Dong Nai Provincial Party Congress adopts key agenda items

After two days of working in an urgent, serious and responsible manner, on the afternoon of September 30, the first Dong Nai Provincial Party Congress for the 2025-2030 tenure wrapped up successfully.

The Congress voted and approved major agenda items. Accordingly, it endorsed the core points on evaluating the implementation of the resolutions of Party congresses over the past five years (2020-2025), and on viewpoints, goals, tasks and solutions for the 2025-2030 period, as stated in the draft Political Report submitted to the Congress.

Compared with the targets set out in the resolutions of the former Dong Nai and Binh Phuoc Provincial Party congresses, 60 out of 70 targets were fulfilled or exceeded.

The Congress agreed on the overall objective for the 2025-2030 tenure: building a comprehensively strong and transparent Party organization and political system; promoting the great national solidarity, fostering pioneering spirit, creativity and aspiration for development. It emphasized mobilizing, exploiting, allocating and using resources effectively; developing the digital economy, green economy, circular economy, sharing economy and knowledge-based economy; taking the lead in developing aviation economy, high-tech industries, high-tech agriculture, logistics hubs, science and technology, innovation and digital transformation. Economic growth will be closely associated with cultural and social development, environmental protection, and improvement of people’s living standards, while ensuring defense, security, social order and safety, safeguarding border sovereignty, and strengthening foreign relations and international integration. The goal is to promote the role of Dong Nai as a regional hub in the Southeastern region, and to advance with the nation into a new era of prosperity and sustainable growth. Dong Nai will be developed into a green, wealthy, civilized and modern province, striving to basically meet the criteria of a Centrally-run city by 2030.

The Congress set 29 major targets. Among them, GRDP is expected to grow at an average of 10% per year. By 2030, the province’s GRDP at current prices is projected to surpass VND 1.2 quadrillion, with per capita GRDP exceeding VND 250 million. By 2030, the digital economy will account for more than 30% of GRDP. State budget revenue in the province will increase by 10-12% annually, and average per capita income will reach VND 120 million per year.

At the same time, the Congress approved eight key tasks and three breakthrough areas.

To achieve these goals and targets, the Congress agreed to focus leadership and direction to carry out the following major tasks and solutions:

Strengthening Party building in terms of politics, ideology, ethics, organization and personnel. Renewing leadership methods, enhancing the combat capacity of grassroots Party organizations, the quality of Party members and the political system. Strengthening inspection and supervision, ensuring strict discipline within the Party.

Improving the effectiveness of internal affairs and judicial reform; intensifying the fight against corruption, wastefulness and other negative practices. Renovating mass mobilization work and strengthening the close relationship between Party committees and the people.

Restructuring the growth model in tandem with economic restructuring, enhancing productivity, quality, added value and competitiveness. Accelerating industrialization and modernization based on science, technology, innovation and digital transformation. Strongly developing the private sector and diversifying economic components to contribute to double-digit growth.

Promoting intra-regional and inter-regional cooperation and connectivity; effectively mobilizing and using resources to enhance the province’s competitiveness. Developing agriculture and rural areas sustainably, with a focus on high-tech and clean agriculture.

Making breakthroughs in science and technology, innovation and digital transformation. Building digital infrastructure, digital government, digital economy and digital society to create new drivers for sustainable development.

Enhancing effective and efficient management and use of natural resources; protecting the environment and proactively adapting to climate change. Completing the development and updating of the natural resources and environment sector database software.

Advancing culture, sports and tourism on par with economic growth. Implementing social welfare and security systems comprehensively and effectively; ensuring sound policies on ethnicity and religion, and improving the quality of people’s lives.

Developing a modern healthcare network and improving health services. Enhancing education and training, raising the quality of human resources to meet new development requirements and international integration.

Building a people’s defense posture and linking it with a people’s security posture to firmly safeguard border sovereignty. Maintaining political stability, security and social order.

Continuing administrative reform, building an effective and efficient state apparatus. Enhancing the effectiveness of external affairs and international integration, upholding the Party’s orientation in defense, security and people-to-people diplomacy.

Promoting the role of the people and the strength of great national unity. Building strong working classes, farmers, entrepreneurs, intellectuals, youth, women, war veterans, retired police officers, the elderly and ethnic minority communities. Ensuring freedom of belief and religion for residents.

The Congress assigned the Provincial Party Executive Board for the 2025-2030 tenure to base on the report summarizing feedback submitted to the Congress and the speeches delivered at the Congress in order to revise and finalize the Political Report of the 1st Provincial Party Congress, 2025-2030 term.

The Congress also approved the Review Report on the leadership and direction of of the Provincial Party Executive Boards of the two former provinces for the 2020-2025 tenure. It adopted reports summarizing delegates’ feedback on draft documents for submission to the 14th National Party Congress, the first Provincial Party Congress for the 2025-2030 tenure, and the draft action program to implement the resolution of the first Provincial Party Congress, 2025-2030 tenure

The Congress assigned the Provincial Party Executive Board for the 2025-2030 tenure to compile the opinions raised during the group discussions at the Congress in order to supplement and finalize documents, report to the Party Central Committee, and issue documents for implementation.

The Congress entrusted the Provincial Party Executive Board for the 2025-2030 tenure to base on the resolution of the Congress and thoroughly grasp the resolution of the 14th National Party Congress and the directions of the Politburo in order to formulate an action program together with specific plans to promptly translate the congress resolution into practice.

The Congress called on all cadres, Party members and people from all walks of life in the province to continue promoting the tradition of the Party organization, uniting in will and action, staying pioneering and creative, seizing opportunities, overcoming challenges, intensifying patriotic emulation movements, and striving to successfully realize the goals and tasks set by the first Provincial Party Congress for the 2025-2030 tenure, contributing to the successful implementation of the resolution of the 14th National Party Congress.
