First Conference of the Dong Nai Provincial Party Executive Committee, 2025–2030 term opens

On the morning of October 17, the Dong Nai Provincial Party Committee held the 1st Conference of the Executive Committee of the Provincial Party Committee, term 2025–2030.

The conference was chaired by comrades Vu Hong Van, Secretary of the Provincial Party Committee and Head of the Dong Nai Delegation to the National Assembly; Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Permanent Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai People’s Council; Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai People’s Committee; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai Province; and Thai Bao, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee’s Organization Commission.

Attending the conference were members of the Provincial Party Executive Committee, heads of committees under the People’s Council, leaders of provincial departments, sectors, and units; representatives from Customs Sub-Department Region XVIII, State Treasury Region XVII, State Bank of Vietnam Branch Region II, Dong Nai-based Vietnam Bank for Social Policies, state-owned corporations of the province, the Dong Nai Provincial School of Politics (including the Board of Rectors and department heads), and secretaries of commune and ward Party Committees (who are not members of the Provincial Party Committee).

This was the first meeting of the newly elected Provincial Party Executive Committee for the 2025–2030 term, convened to review and discuss important issues following the successful 1st Congress of the Dong Nai Provincial Party Committee for the new term.

The conference focused on evaluating the implementation results of Resolution No. 01-NQ/TU dated August 18, 2025, issued by the Provincial Party Executive Committee, on major indicators, tasks, and solutions for socio-economic development, national defense and security, and Party and mass organization building during the first nine months of 2025. Delegates also discussed several draft documents, including: The Working Program of the Provincial Party Executive Committee for the 4th quarter of 2025; The submission on key indicators and tasks for 2026; The Action Program for implementing the Resolution of the 1st Provincial Party Congress; The working regulations and full-term working program of the 1st Executive Committee for the 2025–2030 term; the working regulations of the provincial Party Inspection Committee for the 2025–2030 term; and the full-term inspection and supervision program of the 1st Executive Committee, for the 2025–2030 term.

Before the conference officially began, the Standing Committee and Executive Committee of the Provincial Party Committee carried out the necessary procedures to consider and vote on the additional election of members to the Provincial Party Executive Committee and Provincial Party Standing Committee for the 2025–2030 term.

In his opening speech, Comrade Vu Hong Van, Secretary of the Provincial Party Committee and Head of the Dong Nai Delegation to the National Assembly, emphasized that this first conference holds great significance as it is being held immediately after the successful 1st Provincial Party Congress to carry out post-congress tasks under the authority of the Executive Committee.

He noted that during the first nine months of 2025, with the solidarity and unity of the Party organization, government, people, and businesses across the province, Dong Nai achieved many notable results. The province’s Gross Regional Domestic Product (GRDP) increased by 8.86%, higher than the government’s assigned target of 8.5%. Key projects and infrastructure works, such as the Long Thanh International Airport Project, the Bien Hoa–Vung Tau Expressway, Ring Road No. 3, and the relocation of Bien Hoa 1 Industrial Zone, saw accelerated progress thanks to the resolution of obstacles in site clearance, compensation, and construction. The state budget revenue exceeded expectations, reaching 63.983 trillion VND, equivalent to 91% of the target set by the Prime Minister and 86% of the estimate assigned by the Provincial People’s Council.

Agricultural, forestry, livestock, and aquaculture production remained stable, with the Program for the Development of New-style Rural Areas achieving many outstanding results; policies supporting policy beneficiary families, people with meritorious service, the poor, and other vulnerable groups were fully implemented in a timely and practical manner. Cultural, social welfare, education, training, tourism, sports, information and communication, science, technology, innovation, and digital transformation activities continued to be strengthened.

National defense, security, and public order remained stable, ensuring proactive and effective local governance. The two-tier local government system operated smoothly and efficiently.

Party building efforts were given due attention: cadre work followed proper procedures and regulations; the principles of Party organization and activities were upheld; internal solidarity was further strengthened; and inspection and supervision work was carried out according to plan. The Party actively conducted regular monitoring, promptly handled violations, and ensured that citizen reception and complaint resolution were implemented in accordance with laws and procedures.

In addition, Dong Nai successfully organized 99 subordinate Party congresses and the 1st Provincial Party Congress, ensuring solemnity, thorough preparation, and fulfillment of objectives.

Comrade Vu Hong Van noted that alongside the achievements, some difficulties and limitations remain. Therefore, the conference must focus discussions on identifying solutions to effectively accomplish the 2025 targets and the work programs of the Provincial Party Committee.

After a day of working in a serious, democratic, and responsible spirit, the 1st Conference of the Dong Nai Provincial Party Executive Committee, term 2025–2030, completed all its planned agenda items.

In his concluding remarks, Comrade Vu Hong Van affirmed that the discussions and guidance from members of the Provincial Party Standing Committee reflected strong political determination and great aspiration to implement the Resolution of the 1st Provincial Party Congress effectively.

Following the conference, the Provincial Party Committee will issue a conclusion incorporating all the opinions and recommendations raised during the meeting to guide Party committees, officials, and Party members at all levels in implementation.

He emphasized that all levels of Party committees, leaders, and units must adhere to the direction of General Secretary To Lam on the principle of “Solidarity — the truth of all eras,” ensuring unity from top to bottom and smooth coordination across all sectors.

Comrade Vu Hong Van also stressed that the province still faces many key indicators and tasks for 2025 that require heightened focus in the remaining months of the year. Moreover, the implementation of the Resolution of the 1st Provincial Party Congress (2025–2030) demands urgency and decisive, effective actions from the very beginning of the term.

To turn the goals and resolutions into tangible outcomes, the Provincial Party Executive Committee must act with greater determination, consistency, and adherence to General Secretary To Lam’s directive on the Three Priorities – Three Transparencies – One Measure principle.

The Three Priorities are: Rapid institutionalization of resolutions and conclusions from the Party Central Committee, Politburo, and Secretariat; Decisive and timely implementation by week, month, and quarter; Regular inspection and supervision with prompt removal of obstacles.

The Three Transparencies are: Transparency in progress, Transparency in responsibility, and Transparency in results, enabling society to monitor and accompany implementation.

The one measure is: The living standards and trust of the people, specifically reflected in better public services, broader employment and business opportunities, reduced procedural costs and waiting time, a safer society, and greater well-being and happiness of the people.
