Ensuring strong local military and national defense missions

The 1st Congress of the Dong Nai Provincial Party Committee for the 2025–2030 tenure concluded successfully. Translating the resolutions of the Congress into real life is now a key task that will determine the success of the entire term.

In practice, local military and defense affairs must always be prioritized and strengthened to firmly safeguard national independence, sovereignty, political security, and social order and safety, thereby creating a solid foundation for Dong Nai Province’s sustainable development in the new term.

ENSURING THE PRINCIPLE OF THE PARTY’S ABSOLUTE AND DIRECT LEADERSHIP

Throughout its operations, the Provincial Military Party Committee has consistently adhered to the principle of the Party’s absolute and direct leadership over all activities of the armed forces. This is regarded as a decisive factor ensuring unity and effectiveness in the province’s military and defense work.

Colonel Bui Dang Ninh, Member of the Provincial Party Committee, Standing Deputy Secretary of the Provincial Military Party Committee, and Political Commissar of the Provincial Military Command, affirmed that the absolute and direct leadership and direction of the Provincial Party Committee and People’s Committee over the provincial armed forces is demonstrated through efforts to build a clean and strong Military Party Organization in terms of politics, ideology, morality, organization, and personnel. The focus is on improving the quality of Party activities, strengthening the political will and moral character of officers, soldiers, militia, and reserve forces throughout the provincial armed forces.

“In all activities of the provincial armed forces, the Party Committee and the Provincial Military Command, as well as Party committees and commanders at all levels, have upheld the principle of the Party’s absolute and direct leadership in all aspects, ensuring unity in every operation of the armed forces. Following the Party’s leadership, after the administrative merger and the implementation of the two-tier local government model, the Provincial Military Party Committee and Command reorganized the structure, streamlining operations — with with all district-level military commands eliminated. The province now has four area defense commands, one border guard command, and 95 commune-level military commands,” Colonel Bui Dang Ninh emphasized.

Under the leadership and direction of the Provincial Military Party Committee and Command, the provincial armed forces have focused on organizational consolidation and staffing and achieved significant results within just three months under the new model. Thanks to adherence to the principle of absolute and direct Party leadership, commanders at all levels successfully advised the Provincial Party Committee and People’s Committee in organizing Party congresses within the provincial military sector. Notably, the Party Committees of Area Defense Command 3 – Dong Xoai and the Provincial Military Command were selected by the Party Committee and Command of Military Region 7 to hold pilot congresses, serving as models for other provinces and cities within the region. These achievements clearly demonstrate the close alignment with the leadership and direction of the Provincial Party Committee and People’s Committee under the new two-tier local government structure.

A STRONG ALL-PEOPLE NATIONAL DEFENSE, A FIRM POSTURE OF PEOPLE’S HEARTS AND MINDS

Following the successful Provincial Party Congress, the Provincial Military Party Committee intensified communication and education for officers and soldiers to fully understand their assigned missions. The Party Committee translated resolutions into action plans and specific programs, with a focus on educating young officers and soldiers to raise awareness about the significance of national defense and homeland protection in the new situation. Efforts were also made to strengthen education and communication on building a strong all-people defense and a solid people’s defense posture, closely linking defense with socio-economic development and the consolidation of national defense and security. The committee advised the province to integrate objectives of strengthening all-people defense and the people’s defense posture into socio-economic development plans. Particular attention has been paid to the construction of dual-use defense works and solid area defense zones, ensuring readiness to fulfill homeland protection tasks in any situation, in accordance with the Party’s resolutions and the National Defense Strategy in the new era.

In the coming time, the Provincial Military Party Committee will place greater emphasis on accurate assessment and forecast of the situation, providing timely advice and response to ensure political stability, facilitate socio-economic development, and strengthen defense and security. It will continue to enhance defense diplomacy, maintain border security, and firmly safeguard the national border and territorial sovereignty

The Provincial Military Party Committee also advises the provincial government to promote the role of departments, agencies, and security forces in coordinating the development of socio-economic plans that align with local conditions, ensuring that all plans and projects undergo defense and security appraisal consistent with the defense posture of Military Region 7 and the nation.

At the same time, it will continue to advise the provincial government to focus on building an all-people national defense, all-people national defence posture closely linked to the people’s security posture and solid area defense zones; to thoroughly implement the Party’s and State’s guidelines and policies on national defense and local military affairs; to strengthen coordination with the Party Committee of Military Region 7; and to successfully accomplish all set goals and tasks. Priority will be given to the construction of military works and procurement of equipment under the project “Construction of Combat Works in Dong Nai Province’s Area Defense Zones for the 2021–2030 Period,” in line with the guidelines of Military Region 7 and higher authorities, thereby promoting the combined strength of the entire political system and the people in building an all-people defense and a solid posture of people’s hearts and minds.

BUILDING A STRONG, EXEMPLARY PROVINCIAL ARMED FORCE

The Resolution of the 2025–2030 Congress of the Dong Nai Provincial Military Party Committee identifies the focus on building a streamlined, strong standing force; a strong and widespread militia and self-defense force; and a well-trained, sufficient reserve force ready to perform tasks when required.

According to Colonel Vo Thanh Danh, Member of the Provincial Party Standing Committee, Deputy Secretary of the Provincial Military Party Committee, and Commander of the Provincial Military Command, the committee will lead efforts to improve the quality of local military and defense affairs in the new situation, especially building a comprehensively strong, exemplary, and typical armed force that is streamlined, capable, and ready to excellently fulfill all assigned missions. The armed forces will truly serve as the core in protecting the Party, the State, and the People in the province, firmly safeguarding the Fatherland in the new context.

The Provincial Military Party Committee has set a unified direction and overall goal for the 2025–2030 tenure: to build a clean and strong Party Organization; to develop comprehensively strong, exemplary, and typical units; to successfully accomplish assigned missions; to effectively advise on enhancing military and defense potential; and to build a strong all-people defense, people’s security posture, and comprehensive area defense system capable of protecting the locality, borders, and the nation in the new situation. The Provincial Military Party Committee aims to accurately assess and forecast developments, provide timely advice and response, prevent passivity or surprise, maintain political stability, and facilitate socio-economic development while strengthening national defense and security. It will also promote defense and border diplomacy, maintain public order, and firmly safeguard national border sovereignty.

The Provincial Military Party Organization has identified three breakthrough solutions: Improving the quality and effectiveness of advising on local military and defense affairs, border work, and ensuring strong grassroots defense; Enhancing discipline and regularity, ensuring strict observance of regulations and absolute safety; Promoting innovation and digital transformation, effectively applying science, technology, and creativity across the provincial armed forces.

With a tradition of solidarity and innovation, the Dong Nai Provincial Military Party Organization is determined to successfully achieve the goals set out in its resolution, build a strong all-people national defense and a solid posture of people’s hearts and minds in protecting the Fatherland, and contribute to making Dong Nai an increasingly prosperous, civilized, and modern province.
