At the seminar "Dong Nai from the spirit of the August Revolution to the aspiration for future breakthroughs" organized by Dong Nai Newspaper and Radio, Television, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc emphasized 3 strategic breakthrough tasks to realize the aspiration for development. The first task is to develop high-quality human resources, build a contingent of key officials with courage, intellect, aspiration, and dedication; modernize the education system to meet development requirements in the new situation. The second task is to develop synchronous and modern infrastructure and multi-modal transportation for intra-provincial and interregional connectivity, logistics infrastructure, green and ecological industrial parks, smart urban infrastructure, and advanced social infrastructure. And the third task is creating breakthroughs in science, technology, innovation, and digital transformation associated with administrative procedure reform, building a digital government to create an open investment environment, and enhance the province's competitiveness.
Intra-provincial - inter-provincial connectivity infrastructure, ensuring harmonious development
After the merger of old Binh Phuoc and Dong Nai provinces, the administrative boundaries and development space of the new Dong Nai province have been expanded with advantages in terms of area and population, and establishing it as a major industrial center of the Southeast region. The province possesses a synchronous transportation infrastructure system with all 5 modes, along with national key projects in the area.
Notably, both domestic and international attention is currently focused on Long Thanh International Airport - one of the "16 most anticipated airport projects in the world", playing a central role in air connectivity in Vietnam and the entire region, with phase 1 scheduled to be completed in the next few months. In addition, Phuoc An Port - the largest seaport in Dong Nai and 10 expressways that have been, are being, and will be implemented, along with inter-regional connecting roads, when synchronously invested, will make Dong Nai a modern logistics center of the country, playing a key role in national and international supply chains.
Standing at the threshold of a new opportunity - a new era, which is also a historical milestone of the first term after the provincial merger, the Party Organization and government of Dong Nai province have set high political determination, great efforts, and decisive actions to maximize the potential of the aforementioned large-scale projects, while promoting harmonious socio-economic development among localities in the province through socio-economic, urban, and intra- and inter-provincial transport infrastructure in a synchronized, interconnected, and effective manner.

High-quality human resources meet development requirements
To meet socio-economic development requirements and quickly adapt and deeply integrate with the international community in the Fourth Industrial Revolution, human resources must shift from quantity to quality and high quality.
Dong Nai currently has a population of nearly 4.5 million people, located in one of the most vibrant economic regions in the country, with a widespread education system, and a large-scale, multi-industry, and multinational business ecosystem. These are favorable conditions for the province to develop high-quality human resources to serve the breakthrough growth requirements in the new period.

In particular, priority is given to attracting investment and promoting the development of spearhead industries such as digital economy, green economy, circular economy, sharing economy, knowledge economy, aviation economy, high-tech industry, science, technology, and innovation, Dong Nai province always pays attention to human resources with high intellectual content, brainpower, and technical skills, approaching international standards. With many preferential investment policies, ahead of other fields, the province's education and training sector has made positive changes, gradually meeting the requirements of human resource training, improving people's intellectual level, and fostering talent. To date, the percentage of schools meeting national standards in the province is 69.78%. The province has effectively implemented the innovation in advanced educational methods; applying foreign language teaching and learning in an international approach; strengthening cooperation with universities and vocational education institutions in training high-quality human resources to meet development requirements.
Identifying the development perspective as placing people at the center, as the subject, resource, and goal of the development process, the Draft Document of the 1st Provincial Party Congress, term 2025-2030, has set out some specific targets such as: by 2030, the number of employed laborers in the economy will reach 2.6 million laborers; the proportion of employed labor by economic sector: agriculture, forestry, and fisheries account for 15-16%, industry and construction 48-49%, and services 36-37%. By 2030, the proportion of trained laborers with degrees and certificates will reach 40%; the unemployment rate will be below 2%. The average labor productivity growth rate will reach 7.5% per year.
To achieve these goals, the Draft Document of the Provincial Party Congress not only sets the breakthrough task of developing high-quality human resources with a modern education system that meets development requirements, focusing on economics, science, technology, and digital transformation; but also proposes specific solutions for implementation.
At the scientific workshop "Orientation for socio-economic development with the goal of double-digit growth and contributing ideas to the draft Document of the Dong Nai Provincial Party Congress for the 2025-2030 term," scientists and experts contributed many ideas for developing high-quality human resources for Dong Nai to support the province's breakthrough development in the new period.
Dr. Bui Van Thach, Standing Vice Chairman of the Central Theoretical Council has, in many proposals for building preferential mechanisms and policies for Dong Nai province, included policies for developing high-quality human resources such as: paying 50% of tuition fees and living allowances for students studying information technology, automation, medicine, and pharmacy at universities and colleges in the province; mechanisms to attract experts and senior managers: fast work permits, creating conditions for buying houses, receiving long-term residence permits for 5-10 years; along with proposing solutions to improve the quality of human resources through implementing a study abroad - internship program at enterprises for 10,000 students/year in the manufacturing and automation industries; building an innovation - employment center...
Administrative reform creates new momentum for sustainable growth and development
In recent times, administrative reform in Dong Nai has achieved many positive results, increasingly serving the needs of the people and businesses better. The province has issued a specialized resolution on digital transformation, linked with administrative reform and the construction of e-government; at the same time, it has completed the goal of building e-government, gradually developing the digital economy, digital society, and forming digital government. The set of indicators for serving people and businesses in implementing administrative centers and providing public services is always among the top 10 leading provinces and cities nationwide...
In particular, from July 1, 2025, the 2-tier local government model implemented synchronously nationwide has created a fundamental shift in resolving administrative procedures, serving as a "catalyst" for the entire political system to shift from an "administrative government," heavily focused on management, to a "service-oriented government," actively serving the people and businesses, fostering development, thereby bringing deep trust and great consensus among all strata of people and businesses.
