Dong Nai provincial Party Committee provides a brief report on the outcome of the 13th plenum of the 13th Party Central Committee

On the morning of October 14, the Dong Nai Provincial Party Committee held a conference to provide a brief report on the outcome of the 13th Plenum of the 13th Party Central Committee.

The conference was chaired by the following comrades: Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai Provincial People’s Council; Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai Provincial People’s Committee; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai Province; and Thai Bao, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee’s Organization Commission.

Attending the conference were representatives from the Party Central Committee’s commissions, members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, and key leaders of provincial- and commune-level agencies and units.

On behalf of the Standing Committee and the Executive Committee of the Provincial Party Committee, comrade Ton Ngoc Hanh informed delegates that the 13th Plenum of the 13th Party Central Committee was held in Hanoi from October 6 to 8, 2025. Party General Secretary To Lam delivered important opening and closing remarks at the meeting.

The conference discussed and gave opinions on documents to be submitted to the 14th National Party Congress, including: the draft Political Report; the draft Report on the Theoretical and Practical Summary of 40 Years of Doi Moi (Renewal) towards Socialism in Vietnam; the draft Report on the 15-year Implementation of the Party Statute; and personnel introductions for the 14th Party Central Committee and the 14th Party Central Committee’s Inspection Commission. The Central Committee also discussed the time, content, and program of the 14th National Congress of the Party, as well as reports on the implementation of the 2025 Socio-Economic Development Plan and the proposed 2026 Plan; the 2025 State Budget implementation and 2026 estimates; the 2026–2028 three-year national financial–budget plan; and the 2021–2025 five-year national financial plan and 2026–2030 orientation.

At the same time, the Party Central Committee discussed and decided on a number of personnel-related matters; reviewed major tasks handled by the Politburo since the 12th Plenum; and identified key tasks between the 13th and 14th Plenums, along with several other important issues.

The Central Committee unanimously assessed that the draft Political Report had been carefully and comprehensively prepared, incorporating feedback from subordinate Party organizations and the directions of the Party General Secretary. It emphasized the need to enhance strategic autonomy and institutional reform in association with four key transitions: digital transformation, green transformation, energy transformation, and structural transformation — alongside improving human resource quality based on principles of stability, breakthrough, and development to raise people’s material and spiritual well-being.

The approach to drafting the action program to implement the 14th Congress’s Resolution demonstrated innovative thinking, focusing on clarity, feasibility, and actionability.

Regarding the draft report summarizing theoretical and practical issues from 40 years of Doi Moi, members of the Central Committee contributed numerous valuable opinions to further refine the document. The report on the 15-year implementation of the Party Statute (2011–2025) was also unanimously agreed upon, with well-prepared proposals for amendments and supplements reflecting new policies and directions issued by the Central Committee, the Politburo, and the Secretariat since the 12th Plenum.

The Central Committee authorized the Politburo to finalize documents based on the Central Committee’s discussions and feedback from Party congresses at all levels, before collecting opinions from the National Assembly deputies, the Vietnam Fatherland Front, political–social organizations, cadres, Party members, and the people. These finalized drafts will be submitted to the 15th Plenum of the 13th Party Central Committee.

Regarding personnel for the 14th Party Central Committee and the 14th Inspection Commission, the Central Committee highly agreed with the Politburo’s preparations, recognizing personnel work as a “critically important” and “key of the key” factor determining the success of the 14th Congress and the nation’s future development. Candidates were carefully considered based on criteria, structure, and quantity in line with the personnel orientation set for the 14th Congress.

The Central Committee also discussed the time, content, and program of the 14th National Congress; the working and election regulations of the Congress; and updates and revisions to these regulations.

In terms of the 2025 socio-economic situation and 2026 development plan, despite complex and unpredictable global developments, geopolitical instability, and natural disasters, Vietnam maintained stability and achieved positive results under the sound and timely leadership of the Party — directly and regularly by the Politburo, the Secretariat, and General Secretary To Lam — as well as the cooperation of the National Assembly, the proactive direction of the Government and Prime Minister, and the unity of the entire political system, people, and business community.

