); focus on restructuring organizational apparatus and human resources, innovating development models, and enhancing growth quality; build comprehensive infrastructure and promote the rapid and sustainable development of Dong Nai province; foster a healthy cultural environment, ensure stable national defense and security, and continuously improve the material and spiritual well-being of the people.
Third, the province will organize emulation movements with specific, practical, and clear objectives, closely linked to the political tasks of each agency, unit, and locality; comprehensively and creatively innovate the organization of these movements in both content and methods, avoiding ostentation or superficial forms that fail to bring effective results.
Fourth, emulation movements will be organized and launched in association with inspection, evaluation, preliminary and final reviews, and recognition of collectives and individuals with outstanding achievements, in order to encourage, motivate, and promote the emulation movements. Commendation should be made timely, accurately, and presented to the right individuals for the right achievements, with special attention given to rewarding workers, farmers, those directly engaged in labor or combat, and prioritizing exceptional commendations.
Fifth, Dong Nai will strengthen the efforts to identify, nurture, and expand exemplary models, creating conditions for these role models to fully exert their impact and achieve widespread influence throughout society. All levels and sectors should proactively and actively discover and develop exemplary individuals in the patriotic emulation movement; promote exemplary models and individuals with notable achievements in their work, ensuring coordinated implementation across the four stages: identification – nurturing – evaluation – and widespread replication of exemplary models.
Sixth, emulation movement will be strengthened by promoting initiatives and technical improvements through the application of science and technology across sectors and economic components, linked with the reorganization of production and the rationalization of processes to enhance productivity, quality, efficiency, and the competitiveness of each industry and sector. It’s essential to emulate in well carrying out national defense and security tasks; link the patriotic emulation movement with the Determined-to-win emulation movement and the movement titled: “All people participate in national security protection”; effectively carry out crime prevention programs, maintain political stability, and ensure public order and safety across the province. Continuous efforts must be made in emulation to improve the effectiveness of anti-corruption measures, promote thrift, and prevent waste, especially in the current context.
Seventh, the roles of the VFF and other social organizations must be leveraged in the province to focus on harnessing the strength of national solidarity in propagating, launching, and implementing campaigns and emulation movements, sharing experiences, and spreading exemplary models. This will encourage officials, civil servants, employees, workers, and all social strata in the province to actively participate in the emulation movement and achieve tangible results, ensuring that the patriotic emulation movement becomes a true revolutionary action movement of the people, contributing positively to the patriotic emulation movement of Dong Nai province.
With the spirit of “Emulation is patriotism, patriots must emulate,” at the first Dong Nai Provincial Patriotic Emulation Congress for the 2025-2030 period, Vice Chairman of the Provincial People’s Committee Le Truong Son called on all officials, civil servants, public employees, people from all social strata, agencies, units, localities, and businesses in the province to continue promoting the province’s fine traditions; to harness the collective strength of the entire people; to mobilize and use all resources effectively; and to actively respond to and participate in patriotic emulation movements. He urged them to seize golden opportunities to make breakthroughs, unite, innovate, and emulate in building Dong Nai into a green, prosperous, civilized, and modern province, aiming to meet the basic criteria of a Centrally governed city by 2030.

Vice Chairman of Dong Nai VFF Nguyen Tan Phu stated that, following the directives of the Central and responding to the nationwide patriotic emulation movement “Joining hands to eliminate temporary and dilapidated houses in 2025” under the Prime Minister’s decision, the VFF at all levels in Dong Nai has actively played a central role in mobilizing and connecting social resources. Throughout the implementation process, the VFF at all levels has truly acted as a “Center of unity, a bridge of trust” for the people. Under the motto “Those who have money contribute money, those who have talent contribute talent; those who have much give much, those who have little give little,” the VFF at all levels has received strong participation and support from the business community, entrepreneurs, religious organizations, and various social groups.
Over nearly the past two years, the province has built and repaired more than 3,600 great unity houses. In 2025 alone, the Provincial VFF Committee mobilized resources to build and repair over 1,300 great unity houses, valued at more than VND 111 billion, for policy beneficiaries, people with meritorious services, poor and near-poor households, and disadvantaged families in the province as part of the program to eliminate temporary and dilapidated houses. In addition, the Dong Nai VFF Committee has supported other provinces in the program, including VND 5 billion each for Cao Bang and Yen Bai, and VND 38 billion for Dak Lak to build houses for poor households, thereby strongly promoting the “Compassion of Dong Nai.” Completing the program ahead of schedule not only demonstrates the leading role of the VFF in mobilizing social resources but also highlights its core, guiding position in community welfare.
Alongside resource mobilization, the VFF at all levels has acted as the “people’s supervisor.” From reviewing and selecting beneficiaries to allocating funds and inspecting completed works, the Front has consistently upheld principles of transparency, democracy, and openness. As a result, the program has effectively built trust and strongly encouraged social responsibility among businesses, organizations, and individuals.
According to Vice Chairman of Dong Nai VFF Nguyen Tan Phu, a distinctive feature of the movement is that it goes beyond housing support to harness community solidarity. Many innovative models have emerged, such as three together with the people, mass organizations supporting households and Government supports – People take ownership… contributing to promoting self-reliance and resilience among citizens, transforming the movement into a highly meaningful campaign rich in human values and embodying the identity of the VFF. The results achieved not only helped the province complete the program ahead of schedule but also fostered trust and nurtured a spirit of unity and sharing in the community – core values of the VFF.
Vice Chairman of the Provincial VFF Nguyen Tan Phu emphasized that with the leadership of the PPC, the support of local authorities, and the joint efforts of businesses, religious organizations, and the people of all social strata, Dong Nai will soon achieve the goal: “Every citizen has a sustainable, happy home,” contributing to building a more civilized, prosperous, and beautiful Dong Nai.
