After the merger, the natural area under the management of communes and wards became larger, with a higher population. The workload increased rapidly due to the transfer of over 1,000 tasks previously managed at the district level, along with additional responsibilities from newly delegated and decentralized authority. Key resolutions of the Central Government are now being put into practice, beginning with integration and spreading at the commune level.
The rapid and unprecedented changes in organizational structure, functions, and responsibilities pose significant challenges for commune-level cadres, civil servants and public employees, who are directly responsible for implementing policies and laws and addressing the emerging needs of residents at the grassroots level. The consistent viewpoint emphasizes a strong shift in the mindset and working style of the political system from “administrative management” to “serving and enabling development,” accompanied by the motto “the locality decides, the locality acts, the locality is responsible.” This makes it urgent to elevate the quality of the workforce to effectively direct manage, mobilize people's strength, and efficiently utilize all resources for local development.
Dong Nai currently has 95 commune-level administrative units, with 1,772 villages, hamlets, and neighborhoods. The province has proactively decentralized and strongly delegated authority in key areas such as investment, construction, natural resources and environment, social welfare, education, and healthcare, increasing accountability of commune-level authorities. This also facilitates the provision of basic and essential public services to residents and businesses. To enable communes to perform effectively in this new context and achieve the province’s double-digit growth target, the Provincial Party Committee and People’s Committee have implemented a wide range of necessary measures, both traditional and unprecedented, including timely personnel adjustments, capacity building, and strengthening the competence, mettle, and ethics of performing public duties of commune-level cadres, civil servants and public employees.
Since the implementation of the two-tier local government model, by the end of August 2025, the Provincial Party Committee has deployed 115 provincial officials to hold long-term positions at the commune level. Several members of the Provincial Party Standing Committee and many Provincial Party Committee members have taken on key commune-level positions in strategic areas to ensure effective local governance. To address workload pressures in specialized fields, particularly in land administration and construction, the Department of Agriculture and Environment has seconded approximately 300 experienced cadres, civil servants and public employees to communes, providing close support to ensure smooth operations.
However, to lay a solid foundation for an honest and modern administration, the strategic solution lies in systematic, professional, and comprehensive training and development of commune-level cadres, civil servants and public employees. Special attention should be given to those serving in special communes in border areas, remote regions, and localities with large ethnic minority populations.
Continuing to review and accurately, comprehensively assess the current status of commune-level cadres, civil servants and public employees, and assigning positions according to the latest central guidelines, will provide Dong Nai with the basis to fill existing gaps, accelerate the optimization of the workforce structure, and decisively remove underperforming or irresponsible personnel.
Cadres, civil servants and public employees who are enthusiastic about hands-on experience, driven by the aspiration to propel their homeland forward, stay close to the people, understand and serve the people, will develop an intrinsic motivation to improve their management and enabling capabilities. They may excel in one specific task but are capable of handling many, maturing quickly in their own work.
