Promoting digital transformation and administrative reform, building a government for the people, taking the satisfaction of the people and businesses as a measure of service quality. That is one of the 3 breakthrough areas selected by the first Bu Dang Commune Party Congress to implement in the 2025-2030 term.
This work has been and is being strongly implemented with many specific programs and activities, bringing positive effects from the people and businesses.
Close to the people, serving the people
Right from the early days of implementing the two-level local government, Bu Dang commune had a creative way to resolve administrative procedures (AP). Specifically, the commune's Public Administration Service Center (PASC) has organized 15 mobile trips to resolve AP for people in remote and isolated villages and hamlets. At these places, officials have directly guided, answered questions, and helped people understand the process and complete documents in accordance with regulations.

Dieu Tu (residing in Hung Dang village, Bu Dang commune) heard that the commune's PASC was coming to the village cultural house to handle AP for people, so he came to register the birth certificate of his child. The dedicated guidance of the center's officials and staff made Dieu Tu very satisfied. Regarding the procedure, his requests were resolved in a short time. "Today, I came to register the birth certificate of my child. I didn't expect the procedure to be resolved so quickly now. “If in the past we had to make multiple trips, which took a lot of time, now, now resolving it this way is very good for the people," Dieu Tu shared.
Through mobile AP resolution sessions, Bu Dang Commune PASC received 179 turns of people; received and resolved 120 dossiers related to AP. In addition to officials and civil servants assigned according to their functions and duties, the mobile trips also had the direct participation of commune leaders to exchange, explain, and propagate to the people when they had questions related to AP.
"With the motto of a government serving the people, we have proactively brought public services to remote and isolated villages where people often face difficulties in traveling and accessing information, and difficulties in using technological equipment. We even go to the homes of the elderly and the sick who are unable to travel to resolve AP when needed," said Le Duc Tu, Deputy Director of Bu Dang Commune PASC.
Implementing the 5-correct principle
At Bu Dang Commune PASC, hundreds of dossiers of people and businesses are received every day. However, the work always takes place in an orderly, fast, and transparent manner. This is thanks to the strict application of the "5-correct" principle: correct person - correct task - correct time - correct process - correct legal application in all processing stages.
Since July 1, although it has been in operation for a short time, Bu Dang Commune PASC has achieved remarkable results, especially positive evaluations from people and businesses when coming to perform AP. The total number of dossiers received by the center reached 2,222. Of which, 2,209 are online dossiers, 8 are direct dossiers, and 5 are transferred dossiers. The online rate accounts for 99.41%. The number of dossiers resolved reached 2,173; of which 2,163 dossiers were handled ahead of schedule, reaching 97.34%, and 49 dossiers are being processed within the deadline.
To achieve the impressive numbers above, in the past time, the commune's PASC has been arranged with 7 civil servants with the right expertise and job positions. The team of civil servants at the center are all trained in communication skills, technology application, and administrative expertise. In addition, the center has invested in upgrading facilities: from computer systems, printers, high-speed internet connection to a friendly, airy working space, with instruction boards, and procedure lookup screens, reception and return areas are separate and clear.
In the solution for building a streamlined, effective, and efficient government, the Resolution of the first Bu Dang Commune Party Congress, for the 2025-2030 term, states: Continuing to comprehensively promote administrative reform in all fields associated with digital transformation; Building an administration based on digitalization, develop digital government, strongly apply information technology in management and operation, and shorten processes; Improving the efficiency of serving the people, ensuring democracy, modernity, professionalism, discipline, openness, transparency, enhancing accountability, integrity in public service, and taking the satisfaction of the people as the service goal of state administrative agencies.
Speaking about the initial results of the center after a period of operating the 2-level local government and implementing the Resolution of the first Bu Dang Commune Party Congress, Le Duc Tu, Deputy Director of Bu Dang Commune PASC Center, added: "We clearly define the center's role as the face of the commune; it is a place to serve, not just a place for administrative technical processing, thereby forming a spirit of responsibility, a standardized service attitude, close to the people, understanding the people. When people come to the center, they not only need their procedures to be resolved correctly, but also expect respect, a friendly attitude, easy understanding, and full support. When technology infrastructure is not yet complete, the human factor must be promoted even more. Civil servants must actively learn, handle flexibly, not blame the system, but find ways to ensure that the dossiers are returned to the people on time. Another important thing is to be transparent, open, and respond promptly to build people's trust. Each dossier resolved on time is a reinforcement of the reputation of the grassroots government."
These efforts at the Bu Dang Commune PASC Center are not only aimed at improving the efficiency of administrative procedure resolution but also clearly demonstrate the spirit of "taking the people as the service center" in the process of administrative reform. This gradually contributes to building a modern, transparent, and people-friendly administration, in line with the overall development orientation of Dong Nai province.
