Dong Nai launches the Electronic Party Member Handbook application across the entire provincial Party organization in accordance with Central regulations

In accordance with Regulation No. 339-QD/TW dated July 10, 2025, issued by the Party Central Committee’s Secretariat on the use of the Electronic Party Member Handbook application, and Plan No. 168-KH/VPTW dated August 21, 2025, of the Office of the Party Central Committee, the Standing Committee of the Dong Nai Provincial Party Committee issued Plan No. 02-KH/TU on October 7, 2025, to implement the Electronic Party Member Handbook application across the province.

According to Plan No. 02-KH/TU, the rollout of the Electronic Party Member Handbook application will be implemented uniformly across Dong Nai province. The initiative aims to support Party members in Party activities; provide accurate and timely documents, and materials from the Party, the State, and Party committees and organizations at all levels; serve the study of resolutions and the fulfillment of Party members’ duties; and contribute to enhancing members’ capacity, qualifications, ethics, fighting spirit, and sense of exemplary responsibility. The plan also seeks to unify the use of a single digital platform to avoid fragmented and wasteful investments.

The program will be applied among all official and probationary Party members (except those exempted from Party duties and activities), as well as Party committees and cells across the provincial Party organization (excluding Party members under the Provincial Public Security Party Committee and the Provincial Military Party Committee). The implementation must strictly comply with the Secretariat’s Regulation No. 339-QĐ/TW and the Party and State’s regulations on information security and confidentiality.

Party committees at all levels are required to regard this as an important political task. Heads of Party committees are directly responsible for implementation results within their agencies or units, ensuring that at least 90% of Party members use the Electronic Party Member Handbook.

From October 10 to 30, 2025, training sessions will be organized across all Party agencies. The official launch of the Electronic Party Member Handbook application will take place on November 1, 2025.

The Standing Committee of the Provincial Party Committee assigned the Office of the Provincial Party Committee and the Provincial Party Committee's Organization Commission to lead and coordinate with relevant agencies to conduct training, guidance, and support for installing and using the Electronic Party Member Handbook application.

The Propaganda and Mass Mobilization Commission of the Provincial Party Committee will take the lead, coordinating with relevant agencies and units to widely propagate to all Party committees, organizations, and members, ensuring broad consensus in the implementation; as well as to guide and orient the information content shared on the Electronic Party Member Handbook application.

Subordinate Party committees will direct their affiliated organizations to assist Party members in using the application, particularly elderly members or those unfamiliar with smartphones, and regularly monitor, evaluate, and report on usage progress.

The Vietnam Fatherland Front Committee of the province, provincial socio-political organizations, the Provincial School of Politics, and Dong Nai Newspaper and Radio, Television will coordinate with the Propaganda and Mass Mobilization Commission of the Provincial Party Committee to widely disseminate information to all Party committees, organizations, and members. The goal is to ensure broad consensus in the implementation, as well as to disseminate and orient the content shared on the Electronic Party Member Handbook application.

The subordinate Party cells and their members, executive committees, and secretaries are responsible for approving and creating new user accounts. Each Party member must register, manage their assigned account, accurately update personal information on the application, and use the platform in accordance with its purpose and regulations.
