Dak O: Linking party resolutions with local realities

Over the past years, with a strong sense of unity and determination, Dak O Commune in Dong Nai Province has made great efforts in socio-economic development, contributing to improving people's lives and building a more prosperous homeland.

Dak O Commune, a border locality in Dong Nai Province, has renewed its leadership methods and promoted the people’s role to realise socio-economic development and sustainable poverty reduction goals.

Building a strong political system close to the people

Dak O is one of the border communes of Dong Nai Province, home to over 19,000 residents. In recent years, the commune has paid special attention to building the Party, the government, and mass organizations. The Commune Party Committee has regularly renewed its leadership methods, promoted grassroots democracy, and upheld responsibility and maintained close ties with the people. As a result, public trust in the Party has been increasingly strengthened. Following the success of the first Dak O Commune Party Congress for the 2025–2030 tenure, the Party Committee promptly issued an Action Programme to implement the resolution.

Recognising that bringing the resolution to life must begin with the people’s consensus, local authorities have intensified communication and dissemination to ensure that officials, Party members, and citizens fully understand the goals and tasks, thereby working together to realize them.

“During the 2025–2030 tenure, the Dak O Commune Party Committee has set out 17 key targets. The Party Executive Committee is determined that each resolution must be carefully designed, realistic, and feasible from formulation to execution. The Party Organization has mobilised the participation of all grassroots organisations and citizens to harness collective wisdom and constructive ideas, thus building a broad consensus in the process of building the resolution.”

To provide the best possible conditions for citizens in handling administrative procedures, staff at the Dak O Commune Public Administration Service Centre have continuously improved their professional expertise to meet task requirements.

Nguyen Van Cuong, Deputy Director of the Centre, said: “Under the close direction of the commune Party Committee and the People’s Committee, officials and civil servants at the Centre have always strived in performing their duties. We consider providing convenient administrative procedures for citizens to be one of our key tasks. Especially in remote areas, bringing public services closer to the people not only saves time and cost but also strengthens people’s confidence in the administration.”

Building a strong political system has enhanced cohesion and trust among the people. Thanks to the relentless efforts of local authorities, the handling of administrative procedures has become a vivid demonstration of reform and a commitment to better serve residents in border areas. From streamlining processes and applying information technology to strengthening staff presence at the grassroots level, all initiatives share a common goal: convenience, transparency, and efficiency.

Phu Van The, a resident of Dak U Hamlet, shared: “Previously, we had to travel to the district to complete paperwork, which was very inconvenient. Now, we can get everything done at the commune. Local officials give clear and quick instructions. If there is anything we do not understand, they will guide us enthusiastically, saving us multiple trips.”

Promoting agricultural advantages

Right after the 2025–2030 Party Congress Resolution was issued, the Commune Party Committee reviewed local potential, advantages, and challenges to develop a detailed action plan. One of Dak O’s two breakthroughs in the new tenure is developing high-tech and organic agriculture linked with sustainable markets.

The commune has more than 11,000 hectares of agricultural land, including 7,000 hectares owned by local households. Thanks to effective communication, farmers have actively shifted crop structures and applied scientific and technical methods to production.

Phuong Huu Hao, a local farmer, said: “The local government has organised training sessions on producing clean agricultural products, which we now apply to our crops. This is the sustainable direction. Dak O has fertile soil, so I am experimenting with better cultivation methods for my family’s durian garden to increase economic returns.”

At the same time, Dak O has promoted the collective economy, encouraging the establishment of cooperatives and cooperative groups to ensure stable agricultural production and market linkage. The commune currently has four agricultural cooperatives operating effectively on over 1,400 hectares, with 267 members, and four cooperative groups with 88 participants. Five local products have been recognised with 3-star and 4-star OCOP certifications.

Efforts towards sustainable poverty reduction

Many years ago, alongside socio-economic development, sustainable poverty reduction has remained a consistent priority for the Dak O Party Committee and local government.

Since 2022, the commune has received more than VND 29.6 billion to implement projects under the National Target Programme on Socio-economic Development in Ethnic Minority and Mountainous Areas. Additionally, the National Target Programme on Sustainable Poverty Reduction has been effectively carried out in tandem with Binh Phuoc Province’s programme to reduce 1,000 poor ethnic minority households annually. During the last tenure, Dak O built 336 new houses and repaired 102 houses for poor and near-poor households in the area.

In addition, the joint participation of the entire political system has mobilized resources to support households to escape poverty sustainably.

Thi Mon, a local resident, shared: “With government support to build our home, my family is very happy to have a more stable and spacious place to live. Now we can focus on work and improving our livelihood without worrying about rain or sunshine.”

Following the principle of “leaving no one behind,” the commune has rolled out various poverty reduction programmes suited to local conditions. Poor households have access to preferential loans from the Vietnam Bank for Social Policies to invest in farming and animal husbandry. Small-scale production models such as pepper, cashew, fruit cultivation, and cattle and goat raising are guided with technical assistance and output support, helping many households achieve stable income. For the 2025–2030 tenure, Dak O aims to mobilise all resources to realise sustainable poverty reduction.

With determination to translate Party resolutions into concrete actions, Dak O chooses creative ways of doing things, suitable to practical conditions, arousing the spirit of solidarity and aspiration to rise in each citizen. When resolutions are implemented with proactivity and responsibility, they become a powerful force driving sustainable development in this border commune.
