New momentum, renewed confidence

The upbeat and optimistic spirit toward the 1st Dong Nai Provincial Party Congress, tenure 2025-2030, is spreading widely from urban to rural areas. The people’s aspirations and rising confidence have filled everyone with positive energy, proactively embracing the mindset to advance to higher steps of the era. Nearly 4.5 million residents of Dong Nai, each like a flame of aspiration, come together as a giant torch, blazing with the determination for renewal.

The first Dong Nai Party Congress after the provincial merger marks the opening of a new chapter in the province’s development journey. It sets the mission of leading and guiding this land to advance rapidly and strongly into a new era of growth. This historic political event is therefore also a festival of confidence, collective wisdom, solidarity, aspiration to rise, and resolute actions to change the future and destiny of the homeland.

With all advantages in terms of location, scale, infrastructure, resources, and institutions, combined with new drivers from strategic projects and integration, the province possesses outstanding conditions for rapid, sustainable, green, and modern development. It is on track to become a leading hub for industry, logistics, services, tourism, and high-tech agriculture in Vietnam.

To maximize time and shorten the path to success, the Provincial leaders are urgently embarking on a comprehensive restructuring of development space, identifying new growth drivers and key economic models, and adapting flexibly to digital transformation, green economy, and circular economy. This process is opening breakthroughs in infrastructure, high-tech industry, smart urban development, human resource quality, and social welfare. As a launchpad for the aspiration to “take off,” the province is focusing on the core driver of double-digit growth: Long Thanh International Airport, associated with airport urban planning, a free trade zone, and leveraging tourism potential at Chua Chan Mountain, Ba Ra Mountain, Tri An Lake, Cat Tien National Park, and the Dong Nai River.

Today, Dong Nai affirms its role as a driving nucleus not only within the Southern Key Economic Zone but also as a solid bridge linking the Central Highlands and the South Central Coast.

According to Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai People’s Committee, the province’s need for a special mechanism stems not only from local aspirations but also from an objective requirement to fully unleash its potential and match its new status.

“The province urgently needs the Central Government to consider and issue special mechanisms and policies, similar to those applied to Hanoi, Ho Chi Minh City, Da Nang, and Khanh Hoa. A special mechanism will create a legal corridor and new development momentum, enabling Dong Nai to fully capitalize on its advantages, align with its potential, and serve as a growth driver for the entire Southeast region while contributing significantly to the country’s overall development,” the Chairman of the Provincial People’s Committee emphasized.

Amid unprecedented opportunities and prospects, with national-scale mega infrastructure projects, the 1st Provincial Party Congress is tasked with outlining a roadmap and strategic vision to turn potential into reality, positioning Dong Nai as a modern industrial province.

The new momentum is reflected in an unprecedented initiative during preparations for the Congress. Although not required by the Central Government, the province proactively developed an Action Program for implementing the resolution. The program, consisting of 189 proposals and projects, was submitted to the Congress for direct discussion and immediate implementation once the resolution is adopted. This “shortcut, pioneering” step demonstrates internal unity and exemplary leadership, matching words with deeds, discussing action without retreat. Sound policies, long-term strategic thinking, and decisions close to the people and for the people are only effective when translated quickly into visible, measurable projects and outcomes that reflect progress in the socio-economic landscape and deliver tangible benefits to the public. This is also the most persuasive way to build public trust.

“Dong Nai province is determined to pursue green, prosperous, civilized, and modern development.” This is a core component of the theme of the 1st Provincial Party Congress, serving as the “compass” guiding consistent goals and actions throughout the tenure. These “keywords” will be frequently emphasized, becoming an inspirational focal point that unites the Party’s will and the people’s hearts, further motivating individuals and families to engage in labor, production, learning, work, and contribution for the common good. From here, the aspiration for a rising Dong Nai, leading in a strong and prosperous Vietnam, will be realized.

