Dong Nai Provincial Party Committee reviews the implementation of Resolution No. 18 on continuing to renew and restructure the political system apparatus for streamlined, effective, and efficient operation

On the morning of October 14, the Dong Nai Provincial Party Committee convened a conference to review the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, issued by the Party Central Committee on continuing to renew and restructure the political system apparatus for streamlined, effective, and efficient operation. The conference was held in person at the Provincial Party Committee Hall and linked online to 95 points in communes and wards throughout the province.

The conference was attended by representatives of the Party Central Committees’ Commissions; members of the Provincial Party Standing Committee and Provincial Party Executive Committee; as well as key leaders of provincial- and commune-level agencies and units.

During the conference, delegates watched a report on the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Party Central Committee in the province, produced by Dong Nai Newspaper and Radio, Television. They engaged in discussions and delivered presentations to review the achieved results, address challenges, draw lessons learned, and propose solutions on carrying out subsequent tasks. Outstanding collectives and individuals who excelled in implementing Resolution No. 18 were also commended.

According to the Provincial Party Committee’s report, after more than eight years of implementing Resolution No. 18, Party committees at all levels have prioritized guiding and directing the study, dissemination, and propagation of the resolution, fostering a shift in awareness and behavior among cadres and Party members. They have recognized this as one of the key, ongoing tasks and a shared responsibility across the entire political system.

The tasks and solutions outlined in the Central Party’s resolution and the Provincial Party Committee’s plan have been implemented rigorously. During the process, the units assigned as lead agencies have actively fulfilled their roles, strengthened coordination, and monitored relevant units to ensure the successful completion of all assigned tasks. The restructuring of agencies and units has been carried out in strict accordance with the Central directives and within the stipulated timeframe. The political system’s apparatus has been arranged in a streamlined manner, reducing the number of units, intermediary levels, and leadership positions.

Through the reorganization, each unit’s functions and responsibilities have been effectively promoted, gradually addressing overlaps and redundancies. Task implementation across units has become more synchronized and consistent, allowing resources to be better concentrated. The number of staff positions have been allocated in line with requirements, and the cadre of officials and civil servants possesses the professional qualifications mandated by regulations. Public service units have been arranged more rationally, and initial implementation of their autonomy has produced positive results

Administrative reform has got positive transformation. The Provincial Public Administration Center and “one-stop” service units at all levels are now operating effectively, fully meeting assigned tasks, while the application of information technology in management and administration has been increasingly implemented. The results of arrangement and reforming the apparatus have contributed to enhancing the effectiveness and efficiency of the political system’s operations, meeting local development requirements, and that the province has successfully achieved the objectives set out in the resolution

In particular, from December 2024 to July 1, 2025, the implementation of measures to streamline the political apparatus and reorganize administrative units, in line with the directives and guidance of the Central authorities, was carried out by Party committees at all levels, Party organizations, agencies, units, and localities across the province with the spirit of “running while lining up,” yielding significant results. As of now, Party agencies, the Vietnam Fatherland Front, and government at all levels are operating in an orderly and stable manner.

Alongside the results achieved, during the initial implementation phase, some units and localities were still uncertain in identifying and formulating organizational arrangements, as well as in reallocating surplus leadership positions. Some cadres and Party members remained uneasy, particularly regarding post-restructuring policies and entitlements. Certain subordinate units under provincial departments, sectors after mergers, became large in scale, encompassing diverse functions and areas of work, which posed significant challenges in assigning and arranging responsible personnel. The pilot implementation of certain organizational models, including the consolidation of multiple roles in a single position, initially faced difficulties because the agencies remained independent, and the heavy workload complicated both guidance and oversight.

The operation of the two-tier local government system has encountered several difficulties and challenges. Specifically, some localities lack headquarters and equipment; the information technology system is uneven; certain agencies and units face staff shortages, while professional qualifications and skills of some commune-level officials, civil servants, and public employees are limited, particularly in the application of information technology and the utilization of digital systems; and some administrative procedures remain incomplete.

Based on the results achieved as well as the difficulties and obstacles encountered, the conference proposed solutions and submitted recommendations to the Government, the Prime Minister, as well as central ministries, and sectors for the prompt review, supplementation, and issuance of documents to continue effectively implementing the arrangement of the organizational apparatus.
