At the conference, delegates gave their feedback on several key points, including the draft Digital Transformation Law (comprising 8 chapters and 79 articles). Contributions suggested adding prohibited acts related to unauthorized intrusion into digital infrastructure, illegal dissemination of digital data, manipulation of AI systems, and violations of ethical standards.
Regarding the draft High Technology Law (amended) (comprising 6 chapters and 29 articles), feedback focused on clarifying the scope of regulation and detailing mechanisms for super deduction of corporate income tax, criteria for "environmentally friendly" high-tech enterprises, as well as clarifying the "high risk but high potential" criterion in applying policy guarantee mechanisms for technology transfer.
