Emulation creates development momentum

Yesterday morning (October 15), Dong Nai Provincial People's Committee solemnly organized the 1st Provincial Patriotic Emulation Congress, 2025-2030 period. This is an important event to evaluate the results of patriotic emulation movements and commendation work in the 2020-2025 period; to commend, reward, and honor the most outstanding typical examples of the patriotic emulation movement; and at the same time, to propose directions, tasks, and solutions for the 2025-2030 period.

EMULATION ASSOCIATED WITH KEY AND BREAKTHROUGH TASKS

* Looking back over the past 5 years, it can be seen that patriotic emulation movements have been actively and enthusiastically implemented by all levels and sectors in the province. Could you briefly outline some outstanding results that patriotic emulation movements have brought to the province in the past 5 years?

- The results from Dong Nai's patriotic emulation movement over the past 5 years are integrated from the achievements of both former Binh Phuoc and Dong Nai provinces. With many outstanding results, Dong Nai's "flower garden" of patriotic emulation is formed from many "blooming flowers" in all fields. Especially in the economic field, over the past 5 years, Dong Nai has always been ranked among the top localities nationwide in term of GRDP growth, making important contributions to the country's GDP growth as well as the national budget.

Dong Nai has also performed well its duties in protecting sovereignty, maintaining national border security, and social order and safety; especially in effectively implementing the management and protection of the border adjacent to the Kingdom of Cambodia. The works of foreign affairs and international integration have achieved many positive results. The province has done a good job of attracting business associations and large enterprises to invest in industrial parks in the province; people-to-people diplomacy has many bright spots.

Along with that, social security work has also achieved important results. Dong Nai is ranked among the leading group nationwide in new-style rural construction. The National Target Program for sustainable poverty reduction has been effectively implemented. The province has also effectively implemented the National Target Program for Socio-Economic Development in ethnic minority and mountainous areas, contributing to improving the material and spiritual life of people in remote, isolated, and border areas...

* To achieve such results, how has Dong Nai organized and implemented patriotic emulation movements?

- To effectively implement emulation movements, annually, closely following important political tasks assigned by the Provincial Party Committee as well as the Central Government and the Government, the Provincial People's Committee promptly issues directives, regularly reviews, and launches emulation movements in specific, practical campaigns and themes. In particular, the province always focuses on resolving difficult and problematic issues of agencies, units, and localities; and at the same time associates it with the implementation of political tasks, breakthroughs, and key tasks.

In commendation work, Dong Nai focuses on increasing the proportion of commendations for farmers, workers, soldiers, direct laborers, ethnic minority people, commending good people, good deeds, and advanced examples in emulation movements... As a result, this has created motivation to encourage, motivate, and widely spread the spirit of patriotic emulation throughout society.

For example, regarding the implementation of the Program on Elimination of temporary houses and dilapidated houses in the province, Dong Nai launched an implementation campaign, in which a specific timeline was set to focus on effective implementation.

Regarding the disbursement of public investment capital, the province also implements focused and targeted campaigns. Thereby, agencies and localities must mobilize all their forces and solutions to strive to ensure 100% disbursement of capital as directed by the Central Government. Most recently, the Provincial People's Committee just organized the launch of the 90-day-and-night campaign to implement land acquisition, compensation, support, and resettlement for the Gia Nghia - Chon Thanh section of the western North - South Expressway... In addition, in implementing key national and provincial projects as well as in pursuing the double-digit growth target, the Provincial Party Standing Committee always assigns specific responsibilities to its members to oversee, urge, coordinate in resolving difficulties and obstacles, and set specific timelines to strive to achieve the goals.

Regarding campaigns against social evils, the province does not wait for anniversaries or thematic launching events, it develops long-term plans to focus on directing and launching among forces, especially the standing unit, to implement them most effectively...

Through the implementation of emulation movements, many outstanding collectives and individuals have emerged, recognized and honored by all levels, and new models and good practices have been propagated and replicated.

* In parallel with the effective implementation of emulation movements, commendation work plays a very important role. So, how has Dong Nai implemented this work?

- In recent times, Dong Nai has always focused on improving the quality of commendation work to promptly recognize the results and achievements of collectives and individuals, creating a strong motivation for collectives and individuals to continue striving and contributing. Commendation work is carried out by the province on a regular basis according to tasks and plans; every year, reviews and evaluations are conducted to propose commendations, ensuring objectivity, democracy, correctness of individuals, achievements, and according to prescribed standards and conditions.

In addition, the province also focuses on extraordinary commendations when individuals or collectives achieve outstanding achievements outside of regular plans and tasks. Examples include: successfully dismantling a large drug trafficking case; an athlete achieving outstanding results or students achieving good results in some national competitions. Or when Party committees and authorities have decisive and innovative directions and solutions to accelerate the progress of site clearance for socio-economic projects... all are considered for timely proposal of high-level or provincial-level commendations.

EMULATION - COMMENDATION WORK MUST BECOME MORE SUBSTANTIAL

* We are implementing the two-tier local government model with many new expectations; along with that is the momentum and determination spread from the first Provincial Party Congress, 2025-2030 term. In this context, how will Dong Nai continue to promote emulation and commendation work?

- In the coming period, especially as we are implementing the two-tier local government model, with stronger decentralization and delegation of power, the demand for responsibility among cadres, civil servants, and public employees working in the political system will be even higher. Emulation and commendation work must therefore receive more attention and focus, because it creates a great driving force to promote responsibility, work spirit, and dedication.

Emulation and commendation work during this period must also closely follow the goals set by the two-tier local government model, as well as the goals, tasks, and requirements in the new period. The emulation and commendation work must become increasingly substantive and convincing with specific results and products.

On the other hand, in the Document of the first Provincial Party Congress, 2025-2030 term, we identified 3 breakthrough tasks and 8 groups of solutions and key tasks. These include: breakthroughs in developing the transportation infrastructure system; breakthroughs in developing science - technology, innovation, and digital transformation... along with many other tasks, aiming to develop Dong Nai province into a green, prosperous, civilized, and modern province. The entire political system of the province is concentrating all efforts on implementing these groups of solutions and key tasks. The province also has many conditions and foundations to make good implementation; especially driven by the core driving force provided by the Long Thanh International Airport project. In the coming time, the province will continue to launch focused and targeted emulation campaigns, continuing to widely spread the patriotic emulation movement, thereby creating a strong driving force to successfully implement the breakthrough goals and tasks set by the first Provincial Party Congress, 2025-2030 term.