“I am very proud to be a citizen of Dong Nai. Especially with the presence of Long Thanh International Airport, we eagerly await each day, seeing it as a stepping stone for youth to rise. I believe that if the ‘Gen Z’ generation develops both emotionally and through action, it will drive Dong Nai to a new level of integration,” said Tran Ngoc Bao Nhi, a student at Dong Nai University, enthusiastically envisioning a future with stable job opportunities in her homeland.

The Provincial Party Standing Committee expects and calls on more than 131,000 Party members and nearly 4.5 million residents of Dong Nai to unite in will and action, striving to drive the province’s high growth, make worthy contributions at the regional and national levels, and become a national exemplar.

Ahead of the Congress, public trust across Dong Nai has gradually risen, reflected in a 94% satisfaction rate among citizens and businesses regarding administrative services. This confidence has been built through real outcomes, verified after more than two months of operating the two-tier local government model. By “placing citizens and businesses at the center,” Dong Nai has quickly risen to third nationwide in the index of administrative service delivery. This trust is reinforced not by administrative measures but through the genuine credibility, competence, and exemplary ethics of officials at all levels. That trust is solid because it does not stem from administrative measures but rather from the genuine credibility, competence, and exemplary ethics of the cadre force from the provincial to the grassroots level.

 Nothing else but the people’s trust and satisfaction serves as the most accurate measure of the Party Organization’s leadership capacity and the local government’s management effectiveness. Many valuable lessons have been drawn in the draft Political report for this Congress, but the overarching lesson in a province of diverse ethnic groups and religions is the importance of maintaining and strengthening trust and mobilizing people’s strength.

Comrade Ha Anh Dung, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Vietnam Fatherland Front (VFF) Committee of Dong Nai province, said: “The expectations of the people for the first Provincial Party Congress are tremendous and practical. First, there is hope for breakthrough policies in economic development tied to stable jobs and higher incomes. Second, people place great importance on improving quality of life. Third, they expect the new generation of cadres and Party members to be truly clean, strong, and ‘dare to think, dare to act, and dare to take responsibility.’ These legitimate expectations are a mandate from real life, which the VFF has gathered and fully conveyed to the Congress to help shape correct, people-centered decisions.”

Once the Congress officially adopts its resolution, the Political report will become a “handbook” for the entire Party Organization’s actions. First and foremost, it will issue breakthrough, feasible policies, energizing reforms and bringing the resolution deeply into life. Each step and policy serving the strategy of sustainable development will be carefully considered, consistently linking economic growth with human development. For nearly 40 years, as both the central agent of change and the top beneficiary of the renewal process, people have increasingly placed absolute trust in the leadership of the Provincial Party Committee. More than that, trust has become a driving force that mobilizes people to enthusiastically join patriotic emulation movements, achieving and surpassing most of the targets set by the Provincial Party Committee’s resolution. Thanks to the power of trust, Dong Nai’s people have joined hands, persevered through challenges, and created numerous peacetime achievements. Notably, they have completed land clearance for major projects, maintained the province’s reputation as a national model in new-style rural development, and generated momentum across all fields.

Trust will guide the people of Dong Nai to victory. At the same time, it allows every citizen to clearly see their benefits in development, while being filled with positive energy to contribute to building and protecting the homeland.

I hope and firmly believe the 1st Provincial Party Congress will be a great success. I expect that after identifying the key viewpoints, goals, and breakthrough tasks, especially in human resources, infrastructure, science, technology, innovation, and digital transformation, there will be concrete plans to ensure implementation. With public consensus, ‘the right time, favorable conditions, and social harmony,’ Dong Nai will surely advance to a new phase aligned with the nation’s overarching goal of ‘a wealthy people, a strong nation, democracy, equity, and civilization,’ confidently stepping into an era of national rise.”

Dong Nai will face many intertwined opportunities and challenges ahead. Yet under the leadership of the Party Organization, local people will always nurture the flame of aspiration and place full confidence in the path to socialism in Vietnam. Trust is the source of endogenous strength, unlocking the wisdom of cadres, Party members, and the people, enabling continuous achievements.
