Building Dong Nai into a prosperous province for the people’s happiness (final part)

Promoting industrialisation and modernisation on the basis of the application of science, technology, innovation, and digital transformation

Dong Nai aims to apply science and technology effectively to create breakthroughs in productivity, quality, efficiency, and competitiveness. The province will restructure the service sector on the basis of applying science, technology, innovation, and digital transformation. It will continue investing in the Hoa Lu Border Gate Economic Zone and ICD dry ports. Provincial and urban planning will be reviewed, developed, and implemented. At the same time, Dong Nai will accelerate agricultural and rural industrialization and modernization, while building a synchronized and modern infrastructure system with priority given to transport connectivity and inland waterway development.

The province will strongly develop the private economy, expanding all economic sectors to drive double-digit growth. A fair and transparent business environment will be created, along with encouraging creativity among people and enterprises, and promoting the role of entrepreneurs who embody ethics, business culture, and patriotism. Large-scale state-owned and private enterprises will be oriented to play a leading role, while local enterprises will be supported to grow in capacity and scale. The province will also strengthen the effectiveness of collective economy and encourage various types of cooperatives to expand their operations strongly.

Dong Nai will promote cooperation and intra-regional, inter-regional connectivity, mobilising and using all resources effectively while boosting competitiveness. It will propose mechanisms of coordination and connectivity for regional development. Emphasis is given to economic development with a focus on key urban centers, dynamic axes, and new spatial areas, strengthening coordination with Cambodian border provinces. The province will establish institutions and empower localities through decentralization and delegation of authority in the construction of infrastructure projects, particularly transportation projects.

Agriculture and rural development will follow a sustainable and efficient path, focusing on high-tech and clean agriculture. The province will restructure the agricultural sector, establish high-quality agricultural zones, expand large-scale farms and livestock areas applying modern techniques, and develop specialised farming areas with smart agricultural production. Dong Nai will become a centre for agricultural product preservation and processing, as well as a hub for seed production for the Southeastern and Central Highlands regions. Forest protection and sustainable development will also be reinforced.

Promoting the development of science, technology, innovation, and comprehensive digital transformation across all sectors

Dong Nai will increase investment in infrastructure for science and technology research. The province will establish innovation hubs, hi-tech zones, and concentrated information technology zones, while promoting a start-up innovation ecosystem and strengthening the science and technology market.

Authorities will develop digital infrastructure, e-government, the digital economy, and digital society to generate new drivers of growth and sustainability. Party agencies will undergo a comprehensive digital transformation. The province will meet the targets of the "Mass Digital Literacy” movement and expand e-commerce, payment, and logistics infrastructure. Data development and information sharing in state management will become priorities. Investment will also continue in intelligent operation centres (IOC) from provincial to commune and ward levels.

The province will manage and use resources efficiently, while protecting the environment and adapting proactively to climate change. Land resources in particular will be used effectively. Dong Nai will provide incentives for infrastructure investment and encourage the development of high-tech industries for solid, industrial, and hazardous waste treatment. Authorities will implement measures to reduce carbon emissions and complete an updated database system for natural resources and the environment.

Developing culture, society, healthcare, and education in line with economic growth; improving the material and spiritual life of the people

Dong Nai will develop culture, sports, and tourism in parallel with economic growth. The province will nurture comprehensive, friendly, and compassionate individuals. It will implement the National Target Programme on Cultural Development for 2025–2030 period, alongside grassroots cultural and sports institutions that meet national standards. The province will work to reverse the decline of social morality, promote the talents of artists, artisans, and the wider community, and develop cultural and sports products and services. Tourism will become an important economic sector.

The province will establish a comprehensive and effective social security and welfare system. Authorities will implement ethnic and religious policies to improve living standards, reduce poverty, provide preferential policies for those with meritorious service, and strengthen social protection for children and the elderly. Social, health, and unemployment insurance policies will be fully implemented. Dong Nai will improve social services in employment, healthcare, education, and culture, ensuring that no one is left behind. Authorities will also prevent and stabilise complex situations in ethnic minority and religious areas.

Dong Nai will develop a modern healthcare network and improve the quality of public healthcare. The province will consolidate and enhance primary healthcare and preventive medicine, while offering comprehensive solutions for public health. Public-private partnerships in healthcare will be diversified, with strong encouragement for private sector participation. Authorities will also create policies to reduce healthcare costs for policy beneficiaries, the poor, and vulnerable groups. The health sector will adopt digital transformation and technology applications, while civil-military and police-healthcare coordination will be strengthened, especially in ethnic minority and mountainous areas.

Education and training reforms will focus on producing high-quality human resources that meet the demands of development and international integration. The province will undertake fundamental reforms in education, aligned with socio-economic development and labour market needs. Authorities will plan the school network to meet national and international standards, improve the quality of teachers and managers, and build Dong Nai into a regional hub for education, training, and vocational education. International cooperation in training, scientific research, and technology transfer will also be promoted.

Ensuring national defence and security, safeguarding border sovereignty; maintaining political security, social order and safety

Dong Nai will build an all-people national defence, an all-people national defence posture, closely linked with people’s security posture, firmly safeguarding border sovereignty. The Party’s absolute and direct leadership will be maintained, while the State’s centralised and unified management and administration over the national defence missions will be firmly upheld. The provincial armed forces will be built to be “elite, streamlined, and strong.” The province will invest in defence works, combat facilities, and militia outposts along the border. Authorities will also implement proactive measures for disaster prevention, epidemic control, search and rescue. Civil defence and defensive area exercises will be conducted effectively. Border law enforcement and protection will remain a top priority.

The province will maintain political security, social order, and safety, ensuring proactive responses to avoid passivity or surprise. Authorities will safeguard security during the construction and operation of Long Thanh International Airport and other major projects. Provincial forces will be strengthened to be clean, strong, regular, elite, and modern. The fight against crime will be integrated with science, technology, and digital transformation.

Continuing to build a state apparatus that operates effectively and efficiently, enhancing the effectiveness of external relations and international integration

Dong Nai will pursue administrative reform to create an efficient state apparatus. The province will streamline the two-tier local government system, improve the operations of the Provincial National Assembly Delegation and People’s Council, and strengthen inspection and supervision. Authorities will promote digital transformation and the application of information technology, while renewing methods for monitoring and evaluating task performance.

External relations and international integration will be expanded. Dong Nai will uphold the Party’s orientation in national defence-security diplomacy, Party-to-Party diplomacy, State diplomacy, and people-to-people diplomacy. The province will diversify external information work, improve its quality and effectiveness, and promote the pioneering role of foreign affairs, staying proactive and active in international integration.

Promoting the role of the people as the main actors and strengthening great national solidarity

Dong Nai will firmly uphold the principle of "The people are the root," placing the people at the centre and as the main actors under the motto: "people know, people discuss, people do, people inspect, people supervise, people benefit”, the province will enhance the political core role of the Vietnam Fatherland Front and socio-political organisations, while strengthening great national solidarity. Authorities will unite workers, peasants, entrepreneurs, intellectuals, youth, women, veterans, former police officers, the elderly, and ethnic minorities. Freedom of belief and religion will be fully guaranteed.

This is the crystallization of determination, responsibility, strength, and honour of the Party Organization and the people of all ethnic groups in Dong Nai. Together with the rest of the nation, they are committed to realising the vision of a prosperous Vietnam by 2045.
