Breakthrough mindset and decisive actions for the new term

Dong Nai Provincial Party Organization has officially entered the 2025–2030 term following the great success of the 1st Provincial Party Congress. With a new space for development and a renewed determination for action, Dong Nai is filled with aspirations for prosperity, aiming to basically meet the criteria of a Centrally governed city by 2030.
Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee (PPC) and Chairman of the Provincial People’s Committee, affirmed: “The golden opportunity for Dong Nai to become prosperous and strong has never been closer than now. Therefore, the province must decisively focus on building and completing a modern, synchronous system of strategic infrastructure, especially in terms of transportation, industry, urban development, energy, digital transformation, and the environment, to lay a solid foundation for rapid and sustainable growth.”
 
CONFIDENCE IN A NEW MINDSET AND NEW ACTIONS
 
The 2020-2025 term, the final one before the merger of the former Binh Phuoc and Dong Nai provinces, witnessed a strong shift toward breakthrough thinking and actions. It marked a decisive move away from the fear of making mistakes or assuming responsibility, encouraging the spirit of daring to think, act, and take accountability. Thanks to this transformation, Dong Nai now steps into the new 2025–2030 term with a solid foundation in planning and vision, especially in modern transport infrastructure covering all key modes of transportation.

It will not be too long before these plans come to fruition. It is because by the end of 2025, Long Thanh International Airport will begin trial operations and is expected to go into official service in early 2026. The Government is also considering subsequent investment phases for the project. At the same time, ten expressways planned to run through Dong Nai are being completed, positioning the province as a central transportation hub for the Southeastern region and the South as a whole. Experts and businesses predict that the 2025–2030 term will see unprecedented breakthroughs in transport infrastructure in Dong Nai, providing a “powerful boost” for the local economy, with potential annual growth exceeding 10%.

According to Member of the PPC and Vice Chairwoman of the Provincial People’s Committee Nguyen Thi Hoang, Dong Nai is finalizing procedures for a series of new-generation industrial zones, attracting investment in new fields such as semiconductors, chip production, artificial intelligence, big data, concentrated information technology industrial zones, and specialized biotech parks. The province aims to become a center for aviation and seaport industries, as well as a hub for aviation training and high-speed rail technology. Dong Nai remains committed to accompanying businesses, considering them the key driving force of local development.

“As a long-term investor in Dong Nai, we have always received favorable support from the provincial authorities, which allows us to confidently expand operations. With growing confidence in the province’s open policies, high-quality infrastructure, and new strategic vision set at the recent 1st Provincial Party Congress, we are increasing our investments in Dong Nai. Our goal is to establish new-generation and green industrial zones that attract major investors and cutting-edge technologies, thereby creating high added value and contributing meaningfully to the province’s growth in this new era.”

The 2025–2030 term has opened a “golden opportunity” for Dong Nai, but such opportunities can only be realized through decisive actions for the common development of the province. As Party General Secretary To Lam reminded, every official and Party member must uphold the spirit of “one mind from top to bottom”, and “smooth sailing across both length and breadth”. At the same time, throughout the process of managing and implementing the Provincial Party Congress’s resolution, the province will continue to adhere to the action motto of “six clear”: clear people, clear tasks, clear timelines, clear responsibilities, clear products, and clear authority. Officials who fail to deliver results will be firmly replaced to ensure that Dong Nai’s economic ship sails efficiently into this new era.

Recently, U.S.-based Coherent Group inaugurated its first semiconductor manufacturing plant in Nhon Trach Industrial Park with a total investment of USD 127 million. However, this is only one of three projects that Coherent has been licensed by the Dong Nai Provincial People’s Committee. Therefore, the group is still accelerating the implementation of the remaining projects, aiming to turn Dong Nai into a key manufacturing hub in its global production chain. Alongside building semiconductor facilities, Coherent is also actively working to attract and develop high-quality human resources from the province to ensure sustainable growth.

SUBSTANTIVE ACTION-ORIENTED THINKING

Dong Nai province currently covers more than 12.7 thousand square kilometers, with a population of nearly 4.5 million, holding an important position in the overall economic and social development of the country. Beyond that, Dong Nai also occupies a strategic location in terms of national defense, security, ethnicity, and religion, particularly as a province with a 258.939-kilometer border adjoining Cambodia and home to the Hoa Lu border-gate economic zone. Therefore, the province’s prosperous development in the new era will not only help improve the living standards of its residents but will also make a significant contribution to the strong and stable growth of the nation as a whole.

For the 2025–2030 tenure, Dong Nai province has set a target of achieving an average annual GRDP growth rate of 10% or higher. By 2030, the province aims for its gross regional domestic product (GRDP at current prices) to exceed VND 1.2 quadrillion, with per capita GRDP surpassing VND 250 million. Notably, for the first time, the value-added share of the digital economy in the province’s GRDP is expected to exceed 30%, helping drive the average annual growth rate of state budget revenue to 10–12%. Dong Nai also sets its sights on basically meeting the criteria for a centrally governed city by 2030.

According to the Standing members of the Provincial Party Committee, to realize the objectives set by the 1st Provincial Party Congress, the Provincial Party Executive Board has agreed on a number of strategic and breakthrough missions for the upcoming term. These include: adjusting the provincial planning for the 2021–2030 period, with a vision toward 2050; developing a proposal for a free trade zone, coordinating to build regional development and connectivity mechanisms. The province’s major policy decisions for the new phase have received comments and strong endorsement from the Politburo. With this new development space, the province will need to introduce policies that not only sustain the rapid growth of the Southern region but also enable the Northern border areas to make breakthrough progress and narrow the development gap.

The Provincial Party Executive Board has also clearly defined the province’s breakthrough tasks, including: developing a project to train and improve the quality of provincial- and commune-level officials with strong political will, integrity, competence, action-oriented mindset, and credibility commensurate with their responsibilities; formulating the Dong Nai high-quality human resources development program for 2026–2030 period; establishing mechanisms and policies to mobilize, allocate, and effectively use all resources for development across the province; implementing the Dong Nai infrastructure development program for 2026–2030 period; adopting a Resolution on the development of science, technology, innovation, and digital transformation; and designing the administrative reform program for Dong Nai, 2026–2030 term.

According to Politburo member, Secretary of the Party Central Committee, and Head of the Party Central Committee’s Commission for Internal Affairs Phan Dinh Trac, Dong Nai is now standing before a “golden opportunity” to accelerate development and become a dynamic growth pole, a modern center of industry, services, logistics, and high-tech agriculture in the South and across the nation. However, he also emphasized that this is a major challenge requiring the provincial Party organization to demonstrate strategic vision, strong political will, and decisive, coordinated, and effective implementation.

Comrade Phan Dinh Trac stressed: “Dong Nai must pay special attention to building a capable cadre contingent at all levels, especially leaders and managers who must first and foremost are exemplary and innovative in their work style. They must possess integrity, vision, aspiration, and the courage to face challenges, to think boldly, act decisively, and take responsibility. They must be ready to innovate for the common good, to match words with actions, and to turn difficulties into motivation, challenges into aspirations. With a new mindset, new vision, new knowledge, new determination, and decisive actions, Dong Nai will confidently stride into a new era of development.”
