To successfully fulfill the assigned responsibilities, each cadre and Party member of the Party Committee of Provincial Party Agencies always shares collective responsibility, upholds unity and consensus, and emphasizes the role of individuals in connection with collective accountability, setting an example in ethics, lifestyle, and discipline. The goal is to build a contingent of cadres and Party members with pure moral qualities, strong political will, daring to think, daring to do, daring to take responsibility.
Three breakthrough tasks
Nguyen Thi Thu Van, Member of the Provincial Party Committee and Deputy Secretary in charge of the Party Committee of Provincial Party Agencies, shared that during the 2020–2025 term, amid significant changes, particularly the implementation of the two-tier local government model and the merger of the former Binh Phuoc and Dong Nai Party Committees, the Party Committee of Provincial Party Agencies of Dong Nai upheld the spirit of solidarity and political determination, overcame difficulties, maintained ideological and organizational stability, and successfully fulfilled its assigned political tasks.
Party committees at all levels have effectively fulfilled their strategic advisory role to the Provincial Party Committee in Party building and the development of the political system. Political and ideological work has undergone notable innovations, with communication efforts becoming more effective. The study and practice of Ho Chi Minh’s thought, morality, and style have been deepened, and the leadership capacity and combat strength of grassroots Party organizations have been significantly improved.
Grassroots Party organizations within administrative agencies, public service units, and socio-political organizations have effectively upheld their role as political nuclei, maintained Party principles in their activities, and enhanced the quality of Party building work associated with professional tasks, thereby serving the leadership and management activities of higher-level Party committees effectively.
In addition, the entire Party Committee has promoted digital transformation, renewed leadership methods, and developed models of “Four-Good” Party Cells and “Four-Good” Party Committees, while improving the quality of thematic activities and comprehensively and effectively carrying out inspection and supervision work.
The achievements and lessons learned in leadership, direction, and management of the Party Committee of Provincial Party Agencies during the past term serve as a solid and important foundation for the work of building and developing the Party Committee of Provincial Party Agencies in the next five years.
According to Nguyen Thi Thu Van, Deputy Secretary in charge of the Party Committee of Provincial Party Agencies, during the 2025-2030 term, the Party Committee of Provincial Party Agencies will focus on three breakthrough areas: innovating and improving the quality and effectiveness of political and ideological education, as well as strengthening the moral training of cadres and Party members to better meet the requirements and political tasks in the new context.
It is necessary to strongly renew the leadership methods of Party committees toward being more grassroots-oriented, resolute, substantive, and effective. The quality of activities within Party cells and Party committees should be improved in tandem with enhancing the sense of exemplary responsibility among top leaders. Efforts should focus on building a contingent of cadres, Party members, and civil servants with a firm political will, integrity, solid professional competence, and the courage to think, act, and take responsibility, meeting the demands of tasks in the new context.
At the same time, it is essential to enhance the application of information technology and promote digital transformation in the activities of Party agencies and organizations, ensuring synchronization and modernization to effectively serve leadership, management, administration, and Party activities.
Nguyen Thi Hong Trang, Provincial Party Committee member, Deputy Head in charge of the Provincial Party Committee’s Commission for Propaganda and Mass Mobilization, Standing Committee member, and Head of the Commission for Propaganda and Mass Mobilization of the Party Committee of Provincial Party Agencies, stated: To successfully achieve the goals and tasks set by the Party Congress of the Party Committee of Provincial Party Agencies for the 2025-2030 term, particularly in improving the quality and effectiveness of political and ideological education and fostering the moral attributes of cadres and Party members to meet political requirements in the new context, it is essential to continue focusing on studying and following Ho Chi Minh’s thought, morality, and style in line with Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo.
Emphasis is placed on making the study and practice of President Ho Chi Minh’s moral example a regular discipline and a consistent political activity within Party organizations to curb ideological, ethical, and lifestyle degradation among cadres, Party members, officials, and civil servants. Simultaneously, it is crucial to enhance the quality of studying and disseminating the Party’s resolutions and directives during the activities of Party committees and Party cells, as this is a key step in the entire process of implementing resolutions in practice. Only when each cadre and Party member thoroughly understands the Party’s resolutions and directives can they effectively propagate, defend, and concretize the Party’s policies and guidelines.
Enhancing responsibility in the workplace
Faced with the country's increasingly demanding development requirements, the workload of agencies and units is substantial, necessitating rapid implementation and high-quality results. Therefore, to meet these demands, it is necessary to strengthen the application of information technology and implement digital transformation within agencies and units, replacing time-consuming and labor-intensive manual processes of the past.
The Party Committee of Provincial Party Agencies has set a target for this term: 100% of affiliated agencies and units will effectively implement the digital government model and complete digital transformation in their internal operations and organizational support. All non-confidential documents between Party agencies and subordinate grassroots Party organizations will be exchanged entirely in electronic form.
Deputy Secretary of the Party Committee and Deputy Chief of the Provincial Party Committee Office Nguyen Xuan Cuong proposed that, to achieve the above targets, the heads of Party committees must directly direct, inspect, and supervise the implementation of digital transformation. They are fully responsible for the results of leadership, direction, and organization. The outcomes of digital transformation implementation should be linked to the annual evaluation criteria for cadres, civil servants, and Party members.
Each Party committee should promptly consolidate the Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation, chaired by the Party Secretary, to provide unified and comprehensive leadership and direction.
Above all, each cadre, Party member, civil servant, and public employee in the provincial Party agencies, who are directly responsible for advising on and implementing major directives and key policies of the Provincial Party Committee, must take the initiative in training to uphold their own prestige and that of their Party organization, agency, or unit. They should continuously learn, adopt, and apply new and effective practices in their work, demonstrate a high sense of action, maintain a robust desire to contribute, and possess managerial insight in the new era.

Building and promulgating plans, programs, and projects must concretely define objectives, tasks, and solutions for digital transformation, ensuring the six clarities: “Clear personnel, clear tasks, clear responsibilities, clear authority, clear timelines, and clear results.” Digital infrastructure and technical platforms should be fully implemented, and Party data should be developed and managed in a centralized and interconnected manner. Digital human resources within Party agencies must be trained and developed, while communication efforts should be strengthened to raise awareness across the entire political system.

The performance of each cadre and Party member must be assessed based on concrete outputs, including daily, weekly, and monthly results. The current policy of the Party and the State is that localities make decisions, take action, and bear responsibility. On that basis, it is essential to promote a spirit of personal initiative, where individuals decide, act, and take responsibility for the common good, alongside mechanisms and policies that protect cadres who dare to act in the public interest.
