On October 6, the National Assembly (NA) Delegation of Dong Nai province, in coordination with the Provincial Military Command, held a conference to gather feedback on the draft Law on the State of Emergency and the draft Law on Cybersecurity, both of which are expected to be passed by the National Assembly at the 10th session of the 15th legislature.

Attending the conference were NA deputy Trinh Xuan An, full-time member of the NA’s Committee on National Defense, Security and External Relations; Vu Ngoc Long, Member of the Provincial Party Committee and Director of the Department of Industry and Trade; Nguyen Thi Nhu Y, Member of Provincial Party Committee, Party Secretary and Chairwoman of the Long Hung Ward People’s Council; Do Huy Khanh, Party Secretary and Chairman of the Phuoc An Commune People’s Council; and Tho Ut, Deputy Director of the Department of Ethnic and Religious Affairs.

The revised draft of the Law on the State of Emergency now consists of 6 chapters with 35 articles. Regarding forces involved during a state of emergency, following feedback from NA deputies, the Standing Committee of the Committee on National Defense, Security and External Relations revised the provisions to include both core and broad forces. Core forces are based on the existing People’s Army, People’s Public Security, militia and self-defense forces, as well as grassroots security forces, with the addition of relevant forces from ministries, agencies, and localities. The Government will issue detailed regulations on this matter.

As for the Law on Cybersecurity, the enactment aims to ensure consistency with recently promulgated legal documents, particularly those concerning organizational structures. The focus is on resolving legal obstacles, eliminating overlapping or conflicting provisions, and creating coherence among current regulations.

At the conference, participants unanimously agreed on the necessity of promulgating the Law on the State of Emergency and the Law on Cybersecurity, in order to institutionalize the Party’s policies on perfecting the legal system concerning emergencies and cybersecurity. Representatives from provincial departments and agencies studied and provided feedback on the two draft laws, focusing on issues such as ensuring consistency and alignment with existing laws, avoiding overlaps during implementation, clarifying certain terms, and refining language to ensure precision, clarity, comprehensiveness, and consistency.

Concluding the conference, Bui Xuan Thong, Member of Provincial Party Committee and Deputy Head of Dong Nai’s NA delegation, emphasized: “The ultimate goal is to ensure that the laws enacted are aligned with practical realities. The contribution of opinions on draft laws plays a vital role in evaluating real situations and proposing necessary adjustments. These inputs provide the provincial NA delegation with a stronger practical basis to recommend revisions and improvements to the drafts. The delegation will compile all valuable suggestions from this conference to present to the National Assembly before the two draft laws are expected to be passed at the 10th session of the 15th National Assembly.”
