Outstanding Citizens of Dong Nai to receive VND 30 million each

This information was stated in the resolution on the reward level for individuals awarded the title Outstanding Citizen of Dong Nai province, which was passed by the Dong Nai Provincial People's Council at its 5th (thematic) session on October 3.

According to Nguyen Huu Dinh, Member of the Provincial Party Committee and Director of the Department of Home Affairs, in recent years, the work of emulation and commendation and the patriotic emulation movements have received strong leadership, direction, organization, promotion, and effective implementation from Party committees, local authorities, the Vietnam Fatherland Front, and mass organizations at all levels across the province.

The emulation movements have become a driving force behind the successful fulfillment of the province’s socio-economic development and national defense and security targets. The achievements result from the leadership and direction of Party committees, the management and administration of local authorities, the close coordination of the Fatherland Front and socio-political organizations, and, most importantly, the consensus and active participation of the people, including the significant and exceptional contributions of a number of citizens residing, working, studying, or serving within the area.

Recently, both the former Binh Phuoc and Dong Nai provinces have issued regulations on the selection and recognition of “Outstanding Citizens” at the provincial level.

For the former Dong Nai province: On December 20, 2024, the Provincial People’s Council issued Resolution No. 43/2024/NQ-HDND, stipulating the reward level for individuals granted the title “Outstanding Citizen of Dong Nai province.” The policy applies to Vietnamese citizens residing, working, studying, or serving in the former Dong Nai province. The year 2025 marks the first time the title “Outstanding Citizen of Dong Nai province” will be awarded, with each recipient to receive a reward of 30 million VND.

For the former Binh Phuoc province: Each year, on the occasion of the province’s Liberation Day (March 23), the Vietnam Fatherland Front Committee of Binh Phuoc province presides over and coordinates with relevant agencies to select and honor “Outstanding Citizens of Binh Phuoc province.” In 2025, the People’s Committee of the former Binh Phuoc province issued Decision No. 612/QD-UBND on March 20, 2025, recognizing 50 individuals as “Outstanding Citizens of Binh Phuoc province” in celebration of the 50th anniversary of the province’s Liberation Day (March 23, 1975 – March 23, 2025), each receiving a reward of 10 million VND. The former Binh Phuoc province has not yet issued a resolution from the Provincial People’s Council on the reward level for this title.

Starting July 1, 2025, in accordance with Resolution No. 202/2025/QH15 dated June 12, 2025, issued by the National Assembly on the reorganization of provincial-level administrative units, the former Dong Nai and Binh Phuoc provinces will officially merge to form a new administrative unit, Dong Nai province. Meanwhile, Resolution No. 43/2024/NQ-HDND applies only to individuals residing, working, studying, or serving within the former Dong Nai province, and thus is no longer suitable given the new administrative and demographic boundaries following the merger.

Therefore, the development and promulgation of a new resolution by the Provincial People’s Council to regulate the reward level for individuals granted the title “Outstanding Citizen of Dong Nai province” is necessary to ensure consistency, synchronization, and alignment with the new administrative boundaries and practical situations.