Overall, the 2025 socio-economic picture is marked by a predominance of bright colors. GDP grew by 8.22% in Q3 and 7.84% in the first nine months. Budget revenue reached nearly 2 quadrillion VND (97.9% of the estimate), with a trade surplus of about 17 billion USD. All 15 key targets for 2025 are projected to meet or exceed expectations

The year 2026 marks the first year of the new term and holds great significance for the implementation of the Resolution of the 14th National Party Congress. The set targets are highly ambitious, especially with economic growth required to exceed 10%, per capita GDP to reach between USD 5,400 and 5,500, and the CPI growth rate to be around 4.5%. These are mandatory objectives, yet they also present tremendous challenges.

The 13th Plenum of the Party Central Committee discussed and gave major orientations for the Party Committee of the National Assembly and the Party Committee of the Government to lead the finalization of the socio-economic development plan and the 2026 state budget estimates, as well as plans for the following period, in the spirit of enhancing strategic autonomy, self-reliance, and resilience for national development under the motto: “Stability, discipline, acceleration, breakthrough, and sustainability.”

The Party Central Committee pointed out several challenges and limitations in the socio-economic situation, analyzed and clarified the causes and lessons learned, and provided profound and comprehensive guidance on socio-economic development issues for the final months of 2025 and the main tasks and solutions for 2026.

The Party Central Committee assigned the Politburo, based on the Central Committee’s discussions and its own report of revisions and explanations, to finalize and issue a conclusion on the socio-economic situation; and instructed the Party Committee of the Government to complete the relevant reports and plans to be submitted to the National Assembly for consideration and decision at the 10th session of the 15th National Assembly.

The Party Central Committee called on the entire Party, people, and armed forces to strengthen solidarity and unity, build on the significant and comprehensive achievements already made, strive to overcome difficulties and challenges, quickly recover from the impacts of natural disasters and floods, restore production and business, stabilize people’s livelihoods, ensure national defense and security, and successfully accomplish the socio-economic development tasks for 2025 as well as the goals and tasks set out in the Resolution of the 13th National Party Congress. The Committee also called for the successful organization of Party congresses at all levels, moving toward the successful 14th National Party Congress.

The Provincial Party Standing Committee requested all Party committees, Party organizations, authorities, the Vietnam Fatherland Front, and socio-political organizations to thoroughly study, grasp, and widely disseminate the outcomes of the 13th Plenum of the Party Central Committee. The Provincial Party Committee’s Commission for Propaganda and Mass Mobilization is to take the lead and coordinate efforts to ensure the dissemination is substantive, timely, vivid, and effective. Each Party committee, agency, and unit should organize thematic meetings to highlight the significance and new points of the conference, especially the major orientations in the draft Political Report and personnel work for the 14th Party Congress.

Based on the Party Central Committee’s report on the socio-economic situation in 2025 and the tasks for 2026, all levels and sectors are to review and adjust their local and sectoral development plans to ensure alignment with the national direction and conformity with the Resolution of the 1st Congress of the Provincial Party Committee for the 2025–2030 tenure. Efforts should focus on expediting key projects and breakthrough programs outlined in the Provincial Party Congress Resolution; strictly implementing the organizational restructuring of the two-tier local government system; promoting digital, green, and energy transitions in association with improving human resource quality; and further enhancing the leadership capacity and combat strength of Party organizations and members.

The study and dissemination of the 13th Plenum’s Resolution should be closely linked with strict implementation of Party building and rectification; the learning and practice of Ho Chi Minh’s ideology, morality, and style; and strengthening inspection, supervision, and Party discipline—particularly for the chiefs. There’s a need to resolutely prevent and combat corruption, negative practices, “self-evolution,” and “self-transformation,” while rigorously enforcing the Regulation on setting an example. Attention should also be given to identifying, nurturing, and recommending exemplary and reputable personnel with sufficient qualifications, competence, and prestige for the new Party committees and key leadership positions at all levels. Additionally, it’s necessary to strengthen communication and public consensus, alongside the promotion of patriotic emulation movements in the lead-up to the 14th National Party Congress and major national anniversaries in 2026.
