Deputies engage in lively discussion and contribute opinions at the 5th session of the 10th Dong Nai Provincial People's Council

At the 5th session of the 10th Dong Nai Provincial People's Council held on the morning of October 3, based on the documents submitted, verification results, and the actual situation in the province, deputies actively contributed opinions and engaged in lively discussion so that the resolutions to be adopted would ensure feasibility, effectiveness, and alignment with local realities.

Many opinions contribute to the resolution on authorization of certification

One of the topics that attracted significant attention from the deputies was the submission, draft Resolution on authorizing the implementation of certification at the People's Committees of communes and wards in the province.

Speaking on this matter, deputy Ta Quang Truong, Secretary of the Party Committee and Chairman of the People's Council of Xuan Hoa commune, requested that the drafting agency further clarify the scope, authority, and duties of the authorization. According to him: Why were only six tasks proposed for authorization, while other localities had authorized more than ten tasks? The deputy also proposed that: once the authorized contents were approved by the Provincial People's Council, the Provincial People's Committee should soon issue guidelines to ensure uniform and synchronized implementation.

Sharing the same view as deputy Truong, deputy Pham My Phuong, Vice Chairwoman of the People's Committee of Bien Hoa ward, stated: Under the two-tier local government model, due to facility conditions, many localities have People's Committee offices far from the Administrative Service Center. Therefore, when authorizing certification to civil servants, perhaps the seal of the Administrative Service Center should be used instead of the seals of the People's Committee of communes or wards to reduce travel time.

Responding to this issue, Pham Thi Bich Thuy, Provincial Party Committee member and Director of the Department of Justice, stated that: the determination of authorized certification contents as outlined in the submission had been carefully considered by the drafting agency based on current legal provisions as well as the capacity and practical conditions of existing officials and civil servants. Some contents related to real estate and wills are quite complex and require individuals with appropriate authority to certify. If not handled carefully, they may lead to disputes and complications.

According to the Department of Justice leadership, the Ministry of Justice has also developed a draft submission for a Decree amending and supplementing a number of articles of Government Decree No. 23/2015/ND-CP on issuance of copies from master registers, authentication of copies from originals, authentication of signatures, and authentication of contracts and transactions. Compared to the old provisions, the draft decree expands some cases of individuals authorized to carry out authentication. Once the draft decree is approved, it will further help remove current obstacles.

Elaborating further on this matter, Nguyen Thanh Thuyen, Head of the Legal Affairs Committee of the Dong Nai Provincial People's Council, said that: the determination of authorized contents is based on the conditions, qualifications, and capacities of civil servants as well as certain related regulations and guidance from competent authorities. Explaining why each civil servant is authorized only one specific content, the Head of the Legal Affairs Committee stated that this is intended to tighten the accountability of the authorized civil servants.

Deputies focus on education policy

The resolution stipulating the level of support for independent, people-founded, and private preschools, as well as for children and teachers at preschools of the people-founded and private type in the province, was also a topic that that drew significant time and attention during the discussion.

Accordingly, many deputies requested clarification as to why the support beneficiaries are limited to independent, people-founded, and private preschools with a scale of 20 to 70 children, while facilities with 7 to 20 children, although licensed by competent authorities, are not included. Some deputies expressed concern about whether the implementation of this policy might create additional administrative procedures for the People's Committees of wards and communes.

Responding to this matter, Do Dang Bao Linh, Deputy Director of the Department of Education and Training, explained: In practice, independent, non-public and private preschools with fewer than 20 kids often operate unstably and frequently dissolve. If equipment support were provided, it would not be effective. Therefore, selecting the group with more than 20 kids ensures that the provincial People's Council's policy is stable, long-term, and effective.

Agreeing with the explanation from the Department of Education and Training leadership, Huynh Ngoc Kim Mai, Head of the Cultural and Social Affairs Committee of the Dong Nai Provincial People's Council, added: The implementation of this policy will not generate additional administrative procedures. In fact, this policy has been applied in the province since 2022 and has provided practical support for the children of workers and laborers. Workers and laborers only need certification that they are employed by enterprises or companies to receive support.

At the session, the approval of the 1/2,000-scale zoning plan for the functional area on the summit of Chua Chan Mountain, in Xuan Loc commune, received high consensus and agreement from delegates. Deputy Nguyen Thi Cat Tien, Secretary of the Party Committee and Chairwoman of the People's Council of Xuan Loc commune, said that: the approval of this content will contribute to attracting investors and promoting dynamic and sustainable economic development.

In addition to the two topics mentioned above, at the session, the deputies also contributed opinions to clarify various contents in the submissions and draft resolutions regarding the staffing decisions for officials and civil servants; the number of personnel working in public non-business units; and the number of part-time workers at commune-level People's Committees in Dong Nai Province in 2025 after the organizational restructuring; as well as the policy on supporting operational funding for public passenger transport by bus and support for users of public passenger transport services by bus in the province.

Concluding the discussion session, Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai Provincial People’s Council, acknowledged, analyzed, and further clarified the issues of concern to delegates. Regarding THE support for independent, people-founded and private preschools, the Chairwoman of the People's Council requested the education sector to consider additional measures to manage preschool institutions with fewer than 20 children, which are not covered by the resolution. This is to ensure comprehensive and effective management without leaving gaps.

Regarding the authorization of certification, comrade Ton Ngoc Hanh requested that: after the Provincial People's Council approves the resolution, the Provincial People's Committee promptly issues guidance to ensure uniform and synchronized implementation and avoid inconsistent practices across localities.

Concerning the policy on public passenger transport by bus, the Chairwoman of the Provincial People's Council requested the Department of Construction to continue proposing measures to promote the development of public transport to effectively support intra-regional connectivity and the province's future development.
