On October 15, at the Party Central Committee Headquarters, Party General Secretary To Lam, Head of the Central Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation (the Steering Committee), chaired a meeting of the Standing Steering Committee.

Attending the meeting were members of the Politburo, including: National Assembly (NA) Chairman Tran Thanh Man; Standing member of the Party Central Committee's Secretariat Tran Cam Tu; Party Central Committee Secretary, Chairman of the Central Inspection Commission Nguyen Duy Ngoc; Party Central Committee Secretary, Chairman of the Vietnam Fatherland Front (VFF) Central Committee Do Van Chien; Standing Deputy Prime Minister Nguyen Hoa Binh; Minister of Public Security, General Luong Tam Quang. Also present were other Party Central Committee Secretaries, members of the Party Central Committee, leaders of the Government, and representatives from central ministries and agencies.
At the Dong Nai provincial venue, Secretary of the Provincial Party Committee (PPC) and Head of the Dong Nai NA Delegation Vu Hong Van presided over the meeting. Also attending were members of the Provincial Party Standing Committee: Tran Trung Nhan, Chairman of the PPC’s Inspection Commission; Major General Nguyen Duc Hai, Director of Dong Nai Public Security; Colonel Vo Thanh Danh, Commander of the Provincial Military Command. In addition, there were PPC’s members: Vice Chairman of the Provincial People’s Committee Nguyen Thi Hoang, Chief of the PPC Office Hoang Thanh Trung, together with leaders of local departments and agencies.

*Many achievements in the development of science, technology, innovation and digital transformation
At the meeting, leaders of the Party Central Office presented a summary report on the implementation of Politburo Resolution No. 57-NQ/TW on breakthrough development of national science, technology, innovation, and digital transformation (Resolution No. 57) in the third quarter of 2025, as well as key tasks and solutions for the end of 2025. Leaders of the Party and State, representatives of ministries, localities, enterprises in the technology sector, and universities focused on analyzing achieved results, identifying remaining challenges, and presenting discussions and proposals for further breakthroughs in national science, technology, innovation, and digital transformation.

In the third quarter of 2025, the leadership, direction, and organization of Resolution No. 57 continued to be implemented urgently, decisively, and synchronously throughout the political system; clearly defining the perspective of transforming the country’s development model, with a focus on establishing a new growth model based on national science, technology, innovation, and digital transformation.
From the beginning of 2025 until now, the Steering Committee, Standing Steering Committee, and its leaders have held a total of 25 sessions, assigning 1,132 specific tasks to ministries, agencies, and localities. So far, 485 tasks have been completed (43%); 561 tasks are being implemented on schedule. Currently, the total number of administrative procedures (including both government and Party) is 5,340. In the third quarter of 2025, a total of 12.7 million dossiers were received, of which 73.5% were submitted online.
In Dong Nai, according to the PPC report, implementing Resolution No. 57 of the Politburo, the province has built and issued decisions, regulations, and plans to implement tasks promoting the development of science, technology, innovation, and digital transformation locally. The Provincial Party Standing Committee has issued an action plan and guidance documents comprehensively detailing the contents of Resolution No. 57, linked with the requirement to reorganize the political system under the new model. The plans clearly define objectives, key tasks, and assign specific responsibilities to each agency, unit, and locality.

The province has consolidated the Steering Committee on the development of science, technology, innovation, and digital transformation, clearly defining its functions, tasks, powers, working regime, and inter-agency coordination mechanism, ensuring unified and continuous direction from the PPC to the grassroots level. At the same time, the Steering Committee’s Assistance Group and Advisory Council have been reinforced, operating regularly as the focal point for advising, consolidating, and guiding task implementation throughout the province.
*Focusing on implementing tasks related to Resolution No. 57
Regarding the implementation of Resolution No. 57, the province has completed 67 tasks on schedule and is carrying out 62 tasks within the deadline. Dong Nai has implemented the “Digital Literacy for All” program locally in 2025. To date, more than 118,000 officials, civil servants, public employees, and citizens have received training in digital skills and artificial intelligence (AI) application skills; 29,500 officials and public servants have been trained to apply AI in their work. Telecommunications and broadband networks now cover 100% of communes and wards; the 5G network reaches over 60% of the area, with plans to cover the entire province.

The province has issued a decision to publicly list administrative procedures and updated the national database for 2,174 administrative procedures. As of September 30, 2025, Dong Nai achieved 82.3% digitalization of dossiers and administrative results; the rate of electronic result delivery reached 84.4%. The province also applied information technology in organizing the first Provincial Party Congress for the 2025–2030 term.

Speaking at the meeting, Party General Secretary To Lam emphasized that implementing Resolution No. 57-NQ/TW is extremely important, serving as the main driving force to successfully achieve strategic breakthroughs and promote national development. Science and technology are vital to the nation’s survival.

The General Secretary requested that agencies and units, particularly leaders, take responsibility before the Party, State, and people; ensure the completion of tasks on science, technology, innovation, and digital transformation on schedule, meeting practical requirements and generating effectiveness. At the same time, digital transformation plans in agencies must be implemented efficiently and according to the set roadmap. Officials at all levels must uphold a pioneering, exemplary spirit, act decisively and effectively, speak less, do more; and urgently implement key tasks and solutions according to their assigned functions and responsibilities.
